On the morning of June 16, continuing the program of the 9th Session, the 15th National Assembly with 451/460 delegates present in agreement (accounting for 94.35% of the total number of delegates), the National Assembly passed the Law on Teachers.
The Law consists of 9 chapters and 42 articles regulating professional activities, rights and obligations of teachers; titles and professional standards of teachers; recruitment and use of teachers; salary and remuneration policies for teachers; training, fostering and international cooperation for teachers; honoring, rewarding and handling violations of teachers; and management of teachers.
The law comes into effect from January 1, 2026.
The application of the Law on Teachers to teachers in schools of state agencies, political organizations, and the people's armed forces is prescribed by the Government.
Teachers play a decisive role in ensuring the qualityof education.
The law stipulates that teachers are the core force of the education sector, have an important position in society, are respected, protected and honored. Teachers play a decisive role in ensuring the quality of education; play an important role in building human resources, building a learning society, a digital society and building an advanced culture with strong national identity.
One of the prominent policies of the Law on Teachers is the regulation on salaries and allowances for teachers. Accordingly, Article 23 stipulates salaries and allowances for teachers in public educational institutions as follows:
Teachers' salaries are ranked highest in the administrative career salary scale system; Professional incentives and other allowances depend on the nature of the job and the region as prescribed by law.
Teachers working in industries and professions with special regimes are entitled to special regimes according to the provisions of law and are only entitled to the highest level if that policy coincides with the policy for teachers.
The regulation that teachers receive the highest salary in the administrative career salary scale aims to institutionalize the Party's policy on teachers.
Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions; teachers teaching in specialized schools; teachers implementing inclusive education; teachers in some specific fields and occupations are entitled to higher salaries and allowances than teachers working in normal conditions.
The salaries of teachers in non-public educational institutions are implemented according to the provisions of the law on labor. Teachers working in industries and professions with special regimes are entitled to special regimes according to the provisions of the law and are only entitled to the highest level if that policy coincides with the policy for teachers. The Law on Teachers assigns the Government to specify this Article in detail.
The law does not prohibit extra teaching, it only stipulates that teachers are not allowed to force students to participate in extra classes in any form to overcome the widespread situation of extra teaching.
The law stipulates that organizations and individuals are not allowed to post or disseminate information that attributes responsibility to teachers in professional activities without the conclusion of a competent authority.

Give the education sector the initiative in recruiting teachers
Regarding the authority to recruit teachers, it is stipulated as follows: For public vocational education institutions and public universities, the recruitment of teachers is carried out by the head of the educational institution; For non-public educational institutions, the recruitment of teachers is carried out by the head of the educational institution according to the regulations on organization and operation of the educational institution.
Regarding the authority to recruit preschool teachers and general education teachers, the law is revised to implement according to the regulations of the Minister of Education and Training.
For schools of the people's armed forces, the authority to recruit teachers is prescribed by the Minister of National Defense and the Minister of Public Security; For educational institutions not covered by the provisions of points a, b and c of this clause, the authority to recruit teachers is prescribed by the Minister of Education and Training.
