Tax Management Teams in Dien Bien Phu City focused on implementing drastic and synchronous solutions to collect, exploit revenue sources, prevent revenue loss and reduce tax arrears. Accordingly, based on the assigned budget, the Teams reviewed all taxes and revenues arising in the management area. In the area, there were 11 revenues arising, of which: 6/11 revenues and taxes achieved quite well compared to the estimate (reaching over 33%) such as: Revenue from state-owned enterprises; businesses and business organizations; households and individuals doing business. These revenues increased compared to the estimate and the same period mainly due to the increase in commercial electricity output and the increase in water resource tax paid to the budget of hydropower plants in the area. In addition, 5/11 revenues reached below 33%; 5/11 revenue items and taxes were lower than the same period in 2022, including: Personal income tax (73%); registration fee (84%); land use fee (32%); land and water surface rental fee (46%); fees and charges (85%). The reason for these low revenue sources is that revenue from real estate transfers has decreased sharply; the city has not yet allocated land or auctioned off land use fees for a number of projects in the area (expected to be implemented in the third quarter of 2023).
With the proactive and active implementation of solutions, in the first quarter of 2023, the total state budget revenue in the city is estimated at 80 billion VND, equal to 28% of the annual plan assigned by the Tax Department; equal to 21% of the annual plan assigned by the City People's Council and People's Committee and equal to 69% over the same period. Of which, domestic revenue in the first 3 months of 2023 from taxes and fees (excluding land revenue) is estimated at 60 billion VND (equal to 26% of the ordinance estimate, equal to 110% over the same period); land use fee revenue is estimated at 20 billion VND.
In the second quarter of 2023, the estimated state budget revenue in the city is 89 billion VND. Of which, land use fees are 24 billion VND. Through the implementation of the budget in the first 3 months of 2023, the revenue from land use fees is lower than the estimate, not ensuring the collection speed, affecting the implementation of the state budget revenue estimate in the area in 2023. This revenue accounts for a large proportion of the total revenue, so the Steering Committee for State Budget Collection and Payment focuses on directing specialized departments and offices to speed up the progress of land allocation and land auction in the area.
In order to complete and exceed the revenue collection estimate, in the coming time, the Tax Department of Dien Bien Phu - Muong Ang City will strengthen the inspection and control of tax declaration records, closely monitor and inspect tax declarations of taxpayers; promptly handle and urge taxpayers to properly and fully fulfill their tax obligations. Resolutely deploy tax management measures in accordance with prescribed procedures; strengthen tax debt settlement according to Resolution 94/2019/QH14, to be completed before July 1, 2023; promote tax inspection and examination; prevent and gradually repel acts of fraud and tax evasion, increase state budget revenue. In addition, accelerate the land auction plan, land allocation with land use fee collection, and conversion of land use purposes in the area. At the same time, collect environmental protection fees when implementing public investment projects and non-budgetary investments.
