Gaining a better understanding of ChatGPT
“What lessons can we learn from the emergence of ChatGPT, especially for domestic IT businesses?” – a question from reader B…. trang977@gmail.com was answered specifically by Mr. Ha Than, Vice President of the Ho Chi Minh City Informatics Association: For ChatGPT to emerge, it requires wealthy investors like Elon Musk and Microsoft to create the data and pay the salaries of the specialized team (worth billions of USD). Reader Vu Khanh (Tan Dinh Ward, District 1) asks: “Should state management agencies have an open and innovative mindset regarding AI applications, specifically ChatGPT, especially the legal framework in this field?” Mr. Ha Than replies: The legal framework is already quite complete, for example, regulations requiring user data to be stored in Vietnam, including user identification information and the content of user questions and answers… Therefore, if a user posts unwanted content using ChatGPT on social media, they can still be traced. Also, according to current law, end users are responsible for the content they post on social media; ChatGPT cannot be blamed. Strictly controlling AI (or ChatGPT) is neither advisable nor feasible.
During the Q&A session, Mr. Huy Nguyen, CEO of KardiaChain, received many questions related to ChatGPT. Reader Mai Binh Trong ( Dong Nai province) asked: "Can you explain why ChatGPT has caused such a 'craze' in the community recently and why only now are a series of issues regarding AI, ethics, copyright, etc., being raised?"
In response to the question, Mr. Huy Nguyen provided the following information: For most experts, researchers, or software engineers in the field of AI, ChatGPT is not particularly special. However, for the majority, they have not had the opportunity to experience and understand this development. A product that accurately targets psychology and is extremely "realistic" will easily create a "buzz." Similarly, the ethical, legal, and technological vulnerabilities of AI have been raised by experts and researchers for a long time. For example, Google and Facebook both have their own chatbots (similar to ChatGPT) but they don't release them for fear of touching on ethical and reputational issues. Now that ChatGPT has reached end users, the community will better understand the limitations that need to be overcome, and thus must work together to address them.
Mr. Huy Nguyen also reassured readers by stating that if we view applications (ChatGPT or AI technology in general) as "tools" to create other value-generating products, then the increasing development of technology will help us, which is a positive sign.

Using AI to support training
The online Q&A session also attracted a large number of young people, including students. Tran Thanh Ngoc (a 12th-grade student from Le Thi Pha High School, Lam Dong province) asked: "To become an AI expert and create products like ChatGPT, what knowledge, skills, and abilities do I need?"
Offering insights to this student, Associate Professor Huynh Tuong Nguyen, lecturer at the Faculty of Information Technology, Ho Chi Minh City University of Industry, stated: "With current technological trends, it's very rare to develop competitive software products solely through the efforts of a single individual. In the field of computer science, graduates will almost certainly need to work in teams, often in multinational projects…"
In response to the question, "From the perspective of an educational institution, how do you assess the impact of AI development in general and ChatGPT on the training activities of the school?" from reader Tran Phuc Minh (Binh Thuan province), Associate Professor Dr. Le Nguyen Hoai Nam, lecturer at the Faculty of Information Technology, University of Science - Vietnam National University Ho Chi Minh City, shared: First, the development of AI helps educational institutions redefine the content, plans, and teaching methods suitable for each learner. Schools need to quickly develop strategies and implement AI applications in advising and guiding students on career paths. Educational institutions should utilize AI in the process of testing and evaluating students. ChatGPT, in particular, will certainly help learners improve if its advantages are utilized. However, the negative aspects of ChatGPT, especially related to plagiarism, need to be addressed by educational institutions through increased awareness campaigns, monitoring, and inspection.
The city is ready for AI.
A question from Th….trung@gmail.com, “With AI, deep learning supercomputer systems and information storage and transmission infrastructure… require very large investments. Does Ho Chi Minh City have the resources to invest independently or should it invite investors?”, was answered by Mr. Nguyen Minh Huan, Standing Member of the Ho Chi Minh City AI Development Program (Department of Information and Communications of Ho Chi Minh City): Determining how to invest in this infrastructure to meet the needs of AI research and application is extremely important to determine the appropriate investment level and avoid waste. Therefore, the Ho Chi Minh City AI Program is tasked with building high-performance computing infrastructure in two phases. Phase 1: Research and proposal for building high-performance computing infrastructure, led by the Vietnam National University Ho Chi Minh City. The results of this research will determine the city's needs, identify the level of problems the city needs to solve, and then propose investment content to ensure that research resources are used most efficiently and economically. Phase 2 is the investment phase. Based on the results of Phase 1, the city will proceed with investment. Regarding the investment method, the city will decide whether to invest independently or attract investors, depending on the actual situation. It is expected that the results of Phase 1 will be available by the end of Q3 2023, and Phase 2 will begin implementation in Q4 2023.

Mr. Nguyen Minh Huan shared: Ho Chi Minh City has been working with several strong domestic and international research groups in the field of AI related to database construction; data use, exploitation, and sharing; and information security and safety. In the coming time, the city will finalize and promulgate legal frameworks, mechanisms, and policies prioritizing AI research and development, from the research environment to testing, pilot applications, and widespread application in society.
