(NLĐO) - According to the Ba Dinh District People's Committee, the construction units of the Nhon - Hanoi Station Metro project will be responsible for rectifying and compensating for any damage that occurs.
On the afternoon of February 21st, the People's Committee of Ba Dinh District (Hanoi) issued a notice to residents regarding the incident of mud gushing into the residential area of Alley No. 7, Giang Van Minh Street (Kim Ma Ward, Ba Dinh District) due to the construction of the underground section of the urban railway project No. 3, Nhon - Hanoi Station section.

According to the announcement, representatives of the consortium of contractors and supervisory consultants for the Hanoi Metro Line 3 project (Nhổn - Hanoi Station section) affirmed that this was a phenomenon of tunnel boring additives overflowing to the surface, a technical incident that was anticipated. "The boring additive (Bentonite) used during construction is non-toxic, so people should not panic or worry. Furthermore, the construction unit is responsible for rectifying the situation and compensating for any damage to people or property," the announcement stated.
According to the Ba Dinh District People's Committee, more than 30 households live in Alley 7, Giang Van Minh Street. Before the incident, 15 households had temporarily relocated, and 3 households (potentially directly affected by the tunnel excavation) had handed over the land to the investor.
Later that same day, the Hanoi Urban Railway Management Board (MRB) - the investor - stated that after the incident occurred, the Board instructed the consultant and contractor to urgently mobilize 6 sludge suction trucks, 2 road cleaning trucks, and 100 workers to rectify the situation according to the project's procedures. This included thoroughly removing the drilling grout and cleaning the surface of the area where the grout was ejected, monitoring the situation, and being present at the site to observe developments and take timely response measures to ensure safety and environmental hygiene.
The MRB announcement also confirmed that the tunnel boring additive erupting on the road surface is completely harmless and environmentally friendly. The phenomenon did not affect the structure of the road and caused no casualties.
MRB also stated that tunnel boring machine No. 1 is still in operation. To date, tunnel boring machine No. 1 has excavated 1.2 km and is continuing construction at an average speed of 10-12 meters per day.
The incident affected people's lives.
Previously, as reported by Nguoi Lao Dong newspaper, at approximately 3 PM on February 20th, residents in Alley 7, Giang Van Minh Street, discovered a large amount of mud and soil overflowing from the drainage manholes and reported it to the authorities. This area is currently under construction for the underground section of urban railway line 3, the Nhon - Hanoi Station segment.
Regarding the cause, MRB stated that it could be due to the presence of old underground wells or drainage pipes that created pathways for drilling additives to seep to the surface (these old wells and pipes are no longer in use).
According to the project procedure, before tunneling began, the consultant and contractor conducted a survey of the structures along the route. However, due to changes in ownership of the structures over time, much information was not fully provided, inevitably resulting in a lack of data on underground structures such as water wells, boreholes belonging to residents, or geological survey boreholes from previous projects that were not filled in. During drilling, tunnel boring additives were pressure-injected to stabilize the soil in front of the excavation face. When encountering voids such as water wells or boreholes, the tunnel boring additives would seep up to the surface through these voids.
According to MRB, this phenomenon only occurs for a short time and ends immediately after the TBM drills through and installs the tunnel lining. This is a common occurrence during the construction of urban tunnel projects.
The investor affirms that the aforementioned phenomenon does not affect the structural integrity of the building and does not cause any damage to people or property. MRB is working closely with relevant units to accurately assess the cause and implement technical measures to prevent similar incidents in the future.
The Hanoi Metro Line 3 project, the Nhon - Hanoi Station section, is 12.5 km long and includes 8 elevated stations and 4 underground stations. Of this, the Nhon - Cau Giay elevated section is 8.5 km long (already in commercial operation), and the Cau Giay - Hanoi Station underground section is 4 km long.
The project started in 2009, with a planned completion date of 2015, but has been delayed several times, and is now expected to be completed in 2027.
