Coming to the countryside of Quang Ninh today, people can easily see the brilliant colors of flags and flowers, the abundance in each house, the rice fields, the long roads and the joy of each person when seeing their homeland change. The new rural picture of Quang Ninh with colors filled with happiness is the result of the continuous efforts of the Party Committees and authorities at all levels, the joint efforts and consensus of the people in effectively implementing the national target program on new rural construction (NTM).

Dam Ha district received the Prime Minister 's Decision recognizing the district as meeting advanced New Rural standards in February 2024.

Right from the first days of implementation, Quang Ninh has determined that the implementation of the new rural construction program must be associated with the motto that all people enjoy the fruits of development, inclusive growth and no one is left behind. Therefore, by effectively integrating central budget capital sources, capital from national target programs of the province and localities, the province has prioritized resources for investment in socio-economic infrastructure, especially transport infrastructure to create interconnected, comprehensive connections between regions, opening up new development space for localities, effectively serving the people's lives is the top task identified by the province in the new rural construction program.

Up to now, 100% of communes in the province have solid roads for cars to the commune center; 100% of people have 4G mobile coverage, 100% of villages and hamlets have mobile phone coverage; 100% of communes have cultural post offices operating to provide postal services to meet the needs of delivering documents, official dispatches, letters, goods, etc. to agencies and people; the rate of rural households using hygienic water is 99.9%; 100% of communes maintain national standards on commune health; 100% of households in ethnic minority, mountainous and island areas have safe electricity and improved electricity quality; the system of schools and hospitals has been invested in new construction according to high quality standards; the system of cultural institutions has been invested in synchronously and modernly, bearing the imprint of traditional culture, constantly meeting the cultural enjoyment needs of the people.

The goal of the new rural construction program is to improve, enhance and enrich the lives of people in rural areas. Therefore, throughout the 14-year journey of building new rural areas, advanced and exemplary new rural areas, Quang Ninh has always paid special attention to implementing the targets in the criteria on people's income. To eliminate the mentality of waiting, to arouse the will to rise up, and to urge the desire to get rich of the people, the province has mobilized all resources to support, accompany and give fishing rods to the people.

In addition to the Central Government's policy mechanism, Quang Ninh province has issued many specific policies suitable to reality such as: Resolution No. 16/2021/NQ-HDND dated July 16, 2021 approving the Overall Program for sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas of Quang Ninh province for the period 2021-2025, with a vision to 2030; Resolution 337/2021/NQ-HDND dated March 24, 2021 stipulating a number of specific policies to encourage the development of sustainable forestry production in Quang Ninh province... On that basis, the province has proactively implemented the expansion of the scope of areas, subjects, and allocated budget capital to implement policies in ethnic minority and mountainous areas.

At the same time, pay attention to building and integrating social policy credit programs with national target programs, programs and projects in the local socio-economic development plan for each period (2016-2020 period; 2021-2025 period and orientation to 2030). Up to now, the total outstanding debt of credit programs in the province is over 5,400 billion VND with nearly 90,200 people still having outstanding debt. With this capital source, people in rural areas in the province have fully exploited local advantages, effectively implemented production models, and increased income. People's lives have been constantly improved, especially in rural, mountainous, border and island areas; The average income per capita of ethnic minority, border and island areas in 2024 will reach VND 84,147 million/person/year (an increase of 1.95 times compared to 2020; about 1.43 times higher than the average income per capita of the whole country and about 3 times higher than the general goal by 2025 of the whole country on raising the average income of ethnic minorities). In particular, according to the Government's multidimensional poverty standards, by the end of 2023, Quang Ninh has no more poor households and completed the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, 3 years earlier than the set target.

Along with that, Quang Ninh province is always in the group with the highest SIPAS index (people's satisfaction index with the service of state administrative agencies) in the country. Specifically, in 2022, the satisfaction level reached 87.59%, the 4th consecutive year leading this index nationwide, 7.51% higher than the national average satisfaction level; in 2023, reaching 90.61%, the 5th consecutive year leading this index nationwide, 7.95% higher.   Compared to the national average satisfaction level; in 2024, it reached 90.12%, ranking 4th nationwide, 6.18% higher than the national average satisfaction level.

Following the achievement of Ba Che district being recognized as meeting the NTM standards in 2023, 2024 marked a proud milestone in the 14-year journey of building the NTM in Quang Ninh when Binh Lieu district was honored to be recognized by the Prime Minister as meeting the NTM standards in 2023. Binh Lieu is also the first mountainous, border, and ethnic minority district in the country to be recognized as meeting the NTM standards, along with Dam Ha and Tien Yen districts, which are the first two districts in the country to be recognized by the Prime Minister as meeting the advanced NTM standards according to the National Criteria for NTM in the period 2021-2025. Thanks to that, by the end of 2024, the whole province had 13/13 district-level units meeting the standards/completing the NTM construction task, 5/7 districts meeting the criteria and indicators of districts meeting the advanced NTM standards. The whole province has 91/91 communes, reaching 100% of the communes meeting the NTM standards; 54/91 communes, reaching 59.3% of the total number of communes meeting advanced standards; 25/91 communes reaching 27.47% of the total number of communes meeting model NTM standards. By the end of 2024, Quang Ninh province has completed the contents according to the National Criteria for the province to complete the task of building NTM in the period of 2021-2025.

Recognizing the continuous efforts of Party committees and authorities at all levels, the joint efforts of the entire political system, along with many flexible, creative, innovative and practical approaches, closely following local realities, Deputy Prime Minister Tran Hong Ha has just signed and issued Decision 1013/QD-TTg dated May 27, 2025 on recognizing Quang Ninh province as having completed the task of building a new rural area in 2024. This is the driving force for the province to continue to direct, deploy and effectively organize the new rural area building program in 2025 and the 2025-2030 period.

With the view that building a new rural area is a long-term, regular, continuous process, with a starting point but no end point, Quang Ninh is continuing this journey with synchronous goals and solutions. The province will continue to promote the effective implementation of 3 strategic breakthroughs in building a new rural area. Including developing a synchronous and effective socio-economic infrastructure, ensuring rural-urban and regional connectivity; focusing on developing education and training, improving the quality of human resources; improving the leadership capacity of the Party, the effectiveness of management, operation, and implementation of grassroots authorities in building advanced new rural areas, model new rural areas, and moving towards building smart new rural areas.

Quang Ninh will focus on giving maximum priority to investment in communes that meet advanced NTM standards and model NTM standards; ensure adequate capital balance for completed and transitional projects to avoid overdue debts in basic construction; integrate resources to continue investing in upgrading rural infrastructure to ensure connectivity. At the same time, prioritize investment and upgrading of centralized clean water works, infrastructure works serving production development, irrigation works to prevent natural disasters; school works, medical stations, cultural and sports centers, cultural heritage restoration associated with rural tourism development; complete telecommunications infrastructure, digital infrastructure, digital transformation, etc.

In order to promote production development, increase income, and improve people's lives, Quang Ninh will continue to effectively implement the mechanisms and policies of the Central and the province, especially the policy on agricultural production development. At the same time, effectively implement Resolution 111/2024/QH15 dated January 18, 2024 of the National Assembly on a number of specific mechanisms and policies to implement national target programs, focusing on effectively implementing regulations on conditions and loan levels to implement credit policies from capital sources of national target programs for the period 2021-2025; promote support for production and business development projects in rural areas; effectively implement the OCOP program...

Quang Ninh will also promote effective restructuring of the agricultural sector and development of the rural economy; focus on developing tourism associated with agriculture and rural areas; deploy the application of science and technology and digital transformation in agriculture and rural areas. In particular, implementing Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee "On sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period 2021-2025, with a vision to 2030", along with other national target programs, the province has continued to allocate resources to invest in this area. This is an important driving force to help mountainous and ethnic minority localities continue to rise.

The brilliant colors of each countryside of Quang Ninh today are a testament to the spirit of solidarity, the will to be self-reliant and self-reliant of each citizen on the journey to build new, civilized and modern rural areas.
