People and businesses have access to preferential credit sources to restore the economy.

Today, January 9, the Supervisory Delegation of the National Assembly Delegation of the province, including Deputy Head of the Provincial Delegation of National Assembly Deputies Hoang Duc Thang and Deputy Head of the Provincial Ethnic Minorities Committee Ho Thi Minh, continued to have a working session with the Department of Labor, War Invalids and Social Affairs; State Bank of Vietnam , Quang Tri Province Branch; Provincial Social Policy Bank on "Implementation of Resolution No. 43/2022/QH15, dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program" in Quang Tri province. Implementing Resolution 43 of the National Assembly on fiscal policy, the State Bank of Vietnam, Quang Tri branch, has thoroughly grasped and directed credit institutions in the area to reduce lending interest rates to support customers in restoring production.

Accordingly, the short-term lending interest rate for priority sectors is 4%/year (4.5% in 2021 and 5.5% in 2022). In addition, the average lending interest rate of the 4 major commercial banks in the area is currently 8.35%/year, lower than the average interest rate in 2022 (8.82%).

Regarding preferential credit policies through the Social Policy Bank for loans to support job creation and expansion according to Decree 61/2015/ND-CP dated July 9, 2025 and Decree No. 74/2019/ND-CP dated September 23, 2019 of the Government , outstanding loans to date have reached VND 400 billion, an increase of VND 250 billion compared to 2022; supporting and creating jobs for more than 8,500 workers. For loans for new construction or renovation of houses according to Decree 100/2015/ND-CP dated October 20, 2015 of the Government, outstanding loans to date have reached VND 290.7 billion, supporting the construction of 730 houses.

For the loan program for students in difficult circumstances to buy computers and learning equipment, the outstanding loan balance reached 3.8 billion VND, supporting 380 students; for loans for non-public preschools and primary schools, the outstanding loan balance reached 1.5 billion VND, with 30 non-public educational institutions being accessed.

Lending to implement the National Target Program on Socio-Economic Development in Ethnic Minority Areas, with outstanding loans reaching 52.4 billion VND, 983 households have access, of which 337 households borrow capital to develop production, 646 households borrow to repair houses. In the 2 years of 2022 - 2023, the Provincial Social Policy Bank has supported interest rates for 69,193 loans, with a total amount of 27.03 billion VND; the cumulative period of 2022 - 2023 reached 38.09 billion VND.

Regarding social security policy, the Department of Labor, War Invalids and Social Affairs has advised the Provincial People's Committee to approve the list and funding to support housing rent for workers in the province according to Decision No. 08/2022/QD-TTg for 387 workers of 24 units with a total support amount of VND 580 million and localities have disbursed all funds. In addition, 380 workers working in enterprises were supported with VND 567 million; 7 workers were supported to return to the labor market with VND 13 million.

In order for Resolution 43 to continue to be effective in practice, the State Bank of Vietnam, Quang Tri branch, proposes to continue to extend the interest rate support program in accordance with Decree 31/2022/ND-CP. Increase the loan limit for interest rate support for housing construction through the Social Policy Bank channel from VND 450 million to VND 700 million.

Regarding social security, it is recommended to expand the subjects receiving housing rental support for workers working for enterprises outside industrial parks and economic zones because currently it only stops at the subjects who are workers working for enterprises in industrial parks and economic zones - this group in Quang Tri is very small.

Speaking at the supervision session, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang acknowledged the efforts of departments and branches that have actively advised, coordinated, and organized the implementation of Resolution 43 locally, contributing to bringing policies to businesses and people, helping affected subjects overcome difficulties caused by the epidemic, and restore and develop production and business.

Acknowledging that the policy still has problems and has not covered all the subjects in need of support in society, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang received the recommendations to synthesize and propose to the National Assembly and the Government to soon take measures to remove them in order to promote the policy's effectiveness in the coming time.

At the same time, it is hoped that departments, branches and units will actively implement policies for people and businesses in the coming time to effectively implement fiscal policies and support economic recovery.
