After 70 years since liberation, people across the country expect and believe that Hanoi will create a "miracle of the Red River" to transform with the nation.
"Hanoi is facing great opportunities to strongly develop into a "civilized - cultured - modern" capital, with a high standard of living and quality of life, comprehensive, unique and harmonious economic, cultural and social development, typical of the whole country; with a level of development on par with the capitals of developed countries in the region and the world", Politburo member, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized in an article at the Workshop celebrating the 70th anniversary of the Liberation of the Capital.

In Resolution No. 15 dated May 5, 2022 on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045, the Politburo determined: taking the Red River as the green axis, the central landscape, developing harmonious urban areas on both sides of the river; building a model of a city within the capital in the northern region (Dong Anh, Me Linh, Soc Son) and the western region (Hoa Lac, Xuan Mai). At the same time, building a smart city on the basis of developing the area on both sides of the Nhat Tan - Noi Bai axis; focusing on implementing planning, investing in construction, stabilizing the population on both sides of the Red River and Duong River; planning the development of underground urban space, green space and public space... The above important orientations are opportunities for Hanoi to focus development resources, demonstrating the vision and aspiration to build and develop a civilized, modern and cultural capital. According to the Secretary of the Hanoi Party Committee, Resolution 15 of the Politburo is like a "new platform" for Hanoi's development in the new period.

Dr. Architect Dao Ngoc Nghiem, Vice President of the Vietnam Urban Development Planning Association, former Director of the Hanoi Department of Planning and Architecture, assessed that the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, and the Hanoi Capital Master Plan to 2045, with a vision to 2065 are two "central" plans, important "pillars" guiding Hanoi's future development.
Not all "rosy" opportunities

One of the reasons is that the development approach from the future has not been given due attention, being overwhelmed by the static approach, mainly based on current capacity and traditional values. This leads to Hanoi's proactive and creative space in deploying and implementing development policies, strategies and plans not being fully and clearly defined, and being limited. "Basically, like other localities in the country, asking - giving and administration are still the main mechanisms in allocating resources and managing the capital's development", Mr. Thien said. With the spirit of launching a new development trajectory, the new Capital Law and the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, contain many solutions to overcome the above institutional situation. "But everything has only just begun. Implementation difficulties have not been fully revealed, while the requirements for breakthroughs and institutional perfection in terms of decentralization and empowerment to meet modern development requirements are very high," Mr. Thien expressed.
Shaping the "Red River miracle"

Ms. Hoai emphasized the task of fundamentally solving air and water pollution; eliminating local flooding; treating wastewater, reviving rivers; creating a unique environmental landscape for the capital with the Red River as the central landscape axis, a cultural space, developing trade, services and tourism. Along with that is developing public transport, basically completing the urban railway system, ring roads, bridges across the Red River before 2035; fundamentally solving the congestion at gateways and inner city areas. Regarding the economy, the Secretary of the Hanoi Party Committee emphasized economic restructuring associated with renewing the growth model based on science , technology and innovation. Developing digital economy, green economy, circular economy and sharing economy. Completing industrialization and modernization before 2030. In addition, prioritizing the development of semiconductor industry and artificial intelligence, digital technology, and emerging industries. Regarding the development of culture, society, science and technology and innovation, Ms. Hoai emphasized the formation of unique and typical cultural spaces, promoting the development of cultural and creative industries. At the same time, there are special and outstanding mechanisms and policies on attracting, using and rewarding talented people, especially high-level experts, inventors and creators from the country and around the world to live and work in Hanoi... However, in order for the above sketches to form a portrait of Hanoi in the future as a "miracle of the Red River", outstanding efforts are needed. Emphasizing the role of institutions as an outstanding solution to create a turning point in Hanoi's development, Associate Professor, Dr. Tran Dinh Thien suggested that instead of asking for special mechanisms, Hanoi needs to approach institutional reform. According to him, Hanoi needs to propose mechanisms to encourage the development of creative talents, attract high-class investment with unusual solutions. "The administrative logic of asking for and giving as it is still used to allocate resources today only eliminates opportunities for motivation. Here, a breakthrough approach is really needed to propose a superior, even unusual mechanism. Otherwise, it is difficult to imagine how Hanoi can promote its thousand-year-old cultural advantage and converge the quintessence in a modern space," Mr. Thien analyzed. According to that logic, Hanoi needs to realize expanded institutional rights, which have just been institutionalized by the Capital Law. The former Director of the Vietnam Institute of Economics said that the Capital Law has established important steps forward in decentralization and empowerment of the Hanoi government, giving more creative and proactive rights to the people and development subjects of the capital. "However, realizing these steps forward, even though they have been "institutionalized", requires new conditions and capacities," Mr. Thien concluded.
