According to the National Center for Hydro-Meteorological Forecasting (NCHMF), although the heat wave in 2025 will not be as severe as in 2024, hydrological developments will not be favorable for mobilizing capacity from hydropower plants in the Northern region.
Assessing the hydrology from April to June 2025, NCHMF forecasts that the flow to Lai Chau, Son La, and Hoa Binh lakes - where large hydropower plants operate - will be 10 to 40% lower; Tuyen Quang and Thac Ba lakes in particular will be 10 to 20% lower than the average for the same period of many years. The flow on the main rivers in the Northern region will be about 20 to 50% lower, which will affect the mobilization of the design capacity of hydropower plants in these basins.
In the context of reduced water flow to reservoirs due to hot weather, the risk of hydropower plants reducing operating capacity, implementing the direction of the National Power System Control Center, Vung Ang 1 Thermal Power Plant (under Ha Tinh Oil and Gas Power Company) has proactively developed a plan and synchronously and effectively implemented technical and safety solutions... Thereby, stably operating 2 generators with a total capacity of 1,200 MW during the peak of hot weather.
Mr. Nguyen Xuan Hai - Head of Operation Shift (Operation Workshop) said: “The hot weather and high load demand come from the increased use of electricity for daily life of people and the business community across the country boosting production and business. Currently, the plant is connected to the national grid with over 20 million kWh/day. Operating generators during the peak of hot weather is prone to fire and explosion risks, so the work of checking and monitoring the equipment system and monitoring the operation of the plant is of special concern to the Operation Workshop. Through the inspection and monitoring process, we will clearly understand the operating parameters and working status of each device to have solutions to ensure the highest availability for the plant”.
Implementing the direction from the Board of Directors of Ha Tinh Oil and Gas Power Company, currently, the Safety - Health - Environment Department continues to play the "leading" role in implementing fire prevention and fighting and rescue measures (PCCC&CNCH). Areas with high risk of fire and explosion incidents such as: oil tanks, coal warehouses, hydrogen production systems, 220 kV power lines and transformer stations... are inspected and monitored 24/7. The unit continues to review, repair and overcome shortcomings and abnormalities in the fire prevention and fighting system, equipment and tools, ensuring readiness for operation when an incident occurs.
Mr. Hoang Luong Hoa - Deputy Head of Safety - Health - Environment Department (Ha Tinh Oil and Gas Power Company) said: "The power plant has a system of mechanical and electrical equipment, working in a high temperature, high pressure environment, along with high voltage, medium voltage and low voltage electrical systems, so the risk of insecurity is high, especially in the hot season. Therefore, ensuring occupational safety and hygiene and fire prevention is a top priority. The factory has enhanced knowledge and skills in fire prevention and fighting and rescue for the company's staff and contractors working at the factory. We have successfully organized company-level fire prevention and fighting drills, and the 2025 labor safety and hygiene - fire prevention and fighting sports festival at the corporation level. Accordingly, we set up hypothetical situations and organized 100% of officers and employees to directly participate in fire fighting under the supervision and assessment of the fire prevention and fighting and rescue police force".
At this time, Vung Ang 1 Thermal Power Plant continues to welcome coal ships with a capacity of 20,000 tons to the factory's specialized port to serve the production line. Based on the plan to build and operate fuel during the hot season, the Fuel Workshop focuses on performing well the task of transporting coal from ships to coal warehouses and bringing it to the production line to ensure the process and occupational safety and hygiene. To ensure the availability of generators, Ha Tinh Power Company also cooperates with Vietnam Oil and Gas Power Technical Services Joint Stock Company, Ha Tinh Branch to mobilize over 250 engineers and technical workers on duty at the factory to carry out regular and periodic maintenance and repair of equipment according to regulations.
According to Mr. Tran Huu Duong - Deputy Head of Planning - Materials Department (Ha Tinh Oil and Gas Power Company), in 2025, Vung Ang 1 Thermal Power Plant is expected to produce 6.5 billion kWh. In the first 5 months of the year, the plant has generated 3,216 million kWh to the grid, with revenue reaching about 5,853 billion VND. June continues to be the peak month of hot weather, with electricity loads forecast to increase dramatically in many areas across the country. In the context of hydropower plants at risk of reducing power generation capacity due to difficulties in water flow to reservoirs, Vung Ang 1 Thermal Power Plant continues to flexibly and effectively deploy safe and stable operation solutions, contributing to ensuring national energy security. In June, the plant strives to produce about 645 million kWh".
