On May 4, 2025, the Politburo issued Resolution 68-NQ/TW (Resolution 68 for short) on private economic development, creating a breakthrough in thinking and strategy, bringing the private economy to its full potential and becoming the most important driving force of the national economy. Based on the recognition and analysis of existing problems, the resolution proposed solutions to motivate private enterprises to "take off". One of the key contents is to facilitate the private economy's access to land resources, increase opportunities for access to land and production and business premises for the private economy.
Ha Tinh private enterprises are mainly small and medium-sized, many of which have not had access to land policies and lack production and business premises, so they have high expectations for Resolution 68.

Established and developed for nearly 10 years, Duc Tai Industrial Mechanical Joint Stock Company (Ha Tinh City) has not been able to rent land in the industrial cluster (IC) to invest in infrastructure. To serve the production line of industrial auxiliary parts supplying the domestic and export markets, the unit has to rent land from the people, build 2 factories in Thach Quy ward and Thach Ha ward, but the area still does not meet the requirements.
Mr. Nguyen Huu Cuong - Director of Duc Tai Industrial Mechanical Joint Stock Company said: "The company has applied to lease land at industrial parks in the area 4 times, but for many different reasons, it has not been approved yet. Our wish is to lease land at Thach Dong Industrial Park with an area of 5,000 - 8,000 m2 . When leasing land for a long time, the company will invest in building a closed production factory, with a system of workshops, warehouses... meeting modern standards. Resolution 68 clearly states that it will promote digital transformation, creating favorable conditions for the private economy to access land, production and business premises; conduct electronic transactions in the land sector; publicly, transparently and proactively provide information to businesses; reduce the time to process land lease procedures, grant land use right certificates... This is a favorable condition for small and medium-sized enterprises that have not been able to lease land for investment like us".
Tan Ha Do Investment Joint Stock Company (Ha Tinh City) specializes in investing in industrial park infrastructure, trade, hotel services... As an enterprise directly leasing land from the State for investment, the support policies from Resolution 68 are being awaited by enterprises.

According to the leader of Tan Ha Do Investment Joint Stock Company: According to Resolution 68, there will be appropriate mechanisms and policies to control land price fluctuations, especially land prices for production - business, non-agricultural purposes, minimizing the impact on investment, production - business plans of enterprises. This is an opportunity for enterprises that lease land for a long time and invest in operations like us.
One of the highlights of Resolution 68 is to allow localities to use local budgets to support investors in infrastructure business of industrial parks (IPs), industrial clusters, and technology incubators, on the basis of requiring investors to reserve a portion of the invested land fund for lease to high-tech enterprises, small and medium-sized enterprises, and innovative startups.
Localities, based on the actual situation, determine the land fund for each industrial park and industrial cluster to ensure an average of at least 20 hectares/area, industrial cluster or 5% of the total land fund invested in infrastructure for the above enterprises. The State has a policy of reducing at least 30% of land rental fees for these subjects within the first 5 years from the date of signing the land lease contract. This is a "plus point" to attract investment projects in industrial parks and industrial clusters in Ha Tinh, contributing to increasing the occupancy rate of industrial parks and industrial clusters, contributing to solving jobs for local workers, and making an important contribution to the budget.

In addition, the solution of interest in facilitating enterprises' access to land is to focus on removing difficulties with projects that are stuck in procedures and slow in progress; exploiting wasted land resources, public land, unused agency headquarters, land in disputes, and prolonged cases; having support policies for small and medium enterprises, supporting industry enterprises, and innovative enterprises to rent houses and land that are unused or unused public assets in the locality. These policies, when implemented, will fundamentally resolve land backlogs, helping private enterprises have opportunities to develop.
Mr. Phan Xuan Hong - Chairman of the Ky Anh Town Business Association said: The town currently has more than 1,000 enterprises, mainly small and micro-sized, so it needs specific policies to support development. The province has had many solutions to facilitate business operations, but there are still some problems, especially some mines with expired mineral exploitation licenses that have not been renewed. Enterprises hope that authorities and sectors will continue to support policies on land lease and land prices; have policies to extend mines with expired exploitation licenses, and increase mining capacity to ensure the supply of materials for key projects and works. Therefore, Resolution 68 with its close-knit land access support policies has created a fulcrum for private enterprises to change their thinking, improve their scale and capacity.
Mr. Truong Van Cuong - Deputy Director of the Department of Agriculture and Natural Resources of Ha Tinh said: Since the Land Law 2013 took effect, the Department has advised the Provincial People's Committee to lease 709 land plots with a total area of 2,628.5 hectares; of which, 46 land plots were leased by the State with a one-time payment of 141.7 hectares and 40 land plots were allocated by the State with land use fees collected with an area of 206.9 hectares. In the first 6 months of 2025 alone, the Department has advised the Provincial People's Committee to allocate and lease land for 18 projects with a total area of 135.41 hectares, including large projects, attracting private enterprises to invest.
Implementing the province's direction, the department has also promptly guided localities on compensation, support, and site clearance to speed up project progress; guided and supported enterprises in land recovery for projects that won the auction for mineral exploitation rights; guided localities and enterprises in leasing land according to investment phases or land recovery and site clearance progress to promptly implement projects; advised the Provincial People's Committee to determine land prices for projects...

According to Mr. Truong Van Cuong, the regulations of the law on investment, construction, and land are increasingly improved and continue to be amended and supplemented to remove difficulties and obstacles, creating conditions for the business community in general and private enterprises in particular to access resources, including land resources. In particular, Resolution 68 on private economic development promulgating policy frameworks to support enterprises in accessing land will open up development opportunities for the business community of Ha Tinh in general and the private enterprise sector in particular, contributing to promoting economic growth.
