Hoa Lu district has 11 communes and towns, of which 5 communes are in the core area of Trang An Scenic Landscape Complex, including: Ninh Xuan, Ninh Hai, Truong Yen, Ninh Hoa and Ninh Thang. To protect the Heritage as recommended by UNESCO, Hoa Lu district has made many efforts to raise people's awareness, linking conservation with tourism development, creating livelihoods for local people.
Tam Coc-Bich Dong tourist area, Ninh Hai commune (Hoa Lu) has attracted many domestic and foreign tourists in recent years. What every tourist who comes here acknowledges and appreciates is the good maintenance of environmental hygiene and protection of natural landscapes.
According to comrade Dinh Anh Toi, Vice Chairman of Ninh Hai Commune People's Committee, to achieve this, in recent times, the commune government has closely coordinated with the Department of Tourism and the Trang An Scenic Landscape Complex Management Board to regularly inspect, monitor and grasp the situation of protecting the heritage landscape and environment, especially construction order and land use management; continuously propagandize and remind people to strictly follow the State's regulations on heritage management and protection during cultivation and housing construction.
In tourist areas, the commune focuses on propaganda and raising awareness of people working in tourism, as well as visitors, about environmental protection, preserving the original value, integrity and authenticity of heritage. In general, the majority of people in the area have understood and implemented the legal regulations on heritage protection; have taken positive actions to protect the environment, not to infringe on the values in the core heritage area.
Ms. Nguyen Thi Hue (Van Lam village, Ninh Hai commune), a boat rower at Tam Coc tourist area, shared: Through the propaganda and training work of all levels and sectors, we understand that, in order to develop tourism and create sustainable livelihoods, people must do a good job of preserving heritage, and need to change their mindset and way of doing tourism. Therefore, in addition to strictly complying with the provisions of the law, we also actively propagate so that each tourist can join hands to protect the core heritage area intact, and protect the environment to become increasingly green, clean and beautiful.
Thoroughly implementing the province's viewpoints and policies on managing and preserving Trang An Heritage, in recent years, Hoa Lu district has implemented many effective measures to both protect and ensure the integrity of Trang An core zone and promote tourism development, creating livelihoods for local people.
Comrade Nguyen Quoc Hung, Chairman of Hoa Lu District People's Committee, said: Trang An Scenic Landscape Complex is a "living" heritage with more than 44,000 people living there, of which the core area has more than 14,000 people. The district always identifies raising awareness, creating sustainable livelihoods, and promoting the role of the community in heritage conservation and management as one of the important solutions.
Every year, the district directs the sectors and localities in the area to promote propaganda work, integrating the dissemination of legal regulations, central and provincial regulations on management, conservation and promotion of heritage values for individuals and organizations participating in tourism and services.
In addition to raising awareness among people, the district also directs the creation of sustainable livelihoods for people through implementing tasks and solutions on tourism development and policies of the Provincial People's Council on supporting tourism development.

In particular, to protect the core zone intact according to UNESCO's recommendations, the Party Committee and the Hoa Lu District Government always pay attention to closely leading and directing the management of land and construction order in the area. The district has issued many leadership and direction documents, including Resolution No. 01-NQ/HU, dated August 28, 2020 of the Standing Committee of the District Party Committee on "Strengthening the Party's leadership in land management and basic construction order in Hoa Lu District" with many groups of tasks and main solutions to overcome difficulties and challenges in the management and protection of heritage, land, and construction order.
In addition, the District Working Group regularly coordinates with the Trang An Scenic Landscape Complex Management Board and the People's Committees of communes to patrol, detect and promptly handle violations of land and construction order by people in the core heritage area. Thereby creating positive changes, the situation of land and construction order violations has decreased significantly; many violations have been detected and promptly handled.
In addition, to protect the heritage, Hoa Lu district also coordinates with provincial departments, branches and sectors to synchronously deploy plans and publicize the plans to villages and hamlets in the core area of the heritage so that people know and implement them. Directing the People's Committees of communes to coordinate with the Hoa Lu-Gia Vien Forest Protection Department to strengthen patrolling, controlling, protecting, preventing and promptly detecting acts of encroachment on the Hoa Lu special-use primeval forest area.
To continue preserving the heritage, in addition to creating sustainable livelihoods for the people, Chairman of Hoa Lu District People's Committee Nguyen Quoc Hung said that in the coming time, the district will proactively review, establish and approve detailed planning for residential areas and points in the buffer zone and core heritage zone as a basis for land management, construction order and management.
At the same time, speed up the progress of investment in developing infrastructure, technical facilities for the tourism industry and building tourism products. There are policies to support people and businesses in building high-quality agricultural production models, ecological agriculture associated with tourism development... Thereby ensuring sustainable livelihoods for the community, realizing the goals of managing, preserving, promoting heritage values and developing sustainable tourism.
