Social networks are likened to a "mixed hotpot" with mixed dishes, the most popular of which is the trend of livestreaming online sales. It seems that anything can be sold online, but the quality is not controlled. It is not too difficult to find or watch live broadcast videos with images of selling fake and low-quality goods while showing off hot bodies, such as some pages such as "Nguyen Ngoc Tuyen Mixed Cream"; "Ha Kieu Anh Shop"... When entering specialized livestream platforms, closed chat groups and groups, there are girls willing to take off their clothes and make sexy images to stimulate viewers. There are even people who livestream on specialized platforms that lure viewers into playing illegal betting or gambling games. On the platforms of Facebook and TikTok, we constantly encounter livestreams of online gangsters showing off themselves, teaching morality with vulgar and uncultured words on cyberspace...
Or if we regularly access the internet, especially social networking sites, we are probably familiar with news and articles that deal with negative issues, especially violations and corruption cases of officials and leaders, which are always hot topics of interest to the whole society. For example, recently, after a series of cases of high-ranking leaders of the Party and State resigning; some others were arrested for abusing their positions and powers, accepting bribes related to "major cases"... Taking advantage of the attention of many people at home and abroad, opportunists and reactionary elements have focused on posting on social networking platforms of some reactionary associations and groups and some individuals claiming to be democracy and human rights activists. In particular, to entice people to believe in their distorted arguments, these subjects deliberately speculated, stereotyped and exaggerated that it was a "common situation", a consequence of the socialist regime, a "disease" led by a Party... And along with the distorted arguments, they also revealed their "reactionary" and "sabotaging" nature of the Party and the State, calling on and inciting people to cause disorder.
The situation of spreading fake news and false information is also likened to a type of brainwashing "virus" that reactionary elements and hostile forces thoroughly exploit as a trick to sabotage the Party and the State. For example, Lisa Pham, aka Pham Thi Anh Dao, regularly makes video clips distorting the truth about epidemic prevention and control work; Le Van Son - an active activist for reactionary newspapers and radio stations at home and abroad, regularly posts articles expressing the viewpoint of "pluralism, multi-party"... Through monitoring by the Ministry of Information and Communications , video clips with reactionary, toxic content, seriously violating Vietnamese law are mostly among the more than 100,000 channels directly managed by YouTube. Notably, there are more than 100 professional reactionary channels, regularly posting information and propaganda against the State such as Viet Tan, Tieng Dan, De Tam Cong Hoa, Chan troi moi...
Faced with the problems and challenges that bad and toxic information has been and is posing today, at a training conference on skills to identify, prevent and combat bad and toxic information on the internet and social networks recently held in Thanh Hoa, Mr. Le Quang Tu Do, Director of the Department of Radio, Television and Electronic Information, Ministry of Information and Communications said that this is also a "global problem and the effective management of social networks and prevention of its negative aspects is one of the top concerns of many countries in the world, not just Vietnam".
Discussing this issue, Ms. Phung To Linh, Deputy Secretary of the Provincial Youth Union, Head of the Thanh Hoa Province Youth Theory Club, said: “The attraction of social networking sites is taking up most of the time of internet users, especially young people. Stories of personal life, violent images, lack of culture, especially bad and toxic information, are easier to lead and attract users. If we do not know how to carefully select and respond to bad and toxic information, it will easily lead to deviant behavior.”
In the face of the above situation, on October 22, 2018, the Politburo issued Resolution No. 35-NQ/TW on strengthening the protection of the Party's ideological foundation and fighting against erroneous and hostile views in the new situation. The Resolution clearly states: Protecting the Party's ideological foundation means protecting the Party, the Party's political platform and guidelines; protecting the People; protecting the Socialist Republic of Vietnam's rule of law state; protecting the cause of innovation, industrialization, modernization of the country and international integration; protecting national and ethnic interests... This is the top priority task of the entire Party, the entire army and the entire people.
In close compliance with Resolution 35 of the Politburo, units and localities have strengthened the monitoring and scanning of information on social networks, promptly detected and strictly handled individuals and organizations in the area that disseminated fake, reactionary, toxic news, and violated the law. In 2022, in the province, through screening, the authorities discovered and monitored a number of Facebook accounts, associations, and groups on social networks that regularly posted, shared, and commented on sensitive and contradictory information related to the government, police forces, etc. During the year, 170 cases of taking advantage of social networks to post information with bad and toxic content were discovered; fighting, removing news articles with bad and toxic content and administratively sanctioning nearly 40 cases.
Cyberspace is often referred to as a “double-edged sword”. The appearance of a lot of bad and toxic information along with a large number of spontaneously distributed video clips on social networks has been and is attacking to brainwash, “corrode” people’s awareness, reduce people’s trust, and cause confusion and indignation in public opinion. Accordingly, in addition to warning users, there also needs to be a strong determination from the State and network administrators, only then can we hope to soon eliminate the problem of “garbage” on cyberspace as well as the dangers of “brainwashing viruses”...
