According to the National Center for Hydro-Meteorological Forecasting, this morning (July 21), storm No. 3 Wipha passed the northern area of Leizhou Peninsula (China), entering the northern part of the Gulf of Tonkin.
At 10am, the storm's eye was about 190km from Quang Ninh, 310km east of Hai Phong ; about 340km from Hung Yen, 360km east-northeast of Ninh Binh. The strongest wind near the storm's eye was level 9 (75-88km/h), gusting to level 11; moving west-southwest at a speed of 10-15km/h.
In response to the storm, the Hai Phong Department of Education and Training has issued a directive requesting schools to temporarily suspend student gatherings during the storm and widespread rain, and to proactively adjust their school schedules to ensure absolute safety for students. During this time, parents are advised to keep their children at home and not allow them to travel during dangerous weather conditions.
For facilities that organize semi-boarding and boarding, it is necessary to prepare a plan to ensure absolute safety for students in all situations.

In Hanoi , this morning, many schools also informed parents to pick up students early or temporarily suspend activities to ensure the safety of teachers and students. For example, at Nguyen Tuan Kindergarten (Thanh Xuan), due to the complicated developments of Typhoon Wipha, the school adjusted the time to pick up children early, from 3:00 p.m. to ensure the safety of students.
Archimedes Education System also allows parents to pick up their preschool children early from 1:00 p.m. this afternoon. At the secondary school level, the school has temporarily postponed summer activities and experiences due to unfavorable weather conditions and to ensure student safety.
At the university level, Hanoi University of Science and Technology said that in order to ensure the safety of students and lecturers from the impact of storm No. 3, the university's Board of Directors has directed all theoretical and practical classes according to the in-person learning plan to switch to online learning. Experimental and practical classes are temporarily suspended. In-charge staff will proactively arrange and organize make-up classes at an appropriate time. The application time is July 21-22.
To ensure the safety of lecturers and students, the Diplomatic Academy of Vietnam has announced that all summer classes on July 21-22 will be switched to online learning. From July 23, the school's training department will monitor the situation and make an official announcement as soon as possible.
According to forecasts, in the next 12 hours, the storm will continue to move West-Southwest, 10-15km/h and is likely to strengthen. By 10pm tonight, the storm's center will still be in the Gulf of Tonkin with an intensity of level 10-11, gusting to level 14.
By 10am tomorrow morning (July 22), the storm in the sea area from Hai Phong - Thanh Hoa, still has winds of level 10-11, gusting to level 14.
In the next 24 hours, the storm continued to move West Southwest, 10-15km/h and gradually weakened into a low pressure area over the mainland of Upper Laos.
