Historic meeting, very important
After 35 days of serious, democratic, and highly responsible work, with a spirit of innovation, careful preparation, scientific arrangement, and high concentration, the 9th Session of the 15th National Assembly has completed all of its proposed content and program.
At this session, the National Assembly reviewed, commented on and decided on a huge amount of work of historical significance, with many contents closely related to the requirements of innovation, institutional improvement and streamlining of the organizational apparatus.
Talking to reporters on the sidelines of the National Assembly, delegate Trinh Thi Tu Anh ( Lam Dong delegation) assessed that this was a historic session, of great significance with many decisions passed and issued by the National Assembly, demonstrating a new vision, opening up a new direction for the country's development in the future.
Accordingly, the session passed 34 laws and 14 important resolutions, focusing on major policies to serve the implementation of the apparatus arrangement and the implementation of major projects for national development in the coming time. These are actions to realize the policies in the "four pillars" (including Resolution 57, Resolution 59, Resolution 66 and Resolution 68), which the Politburo has issued.

The female delegate also pointed out that this is a historically long session of the 15th National Assembly, with a large workload. The important decisions passed have demonstrated the National Assembly's support for the Government to realize major policies and guidelines to help the country develop strongly and reach new heights in the coming time.
With the National Assembly passing the Resolution on the arrangement of provincial administrative units, the whole country is arranged into 34 provincial administrative units. According to delegate Tu Anh, the resolution has opened up a particularly important meaning, after the arrangement, it will create a new development space for localities, with more favorable conditions, leading the country to develop and rise in the coming time.
At the same time, implementing the 2-level local government model and eliminating the intermediate level also aims to implement a streamlined, effective and efficient administrative government, creating more dynamism and efficiency in operations, closer to the people, serving the interests of the people and the business community.
Sharing the same view, delegate Duong Khac Mai (Dak Nong delegation) assessed that this session bears a strong historical mark, with many very important contents, including amending and supplementing a number of articles of the Constitution, implementing a two-level government model, arranging administrative units at provincial and communal levels, ending the activities of the district level...

“These contents have received high support and consensus from the people. Everything the National Assembly and the Government have done under the leadership of the Party Central Committee, headed by General Secretary To Lam, is for the benefit of the people, for the benefit of the nation and people,” said the delegate.
Stating that this was the longest session with the largest amount of work and the largest number of documents submitted to the National Assembly, delegate Mai highly appreciated the efforts of the Government, Government members, ministries, branches and localities in completing a huge amount of work to serve this session.
At the 9th Session, the National Assembly passed 34 laws, accounting for 52.3% of the total number of laws promulgated at the 17 sessions of the 15th tenure; at the same time, it passed 14 legal resolutions and gave opinions on 6 draft laws.
According to Mr. Mai, the National Assembly delegates also made great efforts and actively studied documents, giving valid opinions on the contents presented by the Government and relevant agencies at the session with enthusiasm, intelligence and high political determination.
During this session, the National Assembly also regularly changes the content of the session's agenda to suit practical requirements. Delegates affirmed that all policies and contents submitted to the National Assembly were discussed to solve current issues as well as for the long-term development process.
The National Assembly in general and its delegates have demonstrated their responsibility through research, synthesis of information sources and decisions by pressing the button to pass specific and special laws, resolutions and policy mechanisms.

With the largest workload ever, delegate Nguyen Thi Viet Nga (Hai Duong Delegation) said that the pressure on National Assembly delegates and National Assembly agencies is not small.
However, the National Assembly deputies, the National Assembly agencies and the National Assembly have made the greatest efforts to complete all work contents well. The National Assembly worked all day on Saturday (during the session, the National Assembly only had one day off on Saturday, June 21), the National Assembly agencies worked all evening, with an extremely urgent atmosphere to keep up with the progress and meet the quality of work.
The female delegate said that to ensure the effectiveness of policies when they are put into practice, the key issue is the implementation. First of all, there needs to be strong, unified direction from the central to local levels, clearly defining the roles and responsibilities of each agency and organization.
According to Ms. Nga, ministries and branches need to quickly issue detailed and specific guidance documents so that when the law comes into effect, it can be implemented immediately, avoiding overlaps, problems, and gaps in implementation.
In addition, policy dissemination and propaganda work needs to be promoted to help people and businesses clearly understand and grasp new regulations, thereby properly and fully exercising their rights and obligations.
At the same time, there needs to be a close monitoring mechanism from the National Assembly, People's Councils at all levels, the Fatherland Front, and socio-political organizations to promptly detect and correct shortcomings and strictly handle violations in the process of policy implementation.
Delegates from Hai Duong also emphasized that there should be a mechanism to assess impacts and summarize practices, so that on that basis, the legal system can be promptly adjusted, supplemented, and perfected to suit the country's development reality.
“When all stages from promulgation, implementation, propaganda, supervision and evaluation are carried out seriously and effectively, the policies approved by the National Assembly at the 9th Session will certainly have a positive impact, becoming a new driving force to promote socio-economic development, improve people's lives, and contribute to the successful implementation of the country's development goals in the new period,” Ms. Nga affirmed.

Expressing his belief that after the session, the revised laws, resolutions, and important decisions will bring a "new wind" for the country to take off, delegate Ha Sy Dong (Quang Tri delegation) also acknowledged that the deployment and implementation is the decisive step when the decisions from the parliament have been issued.
He suggested that National Assembly deputies, National Assembly delegations and media agencies should step up dissemination and propaganda of major policies and guidelines approved by the National Assembly to the people, businesses and the international community.
Along with that, during the implementation process, it is necessary to closely monitor. If there are any incorrect, inaccurate, or inappropriate points, they must be adjusted promptly.
“The goal is to make the legal system and institutions closer, more accurate, more precise and easier to implement, closer to the people, closer to businesses, more transparent and smoother,” the delegate emphasized.
Along with that, it is necessary to continue reviewing and monitoring the activities of public agencies, avoiding the situation where resolutions have been issued, mechanisms have been made open, institutions have been made clear, but the executors are still hesitant, do not have a deep understanding of the law, and are not fully equipped with legal knowledge, leading to delays in handling procedures, affecting and causing congestion for people and businesses.
