However, hostile and reactionary forces have put forth speculative, fabricated and distorted arguments with the aim of sabotaging the Party, the State and the cause of innovation in our country.

Recently, the Politburo issued four resolutions, including: Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 59-NQ/TW on “International integration in the new situation”; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68-NQ/TW on private economic development.

The above four Resolutions are considered the “four pillars” in building and developing the country, which are being actively implemented by the entire Party, people and army. However, hostile and reactionary forces have taken advantage of the issuance of the above Resolutions by our Party to make speculative, fabricated and distorted arguments with the aim of sabotaging the Party, the State and the cause of innovation in our country.

Arguments of speculation, fabrication, and distortion against the Resolutions of the "four pillars" of the Party

Immediately after Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation was implemented, hostile forces have been actively publishing fabricated and distorted articles. They have claimed that Resolution 57 sets goals that are too high and unfeasible, that the Communist Party of Vietnam is “misleading” and “deceiving itself” in the context of Vietnam’s limited technological infrastructure, thereby inferring that Resolution 57 is nothing more than a “bait” to “recruit talented people”.

Some websites of reactionary forces posted extreme speculations, even blatantly distorting that with Resolution No. 59-NQ/TW, Vietnam is abandoning its independent and autonomous foreign policy, "leaning toward the West", and "Vietnam's socialist identity is gradually fading".

Some YouTube and TikTok accounts have spread false information that Resolution 66 NQ/TW “creates barriers to business” and is “not consistent with social progress.”

Exiled reactionary organizations, political opportunists, and opponents have created online forums, spreading false arguments and distorting the nature of the socialist-oriented market economy model; they have claimed that encouraging the development of the private economy is "transitioning to a capitalist economy under the guise of socialism", "admitting exploitation", is a policy overthrow, and is "inconsistent" with the Party's viewpoint; the development of the private economic sector weakens the role of the state and collective economy, leading to social inequality and loss of control over national resources. These arguments not only deliberately distort the Party's innovative thinking, deny the achievements of the socialist-oriented market economy model, and cause skepticism in public opinion, but also aim to undermine the people's trust in the leadership of the Party and the State.

Science and Technology - Strategic breakthroughs to bring the country to rapid and sustainable development

In nearly 40 years of comprehensive innovation, industrialization, modernization and international integration, science and technology have made important strides in all aspects, making Vietnam the world's leading exporter of rice and some key agricultural and aquatic products. Science and technology factors contribute over 30% of added value in agricultural production, 38% in the production of plant and animal breeds.

The number of international publications by Vietnamese scientists has increased by an average of 26% per year, and Vietnam's innovative startup ecosystem is ranked 56th in the Global Startup Ecosystem Index. Vietnam's Global Innovation Index (GII) has three leading indicators in the world, including the Creative Goods Export Index for the first time. The Vietnamese government and NVIDIA Corporation have cooperated to establish the NVIDIA Artificial Intelligence Research and Development Center and the AI ​​Data Center in Vietnam.

These achievements have made practical contributions to the country's industrialization, modernization and international integration, promoting productivity, quality and growth rate of the economy, maintaining national defense and security, improving the quality of people's lives, and creating new position and strength for the country.

Resolution 57-NQ/TW continued to affirm our Party's interest in the development of science and technology, considering it a strategic breakthrough, a support and launching pad for our country to develop richly and powerfully in the new era.

Resolution 59-NQ/TW - Integration to expand development space, meeting the country's requirements in the new situation

From a country heavily devastated by war, our Party advocated integration with the world to rebuild the country, attract investment, acquire technology, expand markets, and improve the quality of human resources. In nearly 40 years of renovation, from a besieged, isolated country with a low level of development, Vietnam has established diplomatic relations with 194 countries in the world, established strategic partnerships and comprehensive partnerships with 34 countries, including all permanent members of the United Nations Security Council. Vietnam is an active member of over 70 international and regional organizations, is one of the 20 countries with the largest trade scale globally, and is among the 10 countries with the highest remittances in the world. Our country's economic scale has increased nearly 100 times compared to 1986, and per capita income has increased from less than 100 USD to nearly 5,000 USD. By signing and implementing 17 free trade agreements (FTAs), Vietnam has economically connected with more than 60 key economies, deeply participating in global production and supply chains.

The impressive figures above demonstrate and affirm that our Party's international integration is correct, has contemporary significance, and creates momentum and strength to rapidly develop the country.

Currently, the world is changing very rapidly, complexly and unpredictably, posing many challenges to the country. In that context, Resolution 59-NQ/TW is a "breakthrough decision", reflecting a major turning point in the thinking of our Party, when for the first time international integration was established as a strategic driving force, playing a decisive role in bringing the country to new heights. The Resolution has repositioned the role of international integration from the form of foreign affairs to a comprehensive strategy, covering all areas - from economics, politics, culture, education to science, defense, technology and environment. The Resolution is a continuation, a profound crystallization of sharp theoretical thinking and comprehensive strategic vision, marking the elevation of our Party's theoretical awareness of international integration in the new period.

Resolution 66-NQ/TW - promoting the process of institutional and legal innovation

In the process of innovation and reform, our Party and State pay great attention to, make efforts to, and prioritize the building and improvement of the legal system; determining that institutions and laws of quality, consistent with the development requirements of practice and the aspirations of the people are the leading factors determining the success of each country. Therefore, we resolutely say "no" to any limitations or shortcomings in institutions, laws, in policy design, law drafting, or enforcement organization. In recent years, the National Assembly has passed a large number of important laws such as: the 2015 Criminal Procedure Code, the 2019 Labor Code, the 2020 Law on Residence, the Housing Law, the Law on Real Estate Business, etc. Human rights and civil rights under the Constitution continue to be specified in law and better implemented in practice. Internationally, Vietnam has actively and proactively participated in global and regional mechanisms on human rights; ratify and join key international conventions in all fields.

Practical experience in both Vietnam and other countries shows that perfecting institutions and laws is a strong driving force for the country's rapid and sustainable development. Our country is entering an era of strong growth, we cannot let a strong body grow up in an institutional outfit that is too tight. In the context of the economy needing to break through, science and technology developing rapidly, the need for institutional reform is more urgent than ever; it is necessary to release "bottlenecks" caused by legal regulations, because time combined with good institutions are invaluable resources for national development in the context of promoting digital transformation today.

Therefore, it is necessary to affirm that Resolution 66-NQ/TW is a guiding principle for the apparatus from the central to local levels to realize the nation's aspirations for self-improvement, for the purpose of building a democratic, fair, synchronous, public, transparent, and feasible Vietnamese legal system in the new era. This is a vivid proof to deny and refute the distorted argument of hostile forces fabricating that "Vietnamese law is a step backward for social progress".

Private economy - An important driving force of the socialist-oriented market economy

The private economy began to be officially recognized from the 6th Congress (1986), when the Party affirmed: "It is necessary to amend, supplement and widely publicize consistent policies towards economic sectors..., using all capabilities of other economic sectors in close association and under the direction of the socialist economic sector". In the process of innovation, the private economy has gradually been recognized as an important component in the socialist-oriented market economy.

The document of the 13th National Congress of our Party emphasizes: The private economy is encouraged to develop in all sectors and fields that are not prohibited by law. The Party sets a goal: By 2030, there will be at least 2 million enterprises with the private economic sector contributing 60-65% to GDP. This is a clear demonstration of the consistency in the Party's policy to develop the private economy into "an important driving force" to promote sustainable growth and improve people's lives.

After nearly 40 years of national renovation, the private economy has continuously developed in both quantity and quality, becoming one of the important driving forces of the socialist-oriented market economy. The private economic sector has more than 940 thousand enterprises and more than 5 million business households in operation, contributing about 50% of GDP, more than 30% of total state budget revenue and employing about 82% of the total workforce. In fact, many private enterprises have boldly invested in large projects such as transport infrastructure, highways, and airports without using the state budget. These convincing figures clearly show that the development of the private economy in Vietnam is not a denial of socialist orientation, but a tool to mobilize social resources, serving the goal of rapid and sustainable development of the country.

In the article “Private Economic Development - Leverage for a Prosperous Vietnam”, General Secretary To Lam affirmed the role of the private economic sector, not only contributing greatly to GDP and creating jobs but also being a pioneer in innovation, economic restructuring and high-tech application. From there, the General Secretary requested to remove all barriers and prejudices against the private economy, and build comprehensive support policies to promote private economic development.

Currently, Vietnam is facing many major challenges such as the risk of falling into the middle-income trap, a rapidly aging population and pressure from the Fourth Industrial Revolution. In this context, the private economy is identified as the leading important driving force to promote growth and enhance national competitiveness. Resolution 68-NQ/TW placing the private economy at the center is a strategic turning point, helping to unleash social resources and promote sustainable growth.

With the “four pillars” - Resolution 57 creating a technological foundation, Resolution 59 expanding the integration space, Resolution 66 providing a legal corridor and Resolution 68 mobilizing private resources - all aiming at the goal of sustainable development and international integration, while demonstrating the innovative thinking, vision and aspiration of the Vietnamese people. In the face of the distorted arguments of hostile forces, cadres, party members and people of all walks of life need to be alert to identify, resolutely fight and refute with valid arguments, based on the reality and achievements of the country's innovation, contributing to strengthening the people's trust in the Party and State.
