Things to know about the 2025 high school graduation exam review

Immediately after knowing the high school graduation exam scores, if the candidates find the results unsatisfactory, they can request a review of the exam. All candidates have the right to have their exam results reviewed by submitting a review application at the place where they registered to take the exam.

According to regulations, the place where candidates register for the exam will receive the candidates' appeals within 10 days from the date of announcement of exam scores and transfer the data of candidates who have appealed the exam to the Examination Council. Within 15 days from the deadline for receiving appeals, the Examination Council must announce and notify the candidates of the appeals results.

According to the instructions of the Ministry of Education and Training , from July 16 to July 25, the units registering for the exam and the Departments of Education and Training will receive applications for review and make a list of reviewers for the 2025 high school graduation exam. The examination councils will complete the organization of the review of the exam no later than August 3.

The time to receive applications for review of the 2025 high school graduation exam begins from July 16 to July 25. Results will be available within 15 days from the deadline for receiving applications for review.

Regarding the review process, for essay tests, each essay test is reviewed by two examiners according to regulations and must be marked with ink of a different color than the ink used to mark the candidate's previous test. While conducting work related to the review, there must be at least 2 members of the Review Board or more.

The results of the re-scoring of the essay test are processed as follows: If the scoring results of the 2 re-scoring examiners are the same, that result will be used as the re-scoring score and the test will be given to the 2 re-scoring examiners for confirmation;

If the scoring results of the two review examiners are different, the exam paper will be withdrawn and handed over to the leader of the Review Board to organize for a third review examiner to directly score the candidate's exam paper with a different color ink;

For essay exams, if the re-examination score differs from the first grading score by 0.25 points or more, the score will be adjusted. If the re-examination score differs from the first grading score by 0.5 points or more, a direct dialogue must be held between the examiners.

If the scores of two of the three review judges are the same, the same score will be used as the review score. If the scores of all three review judges are different, the leader of the Review Board will take the average score of the three scores rounded to two decimal places as the review score and sign to confirm.

The exam has a re-examination score that differs from the first round score (announced) by 0.25 points or more, the score will be adjusted. In case the re-examination score differs from the first round score by 0.5 points or more, a direct dialogue must be organized between the first round examiners and the re-examination examiners (with minutes recorded). If there are any negative signs, it must be reported to the leader of the Re-examination Board for handling according to regulations.

Re-scoring multiple-choice test papers : The multiple-choice test review team uploads the list of re-scoring candidates into the multiple-choice test scoring software; Compares each filled-in answer on the TLTN form with the scanned image saved in the computer and the recognition result on the computer. If any discrepancy is found, the cause must be clearly identified and handled; prints the scoring results from the scoring software before and after error correction for file storage; updates the results into the database of the test management and storage software system;

The adjusted scores of the exams after the review are decided by the Head of the Review Board and submitted to the Chairman of the Examination Council. The Chairman of the Examination Council updates the candidates' scores after the review into the examination management software system according to the regulations of the Ministryof Education and Training; reports and sends data to the Ministry of Education and Training.

The examination council prints the Certificate of Exam Results after the review and returns it to the candidate whose exam score has been adjusted; at the same time, it revokes and cancels the Certificate of Exam Results before the review.

If necessary, the Minister of Education and Training may decide to establish an Assessment Council to assess all or part of the exam papers or to check the review results of one or several Examination Councils.
