For the happiness of the people
From the very beginning of its implementation, Quang Ninh province has determined that the New Rural Development program must be linked to the principle that all citizens should benefit from development, inclusive growth, and that no one should be left behind. Therefore, by effectively integrating central government budget funds, national target program funds, and local and provincial funds, the province has prioritized investment in socio-economic infrastructure, especially transportation infrastructure, to create interconnected and comprehensive links between regions, opening up new development opportunities for localities and effectively serving the lives of the people. This is the top priority identified by the province in the New Rural Development program.
To date, 100% of communes in the province have paved roads leading to their centers; 100% of the population has 4G mobile coverage, and 100% of villages and hamlets have mobile phone coverage; 100% of communes have operational post offices providing postal services to meet the needs of delivering documents, official letters, newspapers, and goods for agencies and the people; the percentage of rural households using clean water has reached 99.9%; 100% of communes maintain national standards for commune health; 100% of households in ethnic minority, mountainous, and island areas have access to safe and high-quality electricity; the school and hospital systems have been newly built to high-quality standards; and the cultural institutions have been invested in comprehensively and modernly, bearing the strong imprint of traditional culture, constantly meeting the cultural needs of the people.
The ultimate goal of the New Rural Development program is to continuously improve and enhance the lives of people in rural areas, ensuring their well-being. Therefore, throughout the 14-year journey of building new rural areas, including advanced and model new rural areas, Quang Ninh province has always paid special attention to achieving targets related to people's income. To eliminate the mentality of dependence, awaken the will to strive, and encourage the desire for wealth creation among the people, the province has mobilized all resources to support and accompany them, giving them the tools to succeed.
In addition to central government policies, Quang Ninh province has issued many specific policies tailored to its practical needs, such as: Resolution No. 16/2021/NQ-HĐND dated July 16, 2021, approving the overall program for sustainable socio-economic development linked to ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas of Quang Ninh province for the period 2021-2025, with a vision to 2030; Resolution 337/2021/NQ-HĐND dated March 24, 2021, stipulating some specific policies to encourage sustainable forestry production development in Quang Ninh province… Based on these, the province has proactively implemented and expanded the scope, target groups, and allocated budget funds to implement policies for ethnic minority and mountainous areas.
At the same time, attention has been paid to building and integrating social policy credit programs with national target programs and programs and projects in the socio-economic development plan of the locality for each period (2016-2020; 2021-2025 and orientation to 2030). To date, the total outstanding debt of credit programs in the province is over 5,400 billion VND with nearly 90,200 people still having outstanding debt. With this capital, people in rural areas of the province have maximized local advantages, effectively implemented production models, and increased income. People's lives have continuously improved, especially in rural, mountainous, border, and island areas; The average per capita income of ethnic minority, border, and island regions in 2024 is projected to reach VND 84.147 million/person/year (an increase of 1.95 times compared to 2020; approximately 1.43 times higher than the national average per capita income and approximately 3 times higher than the national target for raising the average income of ethnic minorities by 2025). In particular, according to the Government's multidimensional poverty standard, by the end of 2023, Quang Ninh province no longer has any poor households and has completed the National Target Program for Sustainable Poverty Reduction for the period 2021-2025, three years ahead of schedule.
Furthermore, Quang Ninh province consistently ranks among the provinces with the highest SIPAS (Surprise Service Approval Index) nationwide. Specifically, in 2022, the satisfaction level reached 87.59%, leading the country for the fourth consecutive year, 7.51% higher than the national average; in 2023, it reached 90.61%, leading the country for the fifth consecutive year, 7.95% higher. Compared to the national average satisfaction level, in 2024, it reached 90.12%, ranking 4th nationwide, which is 6.18% higher than the national average satisfaction level.
Following the achievement of Ba Che district being recognized as meeting the New Rural Area standards in 2023, 2024 marks another proud milestone in Quang Ninh's 14-year journey of building New Rural Areas when Binh Lieu district is honored to be recognized by the Prime Minister as meeting the New Rural Area standards in 2023. Binh Lieu is also the first mountainous, border, and ethnic minority district in the country to be recognized as meeting the New Rural Area standards, along with Dam Ha and Tien Yen districts, being the first two districts in the country to be recognized by the Prime Minister as meeting the advanced New Rural Area standards according to the National Criteria for New Rural Areas for the period 2021-2025. As a result, by the end of 2024, the entire province will have 13 out of 13 district-level units meeting/completing the task of building New Rural Areas, and 5 out of 7 districts meeting the criteria and indicators for advanced New Rural Area standards. The entire province will have 91 out of 91 communes, achieving 100% of the communes meeting the New Rural Area standards. 54 out of 91 communes, or 59.3% of the total number of communes, have met the advanced standards; 25 out of 91 communes, or 27.47% of the total number of communes, have met the model new rural commune standards. By the end of 2024, Quang Ninh province will have completed all the contents according to the National Criteria Set for provinces completing the task of building new rural areas in the 2021-2025 period.
Acknowledging the continuous efforts of Party committees and authorities at all levels, the concerted efforts of the entire political system, and many flexible, creative, and groundbreaking approaches closely aligned with local realities, Deputy Prime Minister Tran Hong Ha recently signed Decision 1013/QD-TTg dated May 27, 2025, recognizing Quang Ninh province as having completed the task of building new rural areas in 2024. This serves as a driving force for the province to continue directing, implementing, and effectively organizing the new rural area construction program in 2025 and the 2025-2030 period.
Continue striving for higher goals.
With the perspective that building new rural areas is a long-term, continuous process with a starting point but no end point, Quang Ninh is continuing this journey with synchronized goals and solutions. The province will continue to effectively implement the three strategic breakthroughs in building new rural areas. These include developing a synchronized and efficient socio-economic infrastructure, ensuring connectivity between rural and urban areas and between regions; focusing on developing education and training, improving the quality of human resources; and enhancing the leadership capacity of the Party, the effectiveness of management, administration, and implementation by local authorities in building advanced new rural areas, model new rural areas, and moving towards building smart new rural areas.
Quang Ninh will prioritize investment in communes that have achieved advanced and model new rural area standards; ensure sufficient capital for completed and ongoing projects to prevent outstanding debts in basic construction; and integrate resources to continue investing in upgrading rural infrastructure to ensure connectivity. Simultaneously, priority will be given to investing in and upgrading centralized clean water supply facilities, infrastructure serving production development, irrigation works for disaster prevention; schools, health stations, cultural and sports centers, and the restoration of cultural heritage sites associated with rural tourism development; completing telecommunications infrastructure, digital infrastructure, and digital transformation…
To promote production development, increase income, and improve people's lives, Quang Ninh will continue to effectively implement mechanisms and policies of the Central Government and the province, especially policies on agricultural production development. At the same time, it will effectively implement Resolution 111/2024/QH15 dated January 18, 2024, of the National Assembly on some specific mechanisms and policies for implementing national target programs, focusing on effectively implementing regulations on loan conditions and levels for credit policies under national target program capital sources for the 2021-2025 period; strengthening support for production and business development projects in rural areas; and effectively implementing the OCOP program…
Quang Ninh will also promote the effective restructuring of the agricultural sector and the development of the rural economy; focus on developing tourism associated with agriculture and rural areas; and implement the application of science and technology and digital transformation in agriculture and rural areas. At the same time, Improving the operational efficiency of cooperatives; supporting rural start-up businesses; enhancing the quality of vocational training for rural workers... all contribute to sustainably increasing people's income.
In particular, implementing Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee "On sustainable socio-economic development associated with ensuring strong national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas in the period 2021-2025, with orientation to 2030," along with other national target programs, the province has continued to allocate resources to invest in this area. This is a crucial driving force helping mountainous and ethnic minority localities continue to develop.
The vibrant colors of each rural area in Quang Ninh today are a testament to the spirit of unity, self-reliance, and self-improvement of each citizen on the journey to building new, civilized, and modern rural areas. In this colorful picture, the most radiant are the joyful faces of the people. This is the driving force that continues to contribute to Quang Ninh's development in the new era – the era of national progress.
