Research on expanding Cam Lo - La Son expressway to four lanes

Quang Tri Prime Minister Pham Minh Chinh assigned the Ministry of Transport to study and deploy the completion phase of the Cam Lo - La Son expressway with four lanes and a width of 23 m.

The Government leader gave the above instructions when he, together with Minister of Transport Nguyen Van Thang, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung, and Secretary of the Quang Tri Provincial Party Committee Le Quang Tung, conducted a field survey and listened to a report on expressways in Quang Tri on the afternoon of July 22.

The expressway has a total construction length of 98.35 km, with an investment capital of VND 7,700 billion, and has been in operation since January 1, 2023. The route has a scale of two lanes, no hard median strip in the middle, normal sections have a road surface width of 11 m, a roadbed width of 12 m, and overtaking sections have a scale of 4 lanes, a roadbed width of 23 m. This expressway has completed site clearance with a scale of 4 lanes.

According to the People's Committee of Quang Tri province, after more than half a year of operation, traffic volume and density on the route have increased. To ensure synchronization with the North-South expressway system in the East that has been and is under construction, the province has proposed that the Prime Minister soon invest in the Cam Lo - La Son expressway with a scale of four lanes. Currently, the Ministry of Transport has assigned its subordinate units to prepare a pre-feasibility study report on a complete scale to report to the competent investment authority when the capital source is balanced.

Regarding the Van Ninh - Cam Lo expressway under construction, the Prime Minister requested contractors and construction units to make efforts to complete the project one quarter ahead of schedule, opening up new development space for the locality and region. Contractors are required to take advantage of favorable weather, mobilize human resources and equipment, and work in 3 shifts to ensure progress, quality, technique, aesthetics, safety, and environmental sanitation.

Van Ninh - Cam Lo Expressway belongs to the North - South Eastern Expressway Project in the 2021-2025 period, 65.7 km long, starting point in Van Ninh commune (Quang Ninh district, Quang Binh province), ending point in Cam Hieu commune (Cam Lo district, Quang Tri province).

The Prime Minister has approved the Road Network Planning for the 2021-2023 period with a vision to 2050 for the Cam Lo - Lao Bao Expressway, with investment progress before 2030. The Prime Minister agreed to invest in the project under the public-private partnership (PPP) model and assigned the People's Committee of Quang Tri province as the competent authority to implement it.

Currently, the Provincial People's Committee is urgently preparing a feasibility study report for the project with an expected investment scale of about 56 km in length. This expressway connects Lao Bao International Border Gate with the North-South expressway in the east in Cam Lo district.

Regarding National Highway 15D connecting La Lay International Border Gate to My Thuy deep-water port (Hai Lang district), the Prime Minister agreed on the project implementation policy including 3 sections, of which one section is invested by the province, one section is invested by the Central Government and one section is implemented in the form of public-private partnership.

Two expressways Cam Lo - Lao Bao and National Highway 15D connect from east to west Quang Tri, connecting with Laos and Thailand.
