In recent years, the emulation movements "For the poor - No one is left behind" and "The whole country joins hands to build new rural areas" have become important and consistent political tasks that the entire system of the Vietnam Bank for Social Policies has focused on and actively implemented.

In the period from 2021 to 2023 (as of September 30), in addition to supporting preferential credit capital for poor households and policy beneficiaries to contribute to reducing the poverty rate and building new rural areas in localities, the VBSP carries out social security and charity work with a total amount of 153 billion VND.

As of September 30, 2023, the total policy credit capital reached VND 327,117 billion, an increase of VND 93,572 billion compared to 2020. In particular, after 9 years of implementation, Directive No. 40-CT/TW of the Central Party Secretariat on social policy credit has been effective nationwide, having a positive impact on social policy credit activities to achieve the goal of sustainable poverty reduction and new rural construction. Locally entrusted capital as of September 30, 2023 reached VND 36,599 billion, accounting for 11% of total capital, an increase of VND 16,284 billion compared to 2020. Currently, 100% of provincial and district-level units have balanced and entrusted local budget capital to the Vietnam Bank for Social Policies to supplement lending capital.

Total outstanding policy credit reached VND310,224 billion, with an average annual growth rate of 11.5%, with nearly 6.7 million customers still in debt. Of which, outstanding loans to poor households, near-poor households and households that have just escaped poverty, contributing to the implementation of the National Target Program on sustainable poverty reduction reached VND128,691 billion, accounting for 43.4% of total outstanding loans, with nearly 3 million households still in debt. In particular, outstanding loans in poor districts reached nearly VND30,251 billion, accounting for 9.75% of total outstanding loans, with nearly 600,000 households still in debt.

Outstanding loans in rural areas contributing to the implementation of the National Target Program on new rural construction reached VND 276,864 billion, accounting for nearly 90% of the total outstanding loans of the VBSP. Preferential credit policies implemented through the VBSP have contributed to the implementation of 9/19 criteria for new rural construction (on housing; income; poverty rate; employed laborers, production organization; education and training; environment and food safety; building the political system; national defense and security).

In the period of 2021 - 2023, policy capital has helped over 16,000 workers to work abroad for a limited period; helped nearly 147,000 students in difficult circumstances to borrow money to study; disbursed money to nearly 90,000 students to buy computers and learning equipment; helped nearly 2,000 businesses borrow money to restore production and business, pay salaries to nearly 546,000 workers affected by the COVID-19 pandemic; built over 4 million clean water and sanitation facilities; built nearly 4,000 houses for poor households to stabilize their lives, nearly 28,800 social houses for low-income people...
