At Phuong Hoang reservoir (Binh Tan Phu commune, Binh Son district, Quang Ngai province) with an area of over 9 hectares, the task of irrigating 38 hectares of rice fields, and serving the lives of about 150 households, is also sinking and damaged in many locations after more than 30 years of operation and exploitation.
Mr. Nguyen Van Phuc - Vice Chairman of Binh Tan Phu Commune People's Committee said: "The reason why Phuong Hoang reservoir has no water now is because the weather is hot this year, along with the dam body being damaged over time but there is no funding for maintenance and repair. The fact that the reservoir cannot hold water has affected the lives of more than 150 households downstream and there is no water source for irrigation for the Summer-Autumn crop."
At Ong Toi reservoir, in Tu Son 1 village, Duc Lan commune, Mo Duc district, Quang Ngai province, with a capacity of about 1.5 million m3 of water, it was built in 1983 and repaired and upgraded in 1996. The project is responsible for irrigating more than 170 hectares of production land (including 114.5 hectares of two-crop rice and 55.5 hectares of vegetables) and in the future will also provide water for An Son Industrial Cluster, Duc Lan commune.
However, after a period of operation, many items of the head cluster such as: earth dam, spillway, water intake culvert have seriously degraded and are cracked in many parts of the dam body, which threatens to affect the ability to retain water for agricultural production as well as ensure the lives of people downstream of the reservoir. It is worrying for the safety of the dam when the rainy and stormy season is coming.
To ensure the safety of the reservoir as well as the downstream area of Ong Toi Lake, in 2019, the People's Committee of Mo Duc district and the departments and branches in the province temporarily repaired the above crack. However, the phenomenon of cracks becoming longer and more numerous, the risk of the dam body being structurally broken is very high.
Mr. Nguyen Mau Bien - Deputy Director of Duc Lan Agricultural Cooperative said: "At the end of August 2024, people discovered dozens of new cracks on the body of Ong Toi dam. As local people, we hope that the government and functional agencies will soon have solutions to handle and fix these cracks to ensure the safety of the lives and property of local people."
Through inspection, the authorities recorded dozens of large and small cracks on the dam body. Among them, there are cracks from 15 to 20m long, about 1m deep and 0.5÷2cm wide. The cracks appear in the middle of the dam, towards the north of the dam body, causing a high risk of reservoir safety during the rainy season. In addition, the water intake culvert is also degraded and seriously damaged.
Mr. Ngo Van Thanh - Vice Chairman of Mo Duc District People's Committee said that in order to ensure the safety of the reservoir, minimize the risk of dam failure, protect people and property downstream of the reservoir, provide stable irrigation water for more than 170 hectares of agricultural land and supply water for An Son Industrial Cluster with a capacity of 1,500 m3/day and night, the investment in repairing and upgrading Ong Toi reservoir, Duc Lan commune is urgent and extremely necessary.
According to the report of the Department of Agriculture and Rural Development (DARD) of Quang Ngai province, as of July 2024, Quang Ngai province has 836 irrigation works, including 127 reservoirs, 557 dams, 8 saltwater prevention dams and 144 pumping stations put into management and exploitation to supply water for agricultural production and other economic sectors. Mr. Vo Quoc Hung - Deputy Director of the Department of Agriculture and Rural Development of Quang Ngai province said that to ensure the safety of dams and reservoirs during the rainy and stormy season, the unit has advised the Provincial People's Committee to direct localities and units managing and exploiting dams in the province to urgently review, overcome and temporarily repair subsidence, erosion, landslides and fractures at dams and reservoirs. In addition, the unit has completed a disaster response plan to ensure dam safety during the rainy and flood season; fully prepare human resources, material resources, equipment and spare materials; ensure 24/7 human resources on duty at the reservoir in all situations.
According to Mr. Hung, in the medium-term public investment plan for the period 2026-2030, the department also proposed that the Provincial People's Committee and the Central Government consider allocating funding to repair and upgrade 22 damaged and degraded reservoirs.
