Bac Giang Provincial Party Committee has just issued Resolution No. 381-NQ/TU of the Provincial Party Executive Committee on leadership tasks in 2025.
Resolution 381-NQ/TU aims to continue to strengthen the building and rectification of the Party and a clean and strong political system; build a solid national solidarity bloc, as a basis for leadership to complete the local political tasks. Focus on preparing the contents and conditions to complete the arrangement of the apparatus to ensure a streamlined, strong, efficient and effective operation in accordance with the direction of the Central Committee and successfully organize the Party Congresses at all levels, the 20th Provincial Party Congress, term 2025-2030. Proactively overcome difficulties, remove bottlenecks that hinder development, take advantage of opportunities to promote synchronous and comprehensive development in all fields; maintain the province's GRDP scale among the top 12 provinces and cities in the country.
Accordingly, the Provincial Party Executive Committee set out 15 key targets for 2025, in which the GRDP growth rate is expected to reach 13.6% (striving for 14-15%). The economic structure, industry - construction reached 69%; services reached 20.2%; agriculture, forestry, and fishery reached 10.8%. GRDP per capita reached 4,900 USD. Budget revenue in the area reached over 18,000 billion VND. Mobilizing investment capital for social development reached over 80,650 billion VND. Attracting over 3.0 million tourists.
The number of hospital beds per 10,000 people (excluding beds at commune health stations and regional polyclinics) reached 36.4 beds; the rate of people with health insurance cards reached 99.5%; 46.3% of the working-age population participated in social insurance. The poverty rate (according to the 2021-2025 standard) decreased to less than 1%; of which the rate in extremely disadvantaged communes was 7%. Continue to mobilize support to eliminate 100% of temporary and dilapidated houses for poor households, near-poor households and families of meritorious people facing housing difficulties, dilapidated houses that need to be repaired or rebuilt with sufficient land conditions in the province by 2025. The rate of trained workers reached 80%; the rate of trained workers with diplomas and certificates reached 35%; the rate of urban unemployed workers reached 2.4%; The labor structure of agriculture, forestry and fishery reached 21.3%; industry - construction reached 53.2%; services reached 25.5%. The rate of schools meeting national standards level 1 reached 96.4%, level 2 reached 30.2%.
The rate of solid waste collected and treated hygienically reached 87%. The rate of industrial parks with centralized wastewater treatment systems meeting environmental standards reached 100%; industrial clusters in operation with centralized wastewater treatment systems meeting standards reached 68%. The rate of establishments causing serious environmental pollution that were treated reached 100%. The rate of population using clean water (meeting QCVN 01-1:2018/BYT standards or higher) reached 80.5%. The rate of urban population reached 57.5%. The rate of communes meeting new rural standards reached 88.46%; the rate of villages and residential groups achieving cultural titles reached 82.9%; the rate of wards and towns meeting urban civilization standards reached 81%; the rate of communes with full cultural and sports facilities at the village and commune levels reached 91%. The forest coverage rate reached 37.5%.
100% of complicated complaints and denunciations under the authority of the heads of Party committees and authorities at all levels will be promptly and effectively resolved by dialogue and direction. The number of complicated and prolonged complaints in the area will decrease compared to 2024; no security and order hotspots will arise. Complete the arrangement of the apparatus in the political system in accordance with the direction and orientation of the Central Committee, to be completed in the first quarter of 2025. The rate of grassroots party organizations completing their tasks well or better will reach over 90%. The rate of party members completing their tasks well or better will reach over 85%. Strive to admit new party members at a rate of 3-4% of the total number of party members in the entire provincial Party Committee, including admitting at least 200 party members in non-state enterprises.
To effectively implement the main goals and targets, the Provincial Party Committee has set out 5 groups of leadership tasks on socio-economic development; internal affairs, national defense, security, foreign affairs; improving the effectiveness of government operations at all levels; activities of the Fatherland Front, socio-political organizations and mass organizations assigned by the Party and State in the locality.
