Hoang Mai ward residents agree with new resettlement area
Hoang Mai Ward is the locality with the largest number of households affected by the project among the three proposed locations. The railway is expected to run 8.98 km through the ward, directly affecting the residential land of 238 households, including 176 households in Quynh Vinh Commune (old) and 62 households in Quynh Trang Commune (old).
Faced with the project's great impact, the local government has proactively taken action, organized to collect people's opinions, conducted field surveys and selected suitable resettlement options. The ward proposed to implement two resettlement areas: Dong Bau area (former Quynh Vinh commune) with an area of 8 hectares, expected to accommodate 176 households; and Muoi Tan field area (former Quynh Trang commune), an area of 5 hectares, expected to accommodate 62 households.

Initial results show that the people agree with the national key project and the land planned to build a new resettlement area. Mrs. Tran Thi Xuan and her husband in Hamlet 7, Quynh Vinh Commune (old) are among the households that will have to relocate. Although their house has been built solidly and stably, her family still supports the policy and is willing to move if the new resettlement area ensures better living conditions.

Mr. Nguyen Ba Phong - Party Cell Secretary, Head of the Front Committee of Hamlet 7 shared: "The resettlement area in Dong Bau has been agreed upon by the people after the meeting on July 15. Most households agreed and wanted to build a secure infrastructure; at the same time, people hope to have a suitable solution for some tombs close to the resettlement area".

Mr. Le Cong Tao - Secretary of the Party Cell of Village 6 (former Quynh Trang Commune) expressed: "The people's wish is that the new resettlement area must be spacious and have better infrastructure than the old one. If the basic conditions are guaranteed, the people are willing to relocate to give up land for the project."

According to Ms. Nguyen Thi Mai - Vice Chairman of Hoang Mai Ward People's Committee, in addition to technical infrastructure factors, resettlement is also an opportunity to help people stabilize in the long term. "We determine that resettlement is not only a new place to live, but also the beginning of a better life," Ms. Mai emphasized.

Tan Chau commune presents resettlement location to the province to start construction
As one of the three proposed locations for early implementation, Tan Chau commune (including Dien Tho, Dien Loc, Dien Phu and Dien Loi communes of the old Dien Chau district) has urgently reviewed and re-evaluated the current status of affected land and developed a specific plan to serve the site clearance work.

According to the People's Committee of Tan Chau commune, the whole commune has about 21.35 hectares of land affected by the project, of which 3.9 hectares are residential land and garden land. It is expected that 54 households will need to be resettled. To solve the housing problem for the households, the commune has proposed 2 resettlement areas including: location 1 in hamlet 6, old Dien Phu commune (0.5 ha) and location 2 in Song Tien hamlet, old Dien Loc commune (2.5 ha). The total area is about 3 hectares with an estimated investment of about 33 billion VND.
Mr. Phan Van Hung - Chairman of Tan Chau Commune People's Committee said: Recently, the locality has submitted to the province for comments on resettlement area location 1. If the province agrees, the commune will hold a meeting to collect opinions from households. This is also the location where construction is likely to start on August 19.
Hung Nguyen Nam Commune chooses Cau Vo area as resettlement area
In Hung Nguyen Nam commune, the North-South high-speed railway will directly affect 145 households, of which 86 households are located along both sides of Provincial Road 542C.

Faced with the above reality, the Commune People's Committee has proposed planning a resettlement area in Cau Vo area, with an area of about 4.6 hectares. This area is considered favorable in terms of infrastructure and transportation: the Northeast borders Provincial Road 539C, the Northwest borders Provincial Road 542C, the Southeast borders agricultural land and the Southwest borders the internal field road. This is an area mainly of agricultural land interspersed with traffic and irrigation land managed by the commune.
According to Mr. Cao Anh Duc - Chairman of Hung Nguyen Nam Commune People's Committee, the proposed location is consistent with current planning, including the Hung Nguyen District Construction Planning and Land Use Planning until 2030. "The important thing is that this planning is located in an area oriented to develop into rural residential land, so it is completely convenient for implementation," said Mr. Duc.
In a meeting with local residents on July 13, the majority of affected households agreed to choose Cau Vo area as the resettlement area. Many households with land facing Provincial Road 542C requested to be resettled along the road as it is. The local government pledged to build feeder roads to connect with the provincial road to facilitate traffic and ensure the rights of the people.
The consensus of the people is a prerequisite for the success of the land clearance work. However, in order for the people to feel secure and ready to give up their land for national projects, the resettlement areas need to be invested in thoroughly, planned synchronously, and have a full range of essential infrastructure such as transportation, water supply and drainage, electricity, schools, healthcare, markets, etc.
The North-South High-Speed Railway Project not only opens up the prospect of fundamentally changing the transport infrastructure, but is also an opportunity for localities to restructure urban spaces, promoting the formation of more modern, synchronous and model residential areas.
According to statistics from the Department of Construction, the North-South high-speed railway line passing through Nghe An province will affect 38 residential areas, with about 2,150 households having land within the project area. Of these, 1,942 households will have to be resettled. To meet this demand, Nghe An province plans to invest in the construction of about 30 resettlement areas with a total area of over 102 hectares, with a total investment of about 1,450 billion VND.
