According to the Government Party Committee, the general assessment of the results of the 2020-2025 term: regarding Party building work, during the term, the two Party Committees of the bloc, the Government Party Committee; the Party Committee, the Standing Committee of the Government Party Committee (from February 2025 to present) have focused on leading and directing the strict implementation of the Central Committee's resolutions and directives, comprehensively, synchronously and effectively implementing all aspects of Party building work; innovating leadership and management methods; maintaining discipline and order; strengthening inspection, examination, supervision, prevention and combat of corruption, waste, negativity and mass mobilization work, especially government mass mobilization.
Regarding the implementation of political tasks: The Government Party Committee has focused on leading and directing Party committees and subordinate Party organizations to closely follow the Party's policies and guidelines, and to synchronously, effectively and comprehensively implement tasks and solutions in all fields. Especially in the last two years of the term, it has resolutely, flexibly and effectively directed the strategic tasks and historic decisions of the Party and State, especially the arrangement and streamlining of the apparatus, the building of a two-level local government organization model, and the Politburo's resolutions in all fields, creating a solid foundation to bring our country into a new stage of development.
Regarding the main socio-economic data for the 5 years 2021-2025: In the context of many difficulties, challenges, and unprecedented problems, thanks to the efforts of the entire political system and people under the leadership of the Party, we expect to achieve and exceed 22/26 main socio-economic targets for the period 2021-2025, including completing all social targets and achieving and exceeding all 15/15 main socio-economic targets for the years 2024-2025. In particular, regarding the prevention and control of the Covid-19 pandemic: support of about 119 trillion VND for more than 68.4 million workers and more than 1.4 million employers facing difficulties; providing more than 23.3 thousand tons of rice; effectively implement the Socio-Economic Recovery and Development Program, including allocating about 175.5 trillion VND of investment capital from the central budget for projects on infrastructure, healthcare, information technology, etc.
GDP scale increased from 346 billion USD in 2020, ranked 37th in the world, to 510 billion USD in 2025, up 5 places, ranked 32nd in the world and 4th in the ASEAN region; GDP per capita increased 1.4 times, increased from 3,552 USD to about 5,000 USD, entering the group of upper middle-income countries.
The macro economy is stable, inflation is controlled at about 4%/year; the state budget revenue for the 2021-2025 period is estimated at 9.6 million billion VND, 1.36 times higher than the 2016-2020 period and exceeding the set target (8.3 million billion VND). The total exemption, reduction, and extension of taxes, fees, charges, land rents, and water surface rents is about 1.1 million billion VND. Entering the 2026-2030 term, the world situation is forecast to continue to develop in a complex and unpredictable manner, with many potential risks; in general, there are more difficulties and challenges than opportunities and advantages. The 14th National Party Congress was identified by the Central Committee as the beginning of an era of striving to develop into a rich, prosperous, civilized, happy and steadily advancing towards socialism. Is it necessary to focus on perfecting institutions to liberate production capacity, mobilize and effectively use all resources, renew traditional growth drivers and strongly promote new growth drivers such as green economy, digital economy, creative economy, and circular economy?
What specific measures, mechanisms and policies are needed in the fields of national defense, security and foreign affairs to achieve the goal of maintaining independence, sovereignty and national security, creating a peaceful, cooperative and developing environment? How to develop the economy, culture, society and environment in harmony with progress, social justice and social security, "leaving no one behind"...
