Many lecturers were sent to study abroad but the university could not contact them.

The Inspectorate of the Ministry of Education and Training has concluded the administrative inspection at Can Tho University, after the inspection period at the school from April 6 to June 6. The inspection conclusion covers many contents from enrollment, training, quality assessment, implementation of public regulations, scientific research activities, international cooperation and foreign investment... Notably, the work of sending people to study abroad is one of the most notable.

Many lecturers of Can Tho University sent by the Ministry of Education and Training to study for a doctorate abroad were put on the list of those who have to pay back training costs.

Sent abroad for PhD study but did not report study progress

Can Tho University There are currently 12 officials studying for doctoral degrees abroad. After examining the records, the Inspectorate of the Ministry of Education and Training requested that Can Tho University include some of these graduate students in the list of eligible reimbursements according to regulations.

Among them, PhD student Nguyen Quoc N. was sent by the Ministry of Education and Training to study for a doctorate in Belgium. This PhD student extended his training period twice in 2018 and the extension period for studying abroad expired in August 2020.

PhD student Nguyen Do Chau G. was sent by the Ministry of Education and Training to study for a doctorate in Germany. This PhD student has also had his training period extended twice and the extension period for studying abroad expired in January 2023. From March 2023, this PhD student's study abroad period with state budget will expire.

PhD student Ly Thanh P. was sent by the Ministry of Education and Training to study for a doctorate in the US. The Ministry extended his study period abroad until December 2021. From March 2020 to May 2022, this international student did not submit a progress report and a copy of his study results to the Ministry as required, and from January 2022, there was no extension document from the Ministry. According to regulations, by May 2023, this international student had not completed the doctoral training program, so he was eligible for reimbursement of training costs and the school needed to complete the application to be included in the reimbursement list as required. By February 2023, the school contacted the international student to request a report and complete the extension procedures as required.

Meanwhile, PhD student Vo Nguyen Hoang P. was sent to study for a doctorate in France. From April 2023 to the time of inspection, this PhD student has not received a document from the Ministry of Education and Training allowing him to extend his study period, nor has he submitted a file to the school requesting a further extension of his study period. This international student has submitted two periodic reports on his study status for the semester up to December 2022, but they are not in the correct form and are not confirmed by theeducational institution, and there is no copy of his study results as prescribed.

Some other cases are similar, being sent to study but the periodic report is not in the correct form or has not been confirmed by the training institution, and there is no copy of the study results. Specifically, including: Pham Tran Lam H. was sent to study in Australia, Nguyen Van Q. studied in Belgium, Tran Nguyen Huong T. studied in the Netherlands, Huynh Thi Truc G. studied in Hungary, Phan Thi D. studied in Germany. In addition, PhD student Nguyen Xuan V. was sent by the Ministry of Education and Training to study in Belgium, although the study period has ended but there is no extension application. In particular, international student DKHY was sent to study for a doctorate in Hungary and had his study period extended until January 2024 according to regulations.

In addition to the cases that have been sent to study, the inspection conclusion of the Ministry of Education and Training also informed that from January 2022 to the time of inspection, Can Tho University selected lecturers to study for a doctorate under the Project to improve the capacity of lecturers and managers of higher education institutions to meet the requirements of comprehensive fundamental innovation in education and training in the period 2019-2030 (referred to as Project 89). In 2022, the school approved a list of 25 lecturers to study for a doctorate under this project, including 5 lecturers trained domestically and 20 lecturers studying abroad. As of March 2023, 10 lecturers were approved by the Ministry of Education and Training for financial support (of which 7 lecturers studied for a doctorate abroad) and 7 lecturers approved to study are completing their documents to officially enroll abroad.

By February 2023, the school continued to approve the list of 11 lecturers to study for a doctorate under Project 89, including 3 lecturers studying domestically and 8 lecturers studying abroad (currently waiting for approval from the Ministry of Education and Training).

Universities face many difficulties in procedures to recover training costs from those sent to study abroad who do not return.

The school sent the text several times but no response.

Regarding the compensation and recovery of training costs, from January 2022 to March 2023, Can Tho University has carried out the compensation process for training costs with 4 cases (1 person under project 599 and 3 people under project 911). Of which, 1 case did not request compensation due to transferring to another public training institution.

The school had notified the remaining 3 officials about compensation for training costs, but by the time of the inspection, 3 officials had not yet made compensation, including: Le Hoang Ng., Dang Thi Tuyet M. and Nguyen Minh T. In the inspection conclusion, the school explained the difficulties and problems in the process of recovering training costs as follows: "Unable to contact these 3 officials directly. The school sent documents many times but received no response, the parties were having health or financial difficulties, making it difficult to compensate, requesting the Vietnamese Embassy in the host country to support the resolution but did not receive any coordination...".

Regarding the handling measures, the Inspectorate of the Ministry of Education and Training recommended that Can Tho University continue to carry out procedures to recover training costs for the above 3 officials. In addition, it is recommended that the school include the following international students: Nguyen Quoc N., Nguyen Do Chau G. in the reimbursement list; and require the remaining international students to complete their academic records according to regulations.
