This Decree takes effect from August 15, 2025. According to the Ministry of Health , this Decree has 12 new points.

Supplementing health insurance support for students
Firstly, adding cases that are not considered as evasion of health insurance payment. The Decree stipulates that the cases in Point a, Point c, Clause 1, Article 48b of the Law on Health Insurance are not considered as evasion of health insurance payment when there is one of the reasons announced by the competent authority on natural disaster prevention and control, emergency situation, civil defense and disease prevention and control.
Second, supplement regulations on health insurance contribution support levels for some subjects. Specifically:
+ Support at least 50% of the health insurance premium for victims according to the provisions of the Law on Prevention and Combating Human Trafficking. The support period is 1 year from the date the subject is identified by the competent authority as a victim according to the provisions of the Law on Prevention and Combating Human Trafficking.
+ Support at least 50% of health insurance premiums for medical staff in villages and hamlets.
+ In particular, the Decree stipulates an increase in the level of health insurance contribution support for students from 30% to 50%.
This regulation is important in expanding coverage and enhancing access to health services for people, especially vulnerable groups.
Third, amend and supplement the responsibilities of the agency implementing the transfer of health insurance premiums and the agency making the list of health insurance card issuance for groups of subjects participating in health insurance.
Various forms of health insurance card issuance
Fourth, supplementing regulations on procedures for issuing health insurance cards. The Decree provides specific guidance on the implementation of procedures for issuing electronic and paper health insurance cards to health insurance participants on the National Public Service Portal or via the application of the social insurance agency or directly at the one-stop department of the social insurance agency, or sending via public postal services to the social insurance agency.
The regulation of diverse forms of health insurance card issuance helps people to easily and quickly carry out procedures, saving time and travel costs.
Fifth, supplement regulations on health insurance examination and treatment contracts.
Sixth, amend and supplement a number of regulations on payment of medical examination and treatment costs between social insurance agencies and medical examination and treatment facilities.
Seventh, add regulations on direct payment to health insurance participants.
Eighth, amend and supplement regulations on adjusting the rate of expenditure for health insurance examination and treatment, reserve expenditure and organization of health insurance activities from health insurance contributions.
Ninth, amend and supplement regulations on making revenue and expenditure estimates, notifying expected expenditure amounts and settling revenue and expenditure of the health insurance fund.
Tenth, supplement regulations on the responsibilities of agencies and units regarding the application of information technology and digital transformation in the implementation of health insurance.
Eleven, amending and supplementing the responsibilities of agencies and units in organizing and implementing the health insurance policies. Accordingly, the Decree has amended and supplemented the responsibilities of the Ministry of Health, the Ministry of Finance , the Vietnam Social Security under the Ministry of Finance and relevant ministries and branches to ensure favorable conditions in organizing and implementing health insurance policies.
Twelve, stipulates transitional provisions during the implementation phase of arrangement, reorganization, and merger when implementing the arrangement of the two-level local government apparatus.
Accordingly, for medical examination and treatment facilities, some contents can continue to be implemented until December 31, 2025, including: using the prices of medical examination and treatment services covered by health insurance that have been prescribed and approved by competent authorities until competent authorities prescribe and approve prices for new facilities.
The operating licenses granted to medical examination and treatment facilities shall continue to be used for old and new facilities to perform medical examination and treatment and maintain the validity of the signed health insurance medical examination and treatment contract until the signing of the health insurance medical examination and treatment contract for the new facility according to the new operating license.
Initial registration for health insurance examination and treatment of health insurance participants and the number of health insurance cards allocated to initial health insurance examination and treatment facilities will continue to be used for new facilities until there is guidance from the Department of Health.
The code of the medical examination and treatment facility, the seal of the medical examination and treatment facility, the seal of the facility that signed the health insurance medical examination and treatment contract before the date of arrangement, reorganization, merger, or name change shall continue to be used until the new facility is granted a new code and new seal. In case the medical examination and treatment facility has its old seal revoked but has not been granted a new seal, it is allowed to complete the procedure after obtaining the new seal.
Health insurance cards and health insurance card information with changed content will continue to be used until adjusted by the competent authority.
These transitional provisions aim to ensure the rights of health insurance participants, continuity in payment of health insurance medical examination and treatment costs, thereby ensuring stable operations of medical examination and treatment facilities during the implementation phase of rearrangement and reorganization when implementing the organization of the 2-level local government apparatus.
According to Deputy Minister of Health Tran Van Thuan, Decree 188/2025/ND-CP clearly demonstrates the spirit of administrative reform and governance innovation according to Resolution 66-NQ/TW and promotes comprehensive digital transformation in the organization and implementation of health insurance policies, a step to concretize Resolution 57-NQ/TW in the health sector.
This Decree is also a concrete result of the process of synchronous institutionalization of major policies of the Party, contributing to perfecting the legal system on health insurance in a synchronous, feasible, transparent and practical manner.
At the same time, promoting administrative procedure reform, digitizing processes, and connecting data to serve health insurance payments not only helps reduce the burden on people, but also affirms the central role of digital transformation in developing a modern, effective, and sustainable health system.
