Báo Công an Nhân dân•21/07/2025
It is forecasted that at around 0-2am on July 22, the center of storm No. 3 will approach the Hanoi flight information region (FIR Hanoi - zone 2), 90km from Van Don airport, 140km from Cat Bi airport, 250km from Noi Bai airport and 280km from Tho Xuan airport.
By noon and afternoon of the same day, the storm's center is likely to make landfall in the area from Hung Yen to Thanh Hoa, with a strong intensity of level 8-9, gusting to level 10. After that, the storm continues to move in the West-Southwest direction at a speed of 10-15km/h, gradually weakening into a low pressure area and leaving the Vietnam border on the morning of July 23, moving to the Upper Laos area, with wind speed decreasing below level 6.
Due to the influence of the storm circulation, from July 21, the weather in the Northern region has been getting worse. Airports such as Van Don, Cat Bi, Noi Bai and Tho Xuan have had showers, thunderstorms, and strong winds, causing the risk of disrupting flight operations.
There are 4 northern airports at risk of flight disruption due to weather effects from storm No. 3.
From the evening of July 21, the wind in Van Don and Cat Bi began to strengthen to level 4-6, gusting to level 7-8. From the night of July 21 to the morning of July 22, the wind continued to strengthen to level 6-8, gusting to level 8-10. Noi Bai and Tho Xuan were affected from the morning to the afternoon of July 22 with strong winds of level 6-7, gusting to level 8.
Northern airports are warned of heavy to very heavy rain, with total rainfall ranging from 200-350mm in 3 days (July 21-23), accompanied by thunderstorms and risk of tornadoes.
Immediately after receiving the telegram from the Civil Aviation Authority of Vietnam, the Aviation Meteorological Center urgently deployed response measures: Communicating the warning content to meteorological facilities, requesting close monitoring of the storm's developments, and arranging forces to be on duty 24/7.
The meteorological agency also emphasized that this is a strong storm with a wide range of influence, directly threatening the safety of flight operations. Therefore, forecasts and warnings are constantly updated, ensuring full, timely and accurate provision to flight operations facilities, in order to develop appropriate handling plans, ensuring absolute safety for flights in the affected area.
On the afternoon of July 21, the Hanoi Traffic Management and Operation Center issued an urgent document requesting bus and train operators to be ready to respond to storm No. 3 and the risk of heavy rain and flooding affecting public transport activities.
Accordingly, public passenger transport service providers (PTP) need to coordinate and deploy preventive solutions, respond promptly and effectively to the actual developments of storms and extreme weather. Bus passenger transport businesses must closely follow weather forecasts, proactively propose flexible operating plans, including adjusting operating hours or temporarily suspending routes if the weather conditions worsen. At the same time, drivers and backup vehicles must be prepared to evacuate passengers at locations at risk of congestion, flooding or incidents.
In addition, units need to arrange vehicles to support the transfer of people through deeply flooded areas, ensuring the safety of passengers, workers and vehicles. For the urban railway line, Hanoi Metro Company Limited is required to closely monitor warning bulletins and storm developments to develop appropriate operating plans for the two operating lines (Line 2A Cat Linh - Ha Dong and Line 3.1 Nhon - Hanoi Railway Station).
In case of bad weather, public transport will be suspended.
If necessary, the route can be adjusted or temporarily suspended to ensure absolute safety for passengers, train drivers and trains. In addition, units need to strengthen inspection and technical supervision, prepare spare materials and human resources and be ready to handle incidents that may arise during and after the storm.
Faced with the complicated developments of storm No. 3, from the afternoon of July 21, Hanoi Metro has urgently deployed synchronous measures to respond promptly, ensuring absolute safety for passengers, vehicles, assets and operations on the two urban railway lines.
All important equipment such as announcement speakers, passenger information system panels, etc. have been carefully covered and protected. The display system at the stations will be temporarily turned off during the storm to minimize risks.
Outdoor elevators and escalators will be temporarily suspended during direct storm impacts to ensure passenger safety. Once the weather stabilizes, the technical department will conduct a comprehensive inspection before putting the equipment back into operation.
