Ninh Binh aims for 70% of its communes to meet the standards of new rural areas by 2030.

The People's Committee of Ninh Binh province has just issued a plan to implement Government Resolution No. 85/NQ-CP on the Action Program to implement Conclusion No. 219-KL/TW of the Politburo, continuing to implement Resolution No. 19-NQ/TW on agriculture, farmers, and rural areas until 2030, with a vision to 2045.

According to the plan, Ninh Binh province identifies the development of agriculture, farmers, and rural areas as a crucial foundation and a long-term strategic position in the province's socio -economic development. The province aims to build an ecological, modern, and efficient agricultural sector that adapts to climate change; improve the material and spiritual lives of rural people; and develop rural areas comprehensively in a civilized and modern direction.

By 2030, the province aims for an average annual growth rate of 1.8-2% in added value for the agriculture, forestry, and fisheries sectors; the value of products per hectare of agricultural and aquaculture land will reach 220 million VND or more; and the average per capita income in rural areas will exceed 125 million VND/person/year.

Notably, the province aims to have 70% or more of its communes meet the new rural standards and 12% meet the modern new rural standards by 2030. The percentage of rural households using clean water according to standards will reach 95%; the percentage of trained laborers will exceed 80%; and the percentage of household solid waste collection and treatment in rural areas will reach 92% or higher.

To realize the above objectives, Ninh Binh will focus on restructuring its agricultural sector towards a modern, efficient, and sustainable direction; developing ecological, organic, circular agriculture, applying high technology, and digital transformation. The province prioritizes the development of key agricultural products and specialty products associated with tourism and the One Commune One Product (OCOP) program, while forming concentrated commodity production areas suitable to the advantages of each locality.

The plan also emphasizes the need to reorganize production along the value chain, with businesses acting as the market-leading force; encouraging farmers to participate in cooperatives, production groups, and contract-based production linkages. Models of linkages involving the "six stakeholders" (farmers, businesses, scientists, and the government), the application of science and technology, artificial intelligence, and digital transformation in agricultural production will be strongly promoted in the coming period.

Alongside production development, Ninh Binh continues to invest in building new rural areas in a modern, smart, and culturally rich direction; promoting the development of rural socio-economic infrastructure, irrigation infrastructure, disaster prevention and control infrastructure, and infrastructure serving agricultural product processing and logistics. The province also aims to build a green, clean, and beautiful rural environment, strengthen resource management, protect the environment, and enhance the ability to adapt to climate change.

According to the Ninh Binh Provincial People's Committee, the synchronized implementation of tasks and solutions will create a foundation for building a multi-value agricultural sector, increasing people's income, developing modern rural areas in conjunction with urbanization, aiming for the goal that by 2045, rural areas will have living conditions close to urban areas, a green, clean, beautiful living environment, and sustainable development.
