Circular 65/2024 clearly states that people whose driving license points have been deducted must take a theoretical test on road traffic safety laws and simulate traffic situations on computers.
Answering the wrong question will result in a zero score.
The Ministry of Public Security has just issued Circular No. 65/2024 (effective from January 1, 2025) regulating the testing of legal knowledge on traffic order and safety (TTATGT) to restore driving license points (GPLX).
One of the issues that the public is interested in is what knowledge will be tested on drivers who violate the rules that result in all points being deducted from their driving license (according to the provisions of the Traffic Safety Law) and what will be the test results to have their 12 driving license points restored?
Traffic police will be the force to test the knowledge of people whose driving license points have been deducted.
According to Circular No. 65/2024, the test content includes: Theoretical knowledge of road traffic safety laws based on theoretical test questions for granting driving licenses and simulations of traffic situations on computers as prescribed by the Ministry of Transport .
For the theory test, candidates take multiple choice tests on the computer using software. For the simulation knowledge test, candidates handle traffic situations using computer simulations.
Regarding the time, structure of the test and satisfactory results, Circular No. 65 clearly states that test takers with Class A, A1 and B1 driving licenses must complete the test in 19 minutes. The test consists of 25 multiple-choice questions, each question is worth 1 point, of which 1 question is considered a failing score.
For A1 level, a score of 21/25 or higher is considered satisfactory. If the score is 21/25 or higher but the answer to the question is incorrect, it is considered a failing score.
For grades A and B1, a score of 23/25 or higher is considered satisfactory. In case the score is 23/25 or higher but the answer to the question is incorrect, it is considered a failing score and is not satisfactory.
Next, the test taker with a Class B driver's license takes a 20-minute test consisting of 30 multiple-choice questions, each question is worth 1 point, of which 1 question is considered a failing point. A score of 27/30 or higher is considered satisfactory, except in cases where the test taker has enough points but answers the question incorrectly, which is considered a failing point.
Candidates with a Class C1 driver's license must complete the test in 22 minutes to answer 35 multiple-choice questions, each question is worth 1 point, including 1 question that is considered a failing score. A score of 32/35 or higher is considered a passing score, otherwise the answer will be considered a failing score.
People with driving licenses of classes D1, D2, D, BE, C1E, CE, D1E, D2E, DE will take the test in 26 minutes with 45 multiple choice questions, each question is worth 1 point, of which 1 question is considered a failing point.
Similar to the above driving license categories, a score of 41/45 or higher is considered satisfactory. If you score 41/45 or higher but answer the question incorrectly, it is considered a failing score and you do not meet the requirements.
Finally, the person with a Class C driving license takes the test for 24 minutes, answering 40 multiple-choice questions, each question is worth 1 point and there is 1 failing point. A score of 36/40 or higher is considered satisfactory, unless the wrong answer to a question is considered a failing point.
Under the new law, certain highway violations will result in the loss of all driving license points.
Theory and simulation testing
Also according to the new circular, the simulation test time is no more than 10 minutes, including 10 questions simulating traffic situations corresponding to 10 points. Each question has a maximum score of 5 points and a minimum of 0 points.
"The score achieved by the test taker corresponds to the time of recognizing and identifying a potentially unsafe traffic situation through interaction with a computer with simulation software installed. Test takers who score 35/50 points or more are considered qualified," Circular No. 65 stipulates.
In addition, those whose theoretical legal knowledge test results do not meet the requirements will not be allowed to take the simulated legal knowledge test.
A person who has a satisfactory theoretical test result but an unsatisfactory simulation test result will have the theoretical test result reserved for 1 year from the date of the satisfactory test result.
Candidates whose test results do not meet the requirements can re-register for the test after 7 working days from the date of the previous test.
