On the afternoon of September 11, in Bac Ninh, the Central Propaganda and Mass Mobilization Commission coordinated with the Ministry of Education and Training (MOET) and Ly Thai To College to organize a workshop with the theme "Orientation of autonomy and accountability in vocational training institutions" in the spirit of Resolution No. 71 of the Politburo on breakthroughs in education and training development.
Speaking at the workshop, Mr. Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Commission, emphasized that Resolution No. 71 marks a policy breakthrough, affirming the comprehensive autonomy of educational institutions, regardless of the level of financial autonomy.
Mr. Dat believes that autonomy is not simply a financial issue but also includes the right to be proactive in building training programs, improving teaching methods, organizing the apparatus, developing human resources, expanding international cooperation and connecting with businesses and the labor market.

Mr. Dat suggested 5 groups of contents that need to be focused on for discussion, especially emphasizing how to effectively implement Resolution 71 in the field of vocational education; ensure autonomy associated with accountability; transform the governance model from management to modern governance while still maintaining discipline.
"This workshop is an important basis for the Central Propaganda and Mass Mobilization Commission to coordinate with the Ministry of Education and Training to advise on specific, practical and feasible solutions to bring the spirit of Resolution 71 into life, creating a strong push for vocational education in our country," Mr. Dat emphasized.
Determined to innovate the education model
According to Associate Professor Dr. Nguyen Tien Dong, Principal of Ly Thai To College, the fact that the Politburo has made education one of the three strategic breakthroughs alongside institutions and infrastructure has clearly demonstrated the "development key" role of this field.

Dr. Truong Anh Dung, Director of the Department of Vocational Education and Continuing Education (Ministry of Education and Training) emphasized the importance of combining autonomy and accountability. According to him, vocational training institutions, when given greater autonomy, must also be transparent about finances, training results, resource efficiency, and the satisfaction of learners and businesses.
“Autonomy and accountability are not contradictory but two complementary aspects in building a modern, democratic and effective vocational education system,” Mr. Dung emphasized.
He also proposed building an independent monitoring mechanism, standardizing the evaluation criteria system and improving governance capacity under conditions of autonomy as a prerequisite.
According to Mr. Dung, for autonomy to become a real driving force, it is necessary to perfect synchronous policies between factors: finance, organizational structure, human resources and expertise. In addition, vocational training institutions must be facilitated to promote their internal capacity, adapt to labor market requirements and the digital transformation process.
In his concluding remarks at the workshop, Deputy Minister of Education and Training Nguyen Van Phuc highly appreciated the enthusiastic and practical presentations of experts, scientists and representatives of vocational training institutions.
He affirmed that Resolution 71 has opened up a comprehensive approach to autonomy, in which the requirement to ensure autonomy is not absolutely linked to financial capacity - an important step forward in educational management thinking.
“Autonomy in vocational education needs to be in-depth and sustainable. The State needs to play a creative and supportive role through ordering mechanisms, assigning tasks, and providing funding for facilities to carry out their public service mission,” Mr. Phuc emphasized.

The Deputy Minister also pointed out key solutions to promote comprehensive autonomy such as: Completing the legal framework on autonomy and accountability: Clear, unified, easy to apply. At the same time, classifying the level of autonomy as balancing between 3 pillars: finance - human resources organization - expertise.
“With the close direction of the Party and the Government, along with the efforts of vocational training institutions and the support of businesses, we have the basis to build a modern, flexible and integrated vocational training system, meeting the requirements of developing high-quality human resources for the country in the new period,” said Deputy Minister Nguyen Van Phuc.
