Ninh Binh spends 230 billion VND to "reinforce the coastal defense" of Hai Thinh.

Ninh Binh province has just approved a 230 billion VND project to urgently address the Hai Thinh III sea dike and construct a new 1/5 sluice gate to cope with erosion, tidal surges, and protect the safety of the coastal area.

Faced with the risk of landslides and the increasing impact of climate change in the coastal area, the Ninh Binh Provincial People's Committee has decided to invest 230 billion VND to implement an urgent project to reinforce the Hai Thinh III sea dike and build a new 1/5 sluice gate.

The project, managed by the Provincial Investment and Construction Project Management Board No. 2, is classified as Group B. Of the total funding, the central government provides 100 billion VND, with the remainder allocated from the local budget.

The project plays a crucial role in protecting essential infrastructure, agricultural land, and the livelihoods of people living along the coast.

According to the plan, the Hai Hau sea dike will be upgraded and reinforced along a length of approximately 2.12km with items such as widening the dike surface, constructing revetments, and building wave barriers to increase its ability to withstand rising sea levels and large waves.

In addition, the province will completely rebuild the 1/5 sluice gate at K5+968 on the left bank of the Ninh Co River estuary, in Hai Thinh commune. This is considered an important project to improve water regulation capacity, control salinity, and serve drainage for the area inside the sluice gate.

Beyond its significance in disaster prevention, the project also plays a crucial role in protecting essential infrastructure, agricultural land, and the livelihoods of coastal residents. Upon completion, the project will contribute to enhanced flood control, storm surge mitigation, and freshwater retention for agricultural production, while simultaneously creating a foundation for sustainable socio -economic development in the locality.

According to the plan, the project will complete investment preparation procedures and commence construction in 2026. The main construction phase will last from 2026 to 2027, before acceptance, handover, and commissioning of the project in 2028.

The Provincial People's Committee also requested relevant units to strengthen supervision of the implementation process, ensuring that the project is carried out on schedule, maximizing investment efficiency, while avoiding losses, waste, and the accumulation of outstanding construction debts.
