As the Deputy Secretary of the Vinh Loc Commune Youth Union and the Secretary of the Vinh Loc Vocational Education and Continuing Education Center Youth Union, Mr. Pham Huu Hao recognizes this as an environment where he can train, contribute, and grow. In particular, he believes it's crucial to spread the "flame" of enthusiasm to many Youth Union members and young people, contributing to improving the effectiveness of Youth Union activities and youth movements in the area.

Mr. Pham Huu Hao was awarded the Certificate of Merit as an "Outstanding Youth Union Cadre in the period 2022-2025" by the Executive Committee of the Ho Chi Minh Communist Youth Union of Thanh Hoa province.

The Vinh Loc Commune Youth Union currently has 56 grassroots organizations. As the Deputy Secretary of the Commune Youth Union, Mr. Hao always emphasizes the need for courage, a pioneering spirit, and exemplary leadership in building a strong Youth Union organization and continuously developing the youth movement. He has worked with the Commune Youth Union Executive Committee to implement solutions to improve the effectiveness of Youth Union activities and the local youth movement. At the same time, he proactively advises the local Party committee and government on programs, plans, and movements of the Youth Union and other organizations; actively connects with and mobilizes resources from businesses in the area to implement many meaningful social welfare projects and activities.

In 2025, recognizing the strength of youth union members in activism and volunteerism, under the leadership of Deputy Secretary of the Vinh Loc Commune Youth Union Pham Huu Hao, the Vinh Loc Commune Youth Union implemented many volunteer activities attracting a large number of youth union members to participate. Notable examples include: mobilizing 5 youth teams to support poor and disadvantaged families in building houses according to Directive No. 22-CT/TU of the Provincial Party Committee on the campaign to support the construction of houses for poor households, policy beneficiary households, and households with housing difficulties in the province during the two years 2024-2025; supporting the repair and construction of 12 playgrounds for children and teenagers in the commune with a total cost of nearly 60 million VND; coordinating with philanthropists to build 2 "Red Scarf" houses with a total sponsorship of 160 million VND...

In carrying out social welfare work, the Youth Union of the commune has coordinated and implemented many meaningful and practical activities such as: mobilizing more than 150 union members to participate in blood donation; calling on philanthropists to donate and support 50 gift packages worth nearly 35 million VND for families with particularly difficult circumstances.

Besides his activities with the youth organization, as a teacher assigned to the Vinh Loc Vocational Training and Continuing Education Center, Mr. Hao is considered an excellent teacher who always dedicates himself wholeheartedly. With the motto "innovating teaching methods, putting students at the center," he has boldly applied information technology, incorporating the Plickers software into his lessons. Through the use of individual student ID cards, combined with mobile devices to scan and instantly collect results, he can quickly assess students' learning levels, thereby adjusting the content and teaching methods accordingly. In addition, the use of images, short videos , stories, situations, and dramatization has made lessons more accessible.

Thanks to innovative methods, students not only acquire knowledge effectively but also develop skills such as applying information technology in learning, presentation skills, video creation, and applying their Literature knowledge to practical situations. As a result, Literature has become a subject enjoyed by many students. The quality of teaching has improved significantly, with the percentage of students achieving good or excellent grades consistently remaining at 80% or higher, and no students performing poorly.

In his work nurturing gifted students, he has always demonstrated dedication and a high sense of responsibility, closely monitoring each student. As a result, the quality of top-performing students has continuously improved. At the provincial-level gifted student competition for continuing education in the 2025-2026 school year, under his guidance, all three students who participated won awards.

Not only has he made his mark in teaching and nurturing gifted students, but he has also demonstrated his strong professional competence by winning first prize at the Provincial Excellent Teacher Competition for the continuing education program at the high school level in the 2025-2026 school year.

With his youthful energy, enthusiasm, and daring spirit, Pham Huu Hao, Deputy Secretary of the Commune Youth Union and Secretary of the Youth Union of the Vinh Loc Vocational Training and Continuing Education Center, has clearly demonstrated the capabilities of an outstanding Youth Union official in his position. His outstanding achievements have been recognized by the Central Youth Union, the Provincial Youth Union, and the Commune People's Committee. On the occasion of the 95th anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2026), Pham Huu Hao was honored with a Certificate of Merit as an "Outstanding Youth Union Official for the period 2022-2025" from the Executive Committee of the Ho Chi Minh Communist Youth Union of Thanh Hoa province.
