On June 30, all localities across the country will hold ceremonies to announce Resolutions and Decisions of the Central and local governments on merging administrative units, establishing Party organizations, and appointing personnel for provinces, cities, communes, wards, and special zones to officially operate from July 1.
At Sai Gon ward, at 7am, all ward officials and civil servants were present. A group of officials and civil servants were stationed at the Public Administration Service Center, ready to receive and handle administrative procedures for the people.
A part of the preparation to attend the Ceremony to announce the resolutions and decisions of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of Ho Chi Minh City, communes, wards, and special zones, broadcast live from the Ho Chi Minh City Academy of Officials.
Ms. Ngo Hai Yen, Vice Chairman of the People's Committee of Sai Gon Ward, said that as a ward leader, this is an opportunity for Sai Gon Ward to change its thinking and working style towards serving the people better, bringing the government closer to the people. The change in thinking is not only for leaders but also for civil servants to be close to and understand the thoughts and aspirations of the people.
“We require that serving the people is not just a general task but a specific, daily task. Civil servants must promptly grasp the requests, aspirations, difficulties and problems of the people to advise on immediate, timely and effective solutions,” Ms. Ngo Hai Yen affirmed.
After three trial runs, the ward’s civil servants are ready for the official working day of a new administrative unit. However, in the spirit of not interrupting the handling of people and businesses, a number of officers will continue to work in the old ward until 5:00 p.m. this afternoon.

“The new ward is ready, but the work in the old ward continues, ensuring there is no interruption. We have proactively assigned tasks appropriately so that each position can learn about their work in advance and get started right away from July 1, without being surprised when operating the new apparatus,” said Ms. Ngo Hai Yen.
Coming to the ward to do administrative procedures on the day of the announcement ceremony, Mr. Trinh Van Them said he was very excited in the atmosphere of this historic moment. From a citizen of Ben Nghe ward (District 1), now he is a citizen of Saigon ward, Mr. Them is very excited and hopes that the new apparatus will operate effectively, serve the people well, and contribute greatly to the development of Ho Chi Minh City. He also hopes that the new Ho Chi Minh City with a larger scale, more development potential, will make more breakthroughs in the coming time.
As a civil servant of Nguyen Thai Binh ward, Mr. Vo Thanh Phat was assigned to work as a civil servant of Sai Gon ward, in charge of the Justice - Civil Status Department at the Public Administration Service Center. Mr. Phat shared that before the new commune-level government apparatus officially operated, he and the cadres and civil servants of the wards both carried out the requirements for the apparatus arrangement and performed their duties in their old positions so as not to interrupt the work of the people. Although the transition period was quite difficult, thanks to that preparation, he and the cadres and civil servants were trained in additional skills and approached the new system. Everyone clearly felt the great changes in the city and the country.
Mr. Phat has faith in this strong transformation, better service to the people and businesses and certainly the country will develop more. To make that belief come true, he affirmed that he will continue to improve himself in both expertise and skills in serving the people and businesses to contribute to the unit.
