Many opportunities for cooperation in producing high school programs between Vietnam and Korea

On September 12, in Hanoi, the Ministry of Information and Communications coordinated with the Korea Communications Commission to organize a workshop on implementing the Vietnam-Korea Radio and Television Program Co-production Agreement. Central and local radio and television stations and a number of Korean radio and television stations participated in the event, which was held in a combination of live and online formats.

Vietnam and Korea signed a TV co-production agreement in 2019 with the aim of expanding and facilitating the co-production of television programs in the context of cultural and economic exchange cooperation between the parties, contributing to promoting the national images of Vietnam and Korea, and further enhancing understanding between the people of the two countries.

At the workshop, issues related to strategies, techniques and cooperation models in producing TV programs were discussed by representatives of TV stations and relevant agencies of Vietnam and Korea.

45 Vietnamese TV stations have digital transformation strategies

A representative of the Department of Radio, Television and Electronic Information (Ministry of Information and Communications) emphasized: The Ministry of Information and Communications is promoting digital transformation activities in all fields, especially press and media. Currently, about 45 Vietnamese radio and television stations have issued digital transformation strategies, about 41 stations have arranged their own personnel to develop digital content/do digital transformation work, and about 30 stations have deployed their own digital infrastructure, built applications and platforms, and about 15 stations have applied AI in program production.

Effectively implementing digital transformation of the press will help stations make a strong change. Strengthening communication on social networks is considered vital and mandatory content in the next development period of stations. From developing good content and putting content on digital platforms, moving towards a business model in the digital environment, gradually mastering the platforms.

AI is one of the key technologies in digital transformation. The use of AI in content development, production access, expertise and newsroom management is something that many news organizations want to support.

In addition, local TV stations admit that there is still a lack and weakness in human resources for content production, and hope that the Ministry of Information and Communications will act as a bridge to support human resource training, improve professional skills and learn how to use new technologies and techniques. The stations also reflect that to produce a good program, purchasing copyright and investment is very expensive, therefore, financial support or access to new technology is extremely necessary.

Plenty of room for co-production of content between Vietnam and Korea

Mr. Hong Jong Bae, Director of the Broadcasting and Television Department, Korea Communications Authority (KCA), shared the regulations and laws related to the field of PTTH in this country. Accordingly, the Korean Government has issued 6 PTTH strategies and more than 100 specific tasks to realize them. In particular, AI is widely applied to content production activities in all stages, from planning, production to marketing and distribution.

For example, AI can analyze the needs and TV viewing habits of viewers to automatically and appropriately deliver advertising videos. This technology can also create subtitles, translate, or process languages completely automatically.

Besides AI, a series of new technologies are being applied in the production of high school programs and movies, notably Xtended Reality (XR).

According to Mr. Kim Seung Jun, Technical Supervisor of KBS, Xtended Reality helps expand the studio space, harmoniously combining technologies such as graphics and lighting systems to continuously change the scene, bringing a different feeling to each topic.

However, setting up an Xtended Reality studio requires careful preparation, from equipment such as LED screens, ceiling and floor lighting systems to character interactions and a knowledgeable technical team (multimedia experts, software, 3D graphics, system maintenance...).

Another technology that Korea is focusing on is the reconstruction of historical settings and cultural heritage through 3D. Companies are working to build a Korea Original Asset library that uses detailed 3D scan data for use in the production of dramas and other programs.

Regarding cooperation between Vietnamese and Korean TV stations, a representative of JTBC said that the most important factor is to provide new content based on a deep understanding of market needs.

By cooperating with each other, the parties will develop their strengths, thereby expanding the genre and distribution area. JTBC hopes to continue to cooperate in joint projects with Vietnamese TV stations and receive attention and support from Vietnam.

Agreeing with this view, Ms. Tran Thai Thuy, Director of the Cinema Center, Hanoi Radio and Television Station, commented that Vietnam and Korea have a lot of space to cooperate in program production. She affirmed that there is no reason why local stations should not promote cooperation, from films and talk shows based on the cultural materials of each country to news and reports for international events.

Appreciating the presentations and opinions of the delegates attending the workshop, Mr. Hoang Huu Hanh, Deputy Director of the Department of International Cooperation, Ministry of Information and Communications, said that he would take into account the opinions of the stations and work with relevant agencies to make specific proposals. In the meantime, the stations should have specific plans related to funding, technology and utilizing local resources.

In the coming time, the Ministry of Information and Communications hopes that the agreement on co-production of high school programs will be an important foundation to promote cooperation between the two countries.
