Speaking at the conference summarizing 10 years of implementing Resolution 29, Minister of Education and Training Nguyen Kim Son once again emphasized the importance of taking care of the team, and that investment resources foreducation must be commensurate, otherwise the policy of "education is the top national policy" will remain just words.
In addition, at the recent National Assembly session, Minister of Home Affairs Pham Thi Thanh Tra affirmed that teachers' salaries will be calculated to be ranked highest in the administrative career salary scale system when the new salary reform is implemented from July 1, 2024. However, she also noted that resources for preparing the new salary reform after 2024 will continue to increase by 7% to compensate for inflation, increase GDP and will only be guaranteed until 2026. After this time, if there is no effort, it will be difficult to continue implementing the new salary policy.
Therefore, in order to have a source to implement a sustainable wage reform policy and ensure annual growth rate, according to the Minister of Home Affairs, the top priority in the coming time is to focus on creating sustainable financial resources. In which, we will continue to arrange the apparatus, streamline the payroll to reduce the number of people receiving salaries from the state budget to have more sources to implement wage reform.
Many experts have said that "policy cannot draw money", only labor productivity can create material wealth, money and salaries need to be paid according to job position and level of contribution. Like other sectors, the education sector needs to restructure the public school system; rearrange the management staff, the teaching staff; reduce excess staff; dismiss those with poor capacity... If this is done, labor productivity will increase, teachers' salaries will increase, and teachers' lives will be stable and sustainable. There is no need for preferential policies that prioritize... professions. State resources should only be focused on areas that are truly difficult, not spread out as they are now.
Localities themselves have also proactively proposed this. Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, expressed his wish for a clearer legal framework to regulate autonomy in public general education because there are currently only autonomy mechanisms for university education institutions. According to him, the Hanoi Department of Education and Training is strongly advising on the issue of autonomy for public schools in the city. It will calculate the price of services for education and training to contribute to solving the "bottleneck" in the lack of staff and resources to increase teachers' salaries and promote the role of autonomy in schools.
It is impossible to ask teachers to contribute with salaries that are not enough to live on, but to increase their salaries to the highest level in the context of limited resources, appropriate calculation and arrangement according to labor productivity and economic conditions of each locality is also a way for state resources to be used properly and sufficiently.
