The Prime Minister hopes and believes that Vietnam and Japan will together realize strategic orientations on developing high-tech industries, green transformation and semiconductors.

During the program of Japanese Prime Minister Ishiba Shigeru's official visit to Vietnam, on the afternoon of April 28, Prime Minister Pham Minh Chinh and Prime Minister Ishiba Shigeru attended the Vietnam-Japan Cooperation Forum in strategic industries, high technology, green transformation and semiconductors.

The forum was attended by leaders of ministries, branches and agencies of the two countries' governments; especially more than 300 delegates representing Vietnamese and Japanese enterprises and universities.

In the country's development strategy, Vietnam identifies the development of science, technology, innovation, digital transformation and green transformation as key growth drivers and prerequisites for realizing the aspiration for rapid and sustainable development.

Vietnam is actively and synchronously implementing policies to support the development of strategic industries such as artificial intelligence, semiconductors, big data, clean energy, green technology, digital infrastructure, etc., with the goal of making the digital economy account for at least 30% of GDP by 2030 and entering the top 40 countries in global innovation. Vietnam is committed to achieving net zero emissions by 2050.

Meanwhile, Japan has always been a special, strategic and reliable partner of Vietnam.

With a total FDI capital of over 78 billion USD and maintaining its position as the largest ODA donor to Vietnam, Japan has been making important contributions to modernizing infrastructure, transferring technology, developing human resources and improving Vietnam's production capacity, especially in the fields of processing, manufacturing and high technology.

At the Forum, representatives of businesses from the two countries such as Tokuyama Group, Tromso Group, Panasonic Group, NIPRO Group of Japan and FPT Group, T&T Group, CMC Technology Group of Vietnam discussed and shared orientations and opportunities for cooperation in strategic areas; introduced typical cooperation initiatives and models; in particular, organizations and businesses from the two sides signed cooperation agreements, aiming to form an ecosystem of cooperation in innovation and high-tech industry between Vietnam and Japan.

Sharing about the human resource needs of Japan and Vietnam, Mr. Truong Gia Binh, Chairman of FPT Corporation, said that FPT hopes that cooperation will expand at the inter-governmental level of the two countries.

FPT has signed cooperation agreements with leading Japanese units in the fields of technology and human resources such as Restar Corporation, NISSO Corporation, and MRIV Company. Accordingly, Japan supports the development of human resources in the semiconductor industry for Vietnam, while Vietnam provides human resources in the transportation industry for Japan.

Ms. Nguyen Thi Thanh Binh, Deputy General Director of T&T Group, affirmed that T&T will continue to pioneer, together with Japanese partners, to turn the orientations and policies of the two governments into specific projects that bring practical results; hoping that the two governments will continue to create more favorable conditions for the private sector to participate more deeply in the green energy transition process.

Speaking at the Forum, Japanese Prime Minister Ishiba Shigeru said that in the 1990s, Japan's manufacturing industry expanded to Vietnam and played a leading role in the country's economic growth; affirming that with a market of 100 million people and abundant, excellent human resources, Vietnam is truly a promising investment destination.

Sharing his deep appreciation for the close cooperation between Japanese and Vietnamese enterprises at Thang Long Industrial Park during his visit, the Japanese Prime Minister emphasized that in the context of an increasingly unstable world economy, cooperation between Japan and Vietnam - countries with closely linked supply chains - to improve industrial level is a great opportunity.

Japan is committed to promoting support for Vietnam to enhance its resilience to external shocks through close coordination between the public and private sectors, including human resource training and carbon emission reduction; in line with the “new era” direction set out by General Secretary To Lam.

Japanese Prime Minister Ishiba welcomed Vietnam’s focus on high value-added industries to promote industrialization and modernization along with administrative reform; said that during his talks with Prime Minister Pham Minh Chinh, the two sides agreed to upgrade the Japan-Vietnam Comprehensive Strategic Partnership.

Japan is preparing to open a semiconductor chip engineering training program at the Vietnam-Japan University; accepting about 250 doctoral students in the semiconductor field, corresponding to half of Vietnam's national strategic goals, while enhancing the exchange of new-generation human resources in advanced science and technology fields.

Japan will support the construction of a polycrystalline silicon factory, as well as promote the decarbonization of industrial parks in Vietnam; is cooperating with the National Innovation Center (NIC) to connect startups with leading enterprises of the two countries and has achieved initial results.

According to the Japanese Prime Minister, in the field of carbon reduction and energy cooperation between Japan and Vietnam, many projects are being implemented such as offshore wind power, development of electricity transmission networks and biomass... Japan wishes to continue promoting extensive cooperation between the public and private sectors, together building an even stronger relationship, bringing benefits to both countries.

Prime Minister Pham Minh Chinh assessed that the "Vietnam-Japan Cooperation Forum in Strategic Industries, High Technology, Green Transformation and Semiconductors" is a vivid demonstration of the comprehensive strategic partnership between Vietnam and Japan - a relationship that has been nurtured for more than 50 years and is entering a new stage of development with strategic trust, long-term vision, foresight, broad-mindedness, deep thinking, big action and new motivation.

Prime Minister Pham Minh Chinh emphasized that the world is facing many unprecedented challenges in geopolitics, trade, climate change, supply chain disruptions, and global production shifts.

In that context, Vietnam and Japan need to promote their pioneering role in cooperation in high technology, innovation, digital transformation, green transformation and the semiconductor industry.

Reviewing the good relations between the two countries, especially after nearly 2 years of upgrading the relationship to the Vietnam-Japan Comprehensive Strategic Partnership, with new confidence, new vision and new motivation, as well as Vietnam's development strategy, Prime Minister Pham Minh Chinh said that Vietnam identifies people as the center, science, technology and innovation as the driving force, and international cooperation as a breakthrough.

Vietnam develops the country based on three pillars: socialist democracy; socialist rule of law state; socialist-oriented market economy, proactively and actively integrating deeply, substantially and effectively.

Currently, Vietnam is implementing a "strategic quartet" including: breakthroughs in science, technology, innovation and national digital transformation; streamlining the organization of the political system and local administrative units; developing the private economic sector; and international integration in the new situation.

On that basis, Vietnam commits to developing an innovation ecosystem, perfecting institutions, developing infrastructure, improving the quality of human resources, and strongly improving the business investment environment - towards a green, inclusive and sustainable economy.

Vietnam is also focusing on drastically and synchronously implementing many groups of solutions to improve the business investment environment with the spirit of "3 smarts": "open institutions; smooth infrastructure; smart governance."

The Prime Minister also said that Vietnam is committed to "3 guarantees, 3 promotions and 3 together" including: Ensuring that the foreign-invested economic sector is an important part of the Vietnamese economy; ensuring the legitimate and legal rights and interests of investors; ensuring political stability, social order and safety; institutions, mechanisms and policies to attract investment. Promoting time; promoting intelligence, promoting timely and appropriate decisions, not missing opportunities and not wasting time. Listening and understanding between enterprises, the State and the people; sharing visions and actions to cooperate and support each other to develop quickly and sustainably; working together, winning together, enjoying together, developing together; sharing joy, happiness and pride.

The Prime Minister proposed that the Japanese Government continue to accompany and increase support for Vietnam through official development assistance (ODA) programs, especially in key areas such as strategic industries, high technology, digital transformation, green transformation and innovation.

Further promote cooperation and support for Vietnam in the fields of technology transfer, green finance, human resource training, semiconductor industry, artificial intelligence, international financial center, and green transformation.

In particular, the Prime Minister proposed that Japan continue to support the National Innovation Center (NIC) to promote its role as the core of Vietnam's innovation ecosystem.

Encourage and facilitate Japanese enterprises to expand investment in Vietnam in the above-mentioned strategic fields, contributing to improving national competitiveness and deep integration into the global value chain.

The Prime Minister asked Japanese enterprises to continue to trust, stick together, cooperate closely, expand investment in Vietnam, and make more practical contributions to the prosperous development of the two countries; contribute to bringing a prosperous and happy life to the people; pay attention to and promote the rapid implementation of key cooperation projects, especially in the fields of strategic infrastructure, key industries, and high technology; support and create conditions for Vietnamese enterprises to participate more deeply and substantially in global supply chains.

The Prime Minister hopes and believes that with the high political determination of the leaders of the two countries, with the support of businesses and international organizations in the spirit of "sincerity, affection, trust, and mutual benefit", the two sides will jointly realize strategic orientations on the development of high-tech industries, green transformation, and semiconductors, opening a new chapter of brilliant, comprehensive, and inclusive development in Vietnam-Japan cooperation, contributing to the rapid and sustainable development of all people and businesses and promoting the two countries' cooperation in depth, substance, and effectiveness, contributing to the development of the Asia-Pacific region as well as the world./.
