On the morning of July 10, at the Lung Nam Commune Public Administration Service Center, all activities were operating normally, and people coming to do administrative procedures were guided and carried out smoothly. Mr. Nong Van Hung (Lung Nam Commune) said that he went to the commune to certify some documents and found the procedures very quick and convenient. People coming to do procedures were all enthusiastically guided by the staff. Many people who were not proficient in using phones and applications were given specific instructions by the staff.
Talking to CAND Newspaper reporter, Chairman of Lung Nam Commune People's Committee Nong Trung Truc said that Lung Nam is a border commune, with an area of over 97.59 km². Lung Nam commune was established on the basis of arranging the entire natural area and population size of the old Lung Nam commune and the old Thuong Thon commune. Lung Nam has 27 hamlets, including 3 border hamlets with more than 7,000 people.
Due to the large area, traveling between some hamlets is still difficult. In the first days of operating the 2-level government, people were still confused, but after 1 week, they started to get used to it. Officials worked and guided people to perform online public services. According to Mr. Nong Trung Truc, the biggest difficulty recorded after 1 week was the weak network connection, the software system was being updated so information processing was slow. Along with that, people in some hamlets far from the center still had difficulty traveling, were not concentrated, had no phone signal; people's awareness of digital transformation or using smart phones was still limited.

In order for the apparatus to operate effectively in the coming time, Mr. Nong Trung Truc hopes that the State will invest in infrastructure and roads for people in some hamlets. Therefore, if the investment and reasonable arrangement of infrastructure will be more convenient for operations.

In the morning, nearly 20 people came to carry out administrative procedures such as registering for permanent residence; getting a certificate of residence; getting support to retrieve the password of the identification account... Ms. Duong Thi Hoa, Nam San hamlet (Lung Nam) said that when she had to go to the Commune Police, she was supported a lot by the officers, the procedures were done quickly and conveniently, and the people were very excited.
In addition to the initial advantages in handling administrative procedures for people, records in the border commune in the first days of implementing the model show that there are still some difficulties, especially for people living in areas far from the center, with limited travel conditions. Major Pham Thi Nhu Nhan, Head of Lung Nam Commune Police, said that people in Lung Nai hamlet, Tay Duoi hamlet... have to go to the commune police headquarters quite far, the road is difficult, so the commune police have arranged additional points to receive documents, information, support people to update information on the public service system, return results at the reception point, creating favorable conditions for people. "We work while recording difficulties to resolve and support people in the most convenient way", Major Nhan said and hoped that in the coming time, infrastructure and facilities will be increasingly invested in so that people in the area can be better served.
Major Pham Thi Nhu Nhan added that Lung Nam is a border commune, ensuring security and order in the area is a very important issue, so each officer has a very high sense of responsibility, the most favorable thing is that officers with experience and prestige with ethnic minorities in the area are assigned to Lung Nam Commune Police, so the implementation of tasks is also more convenient.
Flexible, proactive and dedicated to work
At Truong Ha Commune Police, on average, in recent days, 40-50 people have come here every day to do procedures such as household registration, ID card, vehicle registration, temporary residence, temporary absence, residence confirmation, etc. Mr. Nguyen Van Khoan, Xuan Loc residential group, Truong Ha commune, shared that the implementation of the two-level government model has brought many advantages in the process of handling administrative procedures. "When I went to do the procedures, the officers guided me very enthusiastically, everything went quickly and smoothly. Today, I came to do the procedure to re-issue the motorbike registration papers of the owner, the commune police officer received the application, checked the frame number, engine number very quickly and gave clear instructions. The streamlined apparatus helps serve the people better, I am very satisfied", Mr. Khoan said.
Lieutenant Colonel Luong Quan Doan, Chief of Truong Ha Commune Police, said that after merging 4 administrative communes (Truong Ha, Soc Ha, Quy Quan, and Xuan Hoa Town), Truong Ha Commune now has an area of 143.52 km2, 2,989 households, and 12,793 people. The commune has a 20.03 km long border, managing 55 markers (41 main markers, 11 sub-markers); after the merger, the whole commune has 32 administrative hamlets. In the first days of implementing the new model, the Commune Police assigned a working group of 2 comrades to be on duty at the headquarters of the (old) Commune Police to monitor and grasp the area and receive and resolve incidents and reports from the people, and be proactive in the fight against crime and violations of the law.
Lieutenant Colonel Luong Quan Doan said that each locality has its own characteristics, requiring the Commune Police to be flexible, close-knit and proactive in their work. In the coming time, the Commune Police will clearly identify the core task of maintaining political security and social order and safety in the locality. First of all, it is necessary to grasp the situation at the grassroots level so as not to fall into a passive and surprised position. At the same time, it is necessary to closely monitor the locality, regularly go to villages, hamlets and residential areas to propagate the law, grasp public opinion and promptly resolve conflicts and incidents right at the grassroots level.

Regarding the application of the new operating model, Captain Nong Thi Phuong Thao, an officer of Truong Ha Commune Police, said that she herself needs to make more efforts in all aspects of work. Grasping the local situation and handling cases requires being quicker and more closely than before. If in the past, each officer was only in charge of a few hamlets, now the scope of management has expanded significantly, sometimes having to spend a whole day to inspect the entire assigned area. In particular, in border areas, the work of coordinating border patrols with other functional forces needs to be carried out more regularly and closely to ensure security and order.
Despite the increasing workload and pressure, according to Captain Thao, communal police officers must always be dedicated to their duties, not letting people wait, and certainly not letting cases linger. “I think that when the area is larger and we receive more trust from the people, we must work more responsibly. No one should be left behind, especially in remote and mountainous areas with many difficulties,” Captain Thao expressed.

According to Lieutenant Colonel Phan Van Thang, Head of Do Son Ward Police, the ward was established on the basis of merging Ngoc Xuyen Ward, Hai Son Ward, part of Van Huong Ward (old Do Son District) and part of Tan Thanh Ward (old Duong Kinh District), with an area of 25.54km2 and a population of 36,494 people. After more than 1 week of operation, up to now, all work areas have basically operated smoothly, interacting continuously with people and businesses. All citizens who come to the Do Son Ward Police Headquarters to complete administrative procedures are guided and resolved enthusiastically. People receive the results with a comfortable and satisfied mood. This is also a great encouragement and adds confidence to the police officers to perform their duties in the new situation.

Lieutenant Colonel Nguyen Thanh Thuyen, Deputy Head of the Department of Administrative Management of Social Order, said that, implementing the direction of the leaders of Hai Phong City Police on implementing instructions for handling administrative procedures, implementing 2-level local government, the unit has established 8 working groups, conducting inspections and providing instructions at 37 ID card issuance points of the Police of units, localities and public administrative centers. In which, focusing on assessing existing bottlenecks, from software, transmission channels, warehouse arrangement capacity to prepare for the construction of ID and residence archives at the commune level when there are instructions from the Ministry of Public Security.
With the motto of "being a bridge between the government and the people", the police of units and localities under the Hai Phong City Police Department have simultaneously launched operations, coordinated with grassroots organizations and volunteer students to organize propaganda, instruct people to install and activate VNEID level 2 electronic identification accounts and other administrative procedures, meeting the requirements of digital government.
