
Many tasks "need to be done immediately".
The Quang Nam Tourism Product Development Plan until 2030 (hereinafter referred to as the Plan) was created to seize the opportunities that have opened up and are opening up in this field.
According to the list of specific tasks for implementing the plan, in 2025 the local tourism industry will simultaneously implement many important tasks, which, if concretized, are considered to create a major leverage for a breakthrough in tourism.
Most notably, the drafting of a Resolution on the development of tourism in Quang Nam until 2030, with a vision to 2035, will replace Resolution No. 08 issued by the Provincial Party Committee in 2016.
According to the plan, the Department of Culture, Sports and Tourism will simultaneously implement three important initiatives next year: developing policies and mechanisms for green and sustainable tourism development; developing a project to support community and rural tourism development; and establishing a pilot mechanism to support attracting MICE (Meetings, Incentives, Conferences, and Exhibitions) tourists and foreign wedding groups in Quang Nam.

As can be seen, these are all types of tourism that are making great strides and gradually becoming trends, so the authorities should get involved early to seize the opportunity.
Especially since, in recent times, the business community's movement towards green tourism in the province has mainly been in the form of encouragement, while the project to support the development of some community tourism destinations, which was discussed in 2020, was ultimately abandoned for various reasons.
Explaining this, Mr. Nguyen Thanh Hong - Director of the Department of Culture, Sports and Tourism - said that 2025 is the first year of implementing the budget for the period up to 2030, so it is necessary to strengthen the consultation on policy mechanisms for the entire period.
"In the central government's tourism planning documents, Quang Nam is identified as a province that needs to focus on developing into one of the major tourism centers of the country."
However, currently, the tourism sector no longer receives any support policies from the Provincial People's Council resolution, while Quang Nam's tourism sector still has much untapped potential for development.
Therefore, Quang Nam's tourism industry urgently needs policy mechanisms to strengthen and promote tourism development in the coming time," said Mr. Nguyen Thanh Hong.
Inter-agency cooperation
According to the Quang Nam tourism product development plan, many tasks will require strong involvement from relevant parties to be highly feasible.

These tasks mainly involve investment, capital mobilization, improving quality, diversifying products; and creating a favorable environment for businesses and communities to develop tourism.
Some important factors that significantly impact the development of the tourism industry include: investing in dredging the Co Co, Truong Giang, and Thu Bon rivers, and developing inland waterway transport connecting with tourist areas and destinations.
Investing in upgrading the station system and railway lines connecting with the railway networks of provinces and cities developing tourism ( Da Nang , Thua Thien Hue, etc.) will create unique tourism products.
Accelerate the upgrading of Chu Lai Airport to an international airport; develop mechanisms and policies to provide incentives, encouragement, and support for the production and business of small-scale handicraft industries for ethnic minorities in community tourism development areas…
Most of the tasks listed above indicate a completion timeframe of 2030, the end of the planning period, reflecting a relatively low likelihood of their realization. Meanwhile, promoting rail, river, and air tourism is crucial to improving the destination's self-sufficiency in receiving tourists.
Mr. Truong Nam Thang, a senior expert in tourism marketing and policy at the Swiss Sustainable Tourism Program, stated: “Some of the indicators in which Quang Nam was rated low in the 2023 Vietnam Tourism Development Index are beyond the capacity of the Department of Culture, Sports and Tourism to improve, as they are less related to the functions of the tourism industry. Since tourism is a comprehensive economic sector, many tasks require decisive direction from the Provincial People's Committee to relevant agencies in order to achieve a breakthrough in tourism.”
