Decree No. 261 of the Government: Expanding opportunities for people to borrow capital to buy social housing

(DN) - Recently, the Government issued Decree No. 261/2025/ND-CP dated October 10, 2025 (referred to as Decree 261) amending and supplementing a number of articles of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing (NƠXH) and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on a pilot of a number of specific mechanisms and policies for the development of NƠXH.

Create many favorable conditions in terms of policies and mechanisms to develop social housing.

* Sir, how will Decree No. 261, which has just been issued by the Government, create favorable conditions in terms of policies and mechanisms for the development of social housing?

This is a major policy of the Party and State on the development and management of social housing. Decree No. 261 of the Government amends and supplements a number of articles of Decree 100/2024/ND-CP detailing a number of articles of the Housing Law on the development and management of social housing of the Government to continue to create favorable conditions in terms of mechanisms and policies for the development of social housing, meeting the requirements and goals of the social housing development program in 2030 and the following years.

This Decree aims to contribute to ensuring effective and sustainable socio -economic growth and development, ensuring social security and improving people's quality of life. At the same time, this is a system of humane policy mechanisms on the use of legal policies, credit finance... as important resources to promote and develop social housing. In particular, amendments and supplements to income conditions will create conditions for people (belonging to the subjects regulated by the Housing Law to buy or hire-purchase social housing) to easily access policies and create housing to settle down.

* What is the significance of the new points of this decree, sir?

Firstly, Decree No. 261 expands the scope and is consistent with objective reality, contributing to solving difficulties and problems related to housing prices and income. In particular, adjusting, amending and supplementing specific regulations on income (average actual income not exceeding 20 million VND/month for single people and 40 million VND/month for couples) will expand and create conditions for workers, officials and employees who do not have housing to easily access social housing policies, have conditions to create housing and settle down. This regulation is especially consistent with objective reality in large cities such as Ho Chi Minh City, Hanoi and Dong Nai.

Second, the adjustment and addition of income conditions create favorable conditions for social housing buyers to easily access state credit policies and preferential credit packages of commercial banks. In particular, preferential credit packages of commercial banks such as: 120 trillion VND credit package for social housing loans (currently expanded to 145 trillion VND) and housing loan credit programs for young people under 35 years old.

Currently, credit institutions in Dong Nai province are implementing social housing credit policies through two programs: social housing loans implemented by the Vietnam Bank for Social Policies and social housing loans implemented by commercial banks through a preferential credit package of 145 trillion VND...

Third, Decree No. 261 will positively impact and promote the development of social housing. The adjustments and supplements of this decree focus on specific and clear regulations on fees and taxes that investors must pay, as well as instructions on submitting and processing documents (for the People's Committees of provinces and cities). Thereby, contributing to creating favorable conditions and encouraging businesses and investors to invest in developing social housing projects, best meeting the requirements of social housing (quality, convenience and suitable price).

At the same time, this new decree also creates favorable conditions for people (who are eligible to buy social housing) to access comprehensive policies (from administrative procedures, confirmation of purchase and hire purchase subjects to support and access to credit policies, etc.) with the principle of ensuring both the purchase of a house for residence and compensation for borrowing costs and living expenses in daily life.

Effective implementation of credit activities on social housing

By early September 2025, the total outstanding loan balance of the social housing program in Dong Nai province reached 527.6 billion VND with more than 1,200 borrowers. This result has been promoted and together with solutions for social housing development, the supply of social housing is implemented according to plan, which will be an important factor in fulfilling the task of meeting the housing needs of the people and the goal of ensuring social security and sustainable growth in Dong Nai province in the coming time.

* In the coming time, how will the banking industry in Dong Nai orient itself to effectively implement Decree No. 261 of the Government?

In the coming time, the banking sector in Dong Nai, especially the social policy bank system and credit institutions in the province, will continue to pay attention to implementing and coordinating well the activities of providing information and consulting on credit policies, information on preferential credit packages and especially support and provide specific instructions to people in loan procedures and procedures for purchasing social housing through coordination activities to promptly grasp information on social housing projects; on project investors, etc.
