In recent days, preparations for response before, during and after the storm have been proactively deployed with a spirit of urgency and determination. Since July 17, the city's construction industry has activated a 24/7 duty mode.
For road traffic safety, units and contractors managing bridge and road maintenance organize forces to be on duty 24/7 at points at risk of flooding, fallen trees, and landslides on urban and provincial roads. Warning points at risk of landslides, ensuring traffic and safety in seaport areas, coastal logistics, port service logistics areas... After checking, there are 34 points at risk of landslides, and forces, machinery, and materials have been arranged to be ready to handle any incidents that may arise.

The work of checking points at risk of urban flooding has also been stepped up. The whole city has 32 'black spots' of flooding in the wards of Le Chan, Hong Bang, Ngo Quyen, Gia Vien, An Bien, Do Son, Hai Duong , Hai Tan... The Department of Construction directed the units managing and operating the drainage system to strengthen measures to pump and drain buffer water in the canal system, ditches, and regulating lakes to prevent flooding. Check backup generators and reserve fuel to be ready to operate when the grid is down. Clear the flow, especially at key points that are prone to flooding.
Safety Guaranteed
For the waterway transport system, the Hai Phong Inland Waterways Port Authority has temporarily stopped granting permits for watercraft to leave ports, wharves, and anchorages from 5:00 p.m. on July 20 to ensure absolute safety in bad weather conditions.

The units managing ferry terminals in the city organize to prohibit operations under adverse weather conditions that directly affect ferry safety or under the sudden direction of the local authorities where the ferry terminal is located until there is a notice of resumption of operations.
The Department of Construction prohibits the operation of Giai ferry (crossing Lai Vu river, on provincial road 390E, in Ha Nam commune and An Thanh commune) when the wind is level 6 or higher or the flood warning is level 2 or higher; Lai Xuan ferry (crossing Da Bach river, on provincial road 352, in Viet Khe commune, Hai Phong city) and Dong Trieu ward (Quang Ninh province) when the wind is level 5 or higher or the flow speed is 2.5 m/s or higher; Duong Ao ferry, crossing Van Uc river on provincial road 363, in Kien Hung commune and Hung Thang commune when the wind is level 4 or higher or the flow speed is 2.5 m/s or higher; Dong Bai - Cai Vieng ferry (coastal, on provincial road 356, in Cat Hai special zone) when the wind is level 4 or higher, with afternoon waves of 0.8 - 1m.
Ferry terminal management units organize to anchor vehicles securely, manage and organize command posts at the terminal, and be ready to mobilize human resources and ferry vehicles to participate in search and rescue activities when requested by local authorities and competent authorities.
The units managing river bridges shall prohibit vehicles from traveling through large river bridges in adverse weather conditions that directly affect operational safety or in response to sudden instructions from local authorities where the bridge passes until notice of resumption of operations is given.
Specially designed bridges include Hoang Van Thu, Dinh Vu - Cat Hai, Kien, Binh bridges. When the wind speed is greater than 15 m/s but less than 20 m/s, motorbikes, bicycles, rudimentary vehicles, and pedestrians must be prohibited from crossing the bridge. When the wind speed is greater than 20 m/s measured on the bridge surface, the bridge must be closed, prohibiting all people and vehicles from crossing the bridge...
River bridge management units are ready to fully prepare measures to close the bridge according to weather conditions, proactively contact local authorities, traffic police, and local police to organize implementation to ensure traffic safety and bridge safety.

One of the major risks during storms is the uprooting and falling of trees, causing traffic obstruction and unsafety. Since the beginning of the storm season, companies have coordinated with relevant agencies to handle more than 800 rotten trees; trimmed and reduced the canopy of more than 2,800 trees, and braced more than 4,400 trees; and continued to inspect, trim and reduce the canopy of shade trees, brace shade trees, and ornamental trees until the storm makes landfall.
