As a mountainous province with over 80% ethnic minorities, cultural activities in Son La are organized in diverse forms and closely linked to real life, not only enriching the spiritual life of the people but also helping to arouse the spirit of community solidarity. Those working in cultural work at the grassroots level are the factors playing the role of "director" to create that special connection.

Having held the role of a cultural and social officer of the commune for more than 12 years, Mr. Ngan Van Ngoan, Muong Giang commune, Quynh Nhai district has always been loved by the people. Over the years, cultural and propaganda activities in Muong Giang have always been well advised by him. The whole commune has up to 21 mass art teams, 14/14 hamlets and villages have sports teams. The art and sports movements here are always supported by the people, enthusiastically participated in and well served the cultural events of the commune and district.

Mr. Ngoan shared: As a cultural officer, one must always strive, both performing professional duties and leading surface activities, sometimes having to give suggestions for choreographing performances for the village/hamlet art troupe, directly participating in singing and dancing or writing scripts for propaganda campaigns and cultural programs of the commune. The most important thing is to stay close to the grassroots, deploy movement activities that are closely linked to reality, suitable to the customs and lifestyles of the people, thereby attracting the participation and support of the people.

Vi Van Tuyen, a cultural and social officer of Dong Sang commune, Moc Chau district, has 14 years of experience in cultural work. Not only does he perform his professional duties in accordance with his assigned responsibilities, he has also contributed significantly to the development of mass art troupes serving tourism. Tuyen said: The top goal is to mobilize people to preserve traditional national values, practice a civilized and modern lifestyle to preserve traditional cultural beauty, and create attractiveness for local tourism.

Currently, all 204 communes, wards and towns have a cultural and social officer on the payroll. These are the people who directly do cultural work at the grassroots level, carry out state management of culture, propagate and implement movements and campaigns launched by the sector. Mr. Nguyen Quang Sang, Head of the Department of Culture and Information of Muong La district, said: Muong La district currently has 17 civil servants doing cultural and social work. The department always maintains close contact with the cultural staff of the communes, regularly exchanges information, directs propaganda, and implements tasks according to the guidance and direction of superiors. At the same time, it encourages the organization of activities suitable to the characteristics of each facility to achieve the best results; effectively carries out propaganda work for the people of the villages to preserve the beauty of the nation's traditional culture.

With the goal of improving the quality of grassroots cultural cadres, every year, the Department of Culture has coordinated and organized professional training courses for 100% of cultural civil servants in communes, wards and towns in the province. Create conditions for cadres and civil servants to participate in learning experiences in building cultural life at the grassroots level in localities inside and outside the province; organize competitions and competitions to propagate culture, build new rural areas, mobile propaganda, prevent social evils, etc. to help cultural cadres exchange, study and accumulate experience to serve their work tasks in practice. Proactively advise on investment, construction of cultural institutions, purchase of equipment for cultural, artistic and sports activities in localities, meeting the needs of use and development of cultural activities at the grassroots level.
