The new house of Mr. Hang A Sinh's family (Phin Ngan Xin Chai village, Ta Leng commune) was built with funds supported by the Ministry of Public Security ; officers and soldiers of the provincial and communal police, and villagers helped with working days.

Ta Leng Commune has 26 villages, with a population of 12,621 people. Thanks to the investment of the State and the determination of the entire political system, up to now, the commune has achieved 9/19 new rural criteria, including: planning; irrigation and disaster prevention; electricity; schools; rural commercial infrastructure; residential housing; education and training; culture; national defense and security. Thereby, the rural appearance has improved, and people's lives have gradually improved.
We learned that, in order to implement the criteria for residential housing, the Party Committee, People's Committee, and Vietnam Fatherland Front Committee of the commune determined that eliminating temporary and dilapidated houses is one of the important political tasks, with profound humanistic significance, demonstrating the spirit of not leaving anyone behind. On that basis, the commune promptly developed plans and documents for implementation; assigned tasks to each member of the Commune Steering Committee to review and count the number of temporary and dilapidated houses and make a list of households that are supported according to the criteria, publicly and transparently. Proactively proposed and mobilized maximum resources from the State budget, target programs, units, businesses and the community.
The Vietnam Fatherland Front Committee of the commune has carried out extensive propaganda and mobilization campaigns among the people, integrating the content of eliminating temporary and dilapidated houses with movements such as: "All people unite to build new rural areas and civilized urban areas" and the campaign "For the poor". Thereby, raising awareness, arousing the spirit of solidarity and sharing in the community. Commune mass organizations actively participated, mobilizing members to contribute working days, support construction materials, and help households in the process of building new and repairing houses.
Implementing the Government's Program to eliminate temporary and dilapidated houses, from the beginning of 2025, the commune has 70 households supported to build and repair houses (41 new houses, 29 houses repaired). In particular, from now until the end of 2025, the commune will continue to eliminate 65 temporary and dilapidated houses according to Decision No. 2269/QD-UBND dated August 27, 2025 of the Provincial People's Committee on approving the need to eliminate temporary and dilapidated houses in Lai Chau province in 2025 (phase II).
Comrade Vu Van Luan - Vice Chairman of the Commune People's Committee said: "During the implementation process, all levels and sectors closely coordinated with the cooperation of the whole society. The commune flexibly provided support solutions, promptly resolved difficulties to ensure that families could build solid homes. The commune also guaranteed the provision of materials for households; mobilized maximum local forces to help build houses. Up to now, 70 houses have been completed, handed over, and put into use, ensuring "3 hard". Efforts to eliminate temporary and dilapidated houses not only improve living conditions for poor, near-poor households, and policy families, but also contribute to changing the face of the countryside, strengthening people's trust in the Party and State's policies and guidelines, creating a foundation for the commune to continue to perfect the remaining criteria in building new rural areas".
For many years, Mr. Hang A Sinh's family in Phin Ngan Xin Chai village has been a poor household in the commune. The whole family lives in a dilapidated wooden house. Recently, the Ministry of Public Security supported 60 million VND for him to build a new house. The provincial and commune police mobilized officers and soldiers to help with construction work to help the house quickly be completed before the rainy season. Mr. Sinh excitedly said: "Because of poverty, the whole family lives in a cramped, seriously degraded house, and is very worried when the rainy season comes. Thanks to the attention of the Party and the State, the Ministry of Public Security, the provincial police and the villagers who helped with work, my family now has a decent house. My wife and I will try to work hard and produce to make life more prosperous."
With many synchronous solutions, the drastic participation of the entire political system and the consensus of the people, we believe that Ta Leng commune will complete the goal of eliminating 65 temporary and dilapidated houses in the second phase of 2025. Gradually improve the criteria for residential housing and leave no one behind.
