Currently, the construction of a two-level local government organization is being urgently implemented by Ha Nam province with high determination. Recently, on the basis of receiving comments and aspirations of the people, the Provincial Party Committee unanimously approved the Draft Project on the arrangement of commune-level administrative units (DVHC) in Ha Nam province to collect comments from the people in order to create high consensus and unity among all classes of people on this major policy.
According to the Project, after the reorganization, Ha Nam province will have 33 commune-level administrative units (including 16 wards and 17 communes); reducing 65 commune-level administrative units (a reduction of 66.3%). Of which, Duy Tien town will be reorganized into 5 commune-level administrative units (wards: Duy Tien, Duy Tan, Dong Van, Duy Ha, Tien Son). Kim Bang town will have 6 administrative units (wards: Le Ho, Nguyen Uy, Ly Thuong Kiet, Kim Thanh, Tam Chuc, Kim Bang). Phu Ly city after the reorganization will have 5 administrative units (wards: Ha Nam, Phu Van, Chau Son, Phu Ly, Liem Tuyen). Binh Luc district after the reorganization will have 5 administrative units (communes: Binh Luc, Binh My, Binh An, Binh Giang, Binh Son). Thanh Liem district will also be reorganized into 5 administrative units (communes: Liem Ha, Tan Thanh, Thanh Binh, Thanh Lam, Thanh Liem). For Ly Nhan district, it will be arranged into 7 administrative units (communes: Ly Nhan, Nam Xang, Bac Ly, Tran Thuong, Vinh Tru, Nhan Ha, Nam Ly).
After the draft Project on the arrangement of administrative units at the commune level in Ha Nam province was approved by the Provincial Party Committee, under the direction of the province, localities urgently organized to collect people's opinions on the arrangement plan as well as the names of the new communes and wards after the merger. At the same time, promote information and propaganda work on the necessity, the plan to arrange administrative units at the commune level and related contents to spread, create consensus and unity of the political system from the province to the grassroots, especially the trust and support of the people. The form of collecting opinions is to distribute ballots to collect opinions of voters representing households residing in the communes, wards and towns. The People's Committees at the commune level review and make lists of voters according to the area of each village and residential group and are publicly posted at the headquarters of the People's Committees of communes, wards and towns and the cultural houses of villages and residential groups for people to check the information.
Comrade Nguyen Tuan Ngoc, Standing Deputy Secretary of the Party Committee of Chinh Ly Commune, Ly Nhan District, said: Implementing the plan of the People's Committee of Ly Nhan District, the Party Committee and People's Committee of Chinh Ly Commune urgently directed 8/8 villages to simultaneously establish working groups to collect opinions from representatives of 3,557 households in the commune on the Project on arranging administrative units at the provincial and commune levels. Each working group consists of 10 people including representatives of the Party Committee, government, the Front working committee and mass organizations of the village. With a sense of responsibility and urgency, the working groups completed the collection of people's opinions, ensuring objectivity, democracy, in accordance with regulations and on schedule.
According to comrade Pham Duc Toanh, Party Cell Secretary, Head of the Front Work Committee of Village 2, Chinh Ly Commune, to ensure the progress of collecting voters' and people's opinions, the village's working group was divided into 3 small groups to visit each household regardless of time. With the characteristics of rural areas, many households go to work during the day and are only home at night, so the working group took advantage of the evenings and early mornings when people were home to distribute ballots to collect opinions. According to comrade Toanh, through collecting opinions, it was shown that the vast majority of people supported the policy of merging provinces, abolishing the district level and merging communes because of the benefits that streamlining the apparatus brings for the long-term development of the country, homeland and social security for the people. At the same time, the people also highly agreed with the plan to arrange administrative units in Ly Nhan district when abolishing the district-level government, this will open up new development space for localities in the district.
In Dao Ly commune, Ly Nhan district, the locality completed the collection of people's opinions on the Project to arrange administrative units at the commune level on the morning of April 23. According to comrade Luong Van Bang, Party Cell Secretary, Head of Dong Vu village, Dao Ly commune, allowing people to contribute opinions demonstrates the democracy and openness of the government. The village's working group was divided into 4 small groups to visit each household to collect opinions. He also shared that during the implementation process, there were still some people who expressed concerns about the merger of provinces, the abolition of the district level and the merger of many communes into new units, but the working group actively propagated the meaning and purpose of the arrangement of administrative units, implementing the 2-level local government model so that people could grasp and understand better, thereby fully supporting and trusting in the correct policy of the Party and State. Through synthesis, over 99% of voters in the village agreed with the plan to merge 3 communes: Chan Ly, Dao Ly, Bac Ly under the name Bac Ly commune, with the headquarters located in Dao Ly commune. "The people in the village and commune are very excited about this arrangement, and the people have only one wish: when the new apparatus from the provincial to the commune level officially comes into operation, it will be truly streamlined, compact, strong, close to the people, working effectively to develop the country" - comrade Bang shared more.
The naming of new administrative units after the merger of communes and wards is receiving great attention and high consensus from the people. The selection of names for commune-level administrative units has been carefully and thoroughly researched by Ha Nam province, carefully considering the traditional, historical and cultural factors of the land and people of Ha Nam; at the same time, it is easy to identify, concise, easy to read and easy to remember. Ms. Nguyen Thi Hong Coi, a 44-year Party member in village 2, Chinh Ly commune, Ly Nhan district, expressed her agreement and high appreciation for the fact that the Provincial Party Standing Committee and the Provincial Party Executive Committee have promptly and promptly received the people's opinions and wishes to adjust the names of new communes and wards after the arrangement of commune-level administrative units. She said that the proposed names put forward for public opinion have helped many localities preserve the soul of their homeland, traditions, culture and history, as well as meet the requirements of administrative reform, making it convenient for the people. “We, the Party members and the people, strongly agree with the policy of merging provincial and commune-level administrative units, demonstrating the Party’s strategic vision and a breakthrough in preparation for a hundred-year development vision. Therefore, I think the names of the new communes and wards that have been put forward for public opinion this time are very good and meaningful. For example, my hometown Chinh Ly commune, after the merger, will be called Ly Nhan, which is truly meaningful and proud,” Ms. Coi excitedly shared.
Ms. Pham Thi Chuc, Group 3B, Chau Cau Ward, Phu Ly City, said that in the two times of collecting public opinions on the policy of merging provinces and the Project of arranging administrative units at the commune level, her family as well as the majority of people in the neighborhood agreed and highly agreed with the policy of the Party, the State and the project built by the province. She said that Chau Cau Ward's plan to merge with Thanh Chau Ward, Liem Chinh Ward and part of Quang Trung Ward to establish a new ward named Phu Ly Ward is a reasonable option, because this will become the inner-city center ward of the old Phu Ly City after the district-level government is abolished while still retaining the name of the heroic land of Phu Ly that is closely associated and familiar to the people born and raised here. Ms. Chuc also commented that the new names of neighboring communes and wards and in other localities are also very good and meaningful, instead of naming them after the old locality and mechanically numbering them.
According to the plan, after completing the consultation with the people, the People's Committees at the commune and district levels will submit to the People's Councils at the same level for consideration and issue a Resolution approving the policy of arranging administrative units at the commune level and complete the dossier to send to the Provincial People's Committee before 5:00 p.m. on April 26, 2025. In Plan No. 307-KH/TU dated April 4, 2025 of the Standing Committee of the Ha Nam Provincial Party Committee, the Department of Home Affairs and relevant agencies are assigned to complete the dossier of the Project on arranging administrative units at the commune level of Ha Nam province and submit it to the Government, expected before April 28, 2025; issue a Plan to implement the Resolution of the National Assembly Standing Committee on arranging administrative units at the commune level before June 30, 2025 and follow the direction of the Central Government.
The implementation of the two-tier local government model is considered a breakthrough in reforming the organizational apparatus to streamline, operate effectively and efficiently and in line with the country's development requirements in the new period. The consensus among the people is a testament to the belief in the leadership of the Party and State to firmly lead the country into a new era.
