During the heavy rains in early September, the water flowed down, causing the culvert to overflow nearly 2 meters deep, washing away rocks and soil, seriously damaging both sides of the culvert, completely isolating 314 households in Mo Nang 2 village.
Mr. Kpa Tran, Head of Mo Nang 2 village, said that every time the floodwaters rose, the people were completely isolated. There were years when the spillway was flooded dozens of times, causing people's travel, students' education, and agricultural product transportation to stagnate. Especially when someone was sick and needed emergency care, motorbikes and cars could not pass, forcing people to find a detour dozens of kilometers away.
Mr. Ro Mah Adim, resident of Blom village, Ia Pa commune, often has to travel through the spillway. He said that every time it rains heavily, the flood comes back, flows rapidly, and washes away rocks and soil. People cannot travel, so their daily activities are seriously affected.
Mo Nang 2 village currently has 314 households with more than 1,700 people, of which more than 95% are Jrai ethnic minorities. This is also an agricultural production area with over 300 hectares of rice, cassava and cashew. Notably, the harvest season of agricultural products of the people often coincides with the peak of floods and rains, so transportation and consumption are difficult, potentially causing economic losses.
Faced with this reality, the Ia Pa commune government has repeatedly organized temporary repairs. When the water recedes, local forces are mobilized to reinforce and fill in the eroded underground part.
According to Vice Chairman of Ia Pa Commune People's Committee Vo Tan Cong, from July 2025 to now, the locality has repaired the spillway three times, but after each heavy rain, the project continues to be damaged. The commune has proposed that the province soon upgrade the spillway or build a solid bridge to ensure long-term safety. In the immediate future, the commune will deploy a solution using stone cages to reinforce the foot, slope and underground body to temporarily ensure safety for people to travel.
The desire to have a bridge over the spillway is not only the wish of the people of Mo Nang 2 but also an urgent need of the whole region. Mr. Nguyen Xuan Truong, resident of Hamlet 2, Ia Pa Commune, who often travels through this area, said that local people have repeatedly petitioned authorities at all levels about the need to build a bridge, but so far it has not been resolved. Therefore, people really hope that the State will soon pay attention to investing so that travel is convenient, students do not have to miss school because of floods and agricultural products can be transported more easily.
Early investment in upgrading the underground spillway or building a solid bridge will not only completely solve the problem of people in Mo Nang 2 village being isolated during the flood season, but also contribute to narrowing the infrastructure gap between ethnic minority areas and other areas, in line with the sustainable development goals of Gia Lai province.
