On November 25, the Chairman of the Ho Chi Minh City People's Committee signed a document directing departments and branches to urgently review and propose amendments to regulations that are not suitable for the implementation of administrative procedures regardless of administrative boundaries, and at the same time deploy online public services throughout the process.
According to the directive, regulations such as having to submit original documents, submit at the place of residence or headquarters, the place where the results are first issued, or having to be present to sign and receive the results will be eliminated.
Departments and branches will adjust internal procedures and electronic procedures to ensure that 100% of administrative procedures in Ho Chi Minh City are carried out regardless of administrative boundaries in 2025.
The City Digital Transformation Center will upgrade the Administrative Procedure Information System, ensure full digitalization of records, convert data from old systems after the merger, serve management, operation and provide online public services, to be completed in November 2025.
The Office of the Ho Chi Minh City People's Committee coordinates with departments, branches and the Digital Transformation Center to focus on implementing solutions to restructure processes, provide online public services on the National Public Service Portal, especially ensuring that 100% of administrative procedures related to enterprises are carried out online, smoothly, and minimize paperwork.
The Chairman of the Ho Chi Minh City People's Committee emphasized that this is an important and urgent task, requiring heads of departments and branches to focus on leadership and direction, ensuring substantive administrative procedure reform, bringing practical benefits to people and businesses.
The Office of the Ho Chi Minh City People's Committee will monitor, synthesize results, report periodically and promptly propose solutions to arising issues.
Ho Chi Minh City currently has more than 2,000 administrative procedures carried out regardless of administrative boundaries.
Citizens and businesses, regardless of their place of residence or registered office, can submit and receive results at any convenient location.
The administrative procedure processing process regardless of administrative boundaries consists of 5 steps: receiving, processing and approving, digitizing results, transferring results, and returning results. Processing time and fees remain the same. The difference is that officers must digitize 100% of input documents. In case the procedure requires paper copies, the documents will be sent by post or by a shipping unit on the same day.
