Content and policies to support consulting for small and medium enterprises in the province

On February 19, 2024, Thanh Hoa Provincial People's Committee issued Decision No. 752/QD-UBND approving the assignment of tasks to support small and medium-sized enterprises using the central budget in Thanh Hoa province in 2024. The Department of Planning and Investment was assigned to preside over and coordinate with localities and related units to implement the content and policies to support consulting for small and medium-sized enterprises in the province.

Accordingly, enterprises register their need for support in using consulting services on human resources, finance, production, sales, market, internal management and other contents related to the production and business activities of enterprises (excluding consulting on administrative and legal procedures according to the provisions of specialized laws) according to the provisions of Clause 2, Article 13 of Decree No. 80/2021/ND-CP dated August 26, 2021 of the Government detailing and guiding the implementation of a number of articles of the Law on Support for Small and Medium Enterprises, the content of the support policy is as follows:

1. Support content

a. Support 100% of the consulting contract value but not more than 50 million VND/year/enterprise for micro-enterprises or not more than 70 million VND/year/enterprise for micro-enterprises owned by women, micro-enterprises employing many female workers and micro-enterprises that are social enterprises.

b. Support up to 50% of the consulting contract value but not more than 100 million VND/year/enterprise for small enterprises or not more than 150 million VND/year/enterprise for small enterprises owned by women, small enterprises employing many female workers and small enterprises that are social enterprises.

c. Support up to 30% of the consulting contract value but not more than 150 million VND/year/enterprise for medium-sized enterprises or not more than 200 million VND/year/enterprise for medium-sized enterprises owned by women, medium-sized enterprises employing many female workers and medium-sized enterprises being social enterprises.

2. Supported objects

Enterprises are established, organized and operate in accordance with the provisions of the law on enterprises, meeting the criteria for determining small and medium enterprises as prescribed in Article 5 of Decree No. 80/2021/ND-CP of the Government, specifically:

a. Micro-enterprises in the fields of agriculture , forestry, fishery; industry and construction using an average of no more than 10 employees participating in social insurance per year and total annual revenue not exceeding VND 3 billion or total annual capital not exceeding VND 3 billion.

Micro-enterprises in the trade and service sector employ no more than 10 employees participating in social insurance on average per year and have a total annual revenue of no more than VND 10 billion or a total annual capital of no more than VND 3 billion.

b. Small enterprises in the fields of agriculture, forestry, fishery; industry and construction employing an average of no more than 100 employees participating in social insurance per year and with a total annual revenue of no more than VND 50 billion or a total annual capital of no more than VND 20 billion, but not being micro-enterprises as prescribed in Point a of this Section.

Small enterprises in the trade and service sector employ no more than 50 employees participating in social insurance on average per year and have a total annual revenue of no more than VND 100 billion or a total annual capital of no more than VND 50 billion, but are not micro-enterprises as prescribed in Point a of this Section.

c. Medium-sized enterprises in the fields of agriculture, forestry, fishery; industry and construction employing an average of no more than 200 employees participating in social insurance per year and with a total annual revenue of no more than VND 200 billion or a total annual capital of no more than VND 100 billion, but not being micro-enterprises or small enterprises as prescribed in Point a and Point b of this Section.

Medium-sized enterprises in the trade and service sector employ no more than 100 employees participating in social insurance on average per year and have a total annual revenue of no more than VND 300 billion or a total annual capital of no more than VND 100 billion, but are not micro-enterprises or small enterprises as prescribed in Point a and Point b of this Section.

3. Application for support request

a. Declaration form to identify micro-enterprises, small enterprises, medium-sized enterprises and propose support needs ( Download the declaration form here )

b. Documents and records related to support content (if any).

4. Support process

Small and medium-sized enterprises submit their application for support as prescribed in Section 3 above directly or online to the Department of Planning and Investment for consideration and decision.

In case the enterprise is not eligible for support, the Department of Planning and Investment will notify the enterprise.

In case the enterprise is eligible for support but the documents are incomplete, the Department of Planning and Investment will guide the enterprise to complete the documents.

In case the enterprise is eligible for support and has complete documents, the Department of Planning and Investment will notify the enterprise of support and at the same time take steps to support the enterprise according to regulations.
