Competing to expedite the disbursement of compensation and support funds.
According to the Da Nang City Land Development Center, since officially commencing operations (August 1, 2025), the unit has achieved positive results in compensation and land clearance work.
To expedite the land clearance process for investment projects and key projects, the City's Land Development Center has established a task force to quickly address obstacles in compensation and land clearance for urgent, strategic, and key projects in the city.
In addition, personnel will be strengthened to handle obstacles and expedite land clearance work at the THACO Chu Lai Industrial Park Infrastructure Construction and Business Investment Project (451ha), Chu Lai Automotive Mechanical Industrial Park (243ha), the component project of completing coastal road 129 (Vo Chi Cong road), the Tam Hoa main road project connecting from National Highway 1 to Vo Chi Cong road and DT.613B, and the Central Region Linkage Project (formerly Quang Nam province)...
At the same time, a campaign was launched to accelerate the progress of land clearance for key projects and works in the city, with the goal of disbursing 100% of the allocated funds.
According to Vo Nguyen Chuong, Director of the City's Land Development Center: "In 2025, the unit was also assigned to disburse approximately 1,600 billion VND and has so far disbursed 91.8%. We will focus on completing the disbursement of 100% of the funds on time (January 31, 2026)."
One of the highlights in land clearance work recently is that the City's Land Development Center has strengthened its personnel at the grassroots level and directly handled related dossiers, as well as coordinated the resolution of difficulties and obstacles arising during the initial period of administrative unit rearrangement and the operation of the two-tiered local government, especially policy conflicts between the two localities previously.
The City Land Development Center has also implemented preliminary investigations, surveys, measurements, and verification of land ownership and assets attached to the land at planned locations within the functional zones of the Da Nang Free Trade Zone; and carried out compensation, support, and resettlement work for the North-South high-speed railway project section passing through Da Nang city.
The unit also implemented projects to develop approximately 6,270 land plots according to the plan to serve resettlement arrangements and land use right auctions, of which 2,452 plots have been allocated for resettlement of displaced households, while the remaining plots have not yet been allocated or lack available land and are currently under construction…
“The Da Nang City Land Development Center is currently managing 118 land creation, management, and development projects at its regional branches, covering a total area of 604.7 hectares and with a total investment of over 5,077 billion VND. These projects are currently under good control in terms of implementation progress,” said Mr. Vo Nguyen Chuong.
Proposed policies to create breakthroughs.
Recognizing land clearance as a crucial task determining the project's completion progress, the Da Nang City Land Development Center has planned to implement compensation, support, and resettlement work in 2026 with the goal of compensating and clearing 31,458 cases. It is projected that the unit will complete the processing of 5,372 cases in the first quarter; 8,614 cases in the second quarter; 9,625 cases in the third quarter; and 7,847 cases in the fourth quarter.
To ensure that land clearance meets the requirements and directives of the City Party Committee and the City People's Committee, the City Land Fund Development Center will comply with regulations and flexibly apply policies and compensation, support, and resettlement rates to ensure a balance between the legitimate rights and interests of the people, thereby minimizing the emergence of hotspots of complaints and petitions from residents in the project area.
In addition, the center effectively coordinates with the People's Committees of wards and communes and investors to focus on completing land clearance work, serving key and priority public investment projects, contributing to accelerating the disbursement of public investment capital, especially large-scale infrastructure projects and socio -economic development projects in the city such as: the high-speed railway on the North-South axis passing through the city and resettlement areas to accommodate relocated households; the Da Nang Free Trade Zone; land allocation projects for investors, etc.
At the same time, strengthen efforts to resolve people's requests and complaints regarding compensation, support, and resettlement; clearly explain policies, answer questions, and create consensus during project implementation...
Mr. Vo Nguyen Chuong also stated: “Besides continuing to implement measures and build upon the positive experiences and results achieved in the past, the Da Nang City Land Development Center has requested the Department of Agriculture and Environment to advise and propose to the City Party Committee, the City People's Council, and the City People's Committee to issue specific policies in land clearance work to create momentum and a certain breakthrough, as well as to create a unique characteristic of Da Nang City in this work. In addition, there are mechanisms and regulations for coordination between the Department of Agriculture and Environment, the Da Nang City Land Development Center, and the communes and wards to ensure that land clearance work meets the set requirements.”
