Since the news that Vietnam is the only ASEAN country running for the United Nations Human Rights Council for the 2023-2025 term, hostile forces have taken advantage of the issue of democracy and human rights to propagate, distort, and "distort" the implementation of human rights, human rights, freedom and democracy in Vietnam and deny Vietnam's contributions to ensuring human rights for the international community. They have issued "open letters" and "petitions" not to elect Vietnam as a member of the United Nations Human Rights Council, interfered in internal affairs, and steered the election in their favor, causing international organizations to lack goodwill towards Vietnam.

They try to sabotage under the guise of “democracy and human rights”, denying the historical values of the nation and the achievements of the revolution; defaming and insulting the leaders and leaders of the Party and State of Vietnam; inciting, dividing, creating conflicts in the country, lowering the prestige of our Party and State. They spread rumors that Vietnam suppresses freedom of speech, violates human rights, prevents religious activities; slanders that our country does not have freedom of belief, does not allow freedom of practice and suppresses religion, divides religions and non-religious people to oppose the policy of solidarity, economic stability and development.

Hostile forces also distort that the Vietnamese State prevents freedom of speech, freedom of expression, and freedom of assembly. They criticize the government for "delaying" the promulgation of the Law on Demonstration, continuing to tolerate violence, repressing, and imprisoning human rights activists who have "critical" opinions about the Party and the State. Some individuals who take advantage of freedom of speech and freedom of the press to oppose our Party and State and are arrested, detained, prosecuted, investigated, prosecuted, and tried according to the law are slandered by them that Vietnam violates human rights,...

In recent years, Party committees and authorities at all levels nationwide have gradually strengthened their leadership, direction, management, and orientation of activities to combat and refute false information and viewpoints on human rights, especially on the Internet and social networks; promoted foreign information work, and promoted propaganda about Vietnam's achievements in various fields, including ensuring human rights;... However, some units and localities have not carried out propaganda work and combated and refuted false and distorted viewpoints on human rights in our country in a deep, broad, regular, and continuous manner.

To improve the effectiveness of the fight against propaganda, distortions, and denials of achievements in democracy and human rights in Vietnam in the new situation, first of all, it is necessary to thoroughly grasp the Party's guiding viewpoints on human rights in accordance with international standards; promote propaganda to raise awareness of cadres, party members and people about human rights. Regularly grasp the situation and public opinion; provide official information to the people, orient information promptly and have appropriate solutions to fight and refute.

Promote the role of press and publishing agencies in informing and propagating our country's human rights achievements and fighting and refuting the erroneous and distorted arguments of hostile forces on human rights. Innovate the content and methods of fighting and refuting the views and arguments of hostile forces in the field of human rights. In particular, the content must ensure the Party's viewpoint is maintained; the methods must be flexible, adaptable, humane, democratic, contributing to creating social consensus.

Strengthen coordination between social network service providers, advertising and media companies to effectively exploit software to control and classify information on cyberspace; coordinate to prevent and handle bad and toxic information about ethnicity, religion, democracy, human rights;...

Dialogue and fight against international and foreign organizations and individuals with activities against Vietnam on the basis of cooperation documents with these countries and organizations; at the same time, it is necessary to attach importance to cooperation and dialogue to ensure national sovereignty and gain consensus from the people, including compatriots abroad.

In addition, continue to improve the legal framework; strictly and legally handle acts of deliberately providing fake, fabricated, and distorted information about human rights in Vietnam; acts of defamation, sabotage of our Party and State, causing instability in political security, order, and social safety. Strengthen and consolidate the organizational apparatus, build and improve the quality of the staff doing propaganda work, fighting against erroneous and hostile viewpoints in the field of human rights. Regularly inspect, monitor, and summarize and summarize practices in the fight against erroneous viewpoints in the field of human rights./.
