Over the past half-term, the Party Committee and Standing Committee of the Party Committee of the Provincial Agencies and Enterprises Bloc (Bloc Party Committee) have closely followed the resolutions and action programs implementing the Resolution of the 13th National Party Congress, the Resolution of the 14th Provincial Party Congress, and the Resolution of the 7th Congress of the Bloc Party Committee for the 2020-2025 term, concretizing them into leadership and guidance documents for Party committees, Party organizations, and mass organizations at all levels to effectively implement the set goals and tasks.

As a result, in the first half of the term, the entire Party Committee achieved and exceeded 7 out of 9 targets. Notably, 100% of Party branches and committees effectively implemented the thematic resolution on Party building and studying and following Ho Chi Minh's ideology, ethics, and style annually; 95.2% of Party branches and committees completed their tasks well, with 20.9% completing them excellently; 98.1% of Party members completed their tasks well, with 16.71% completing them excellently; 424 new Party members were admitted (achieving 56.5% of the target of 750 new Party members for the entire term); of which 236 new members were in the youth union age group.

However, alongside the achievements, there are still some limitations such as: The leadership and guidance role, as well as the proactive and positive coordination in implementing political tasks of some grassroots Party committees, have not been truly decisive; the production and business activities of some enterprises are facing difficulties, affecting the income of workers; the implementation of developing new Party organizations and units in non-state enterprises has not achieved high results; the leadership, guidance, and organization of inspection and supervision work in some Party committees are still limited in effectiveness. Two out of nine targets for the term have not been met. The reason is the impact of the complex developments of the COVID-19 pandemic, which has affected the production and business activities of some enterprises and public service units; The leadership and guidance of Party committees at all levels have sometimes been lacking in decisiveness and timeliness; some grassroots Party committee members lack experience in Party work and have not devoted enough time to Party building; the implementation of downsizing the workforce and the limited recruitment of new civil servants, public employees, and workers have led to a decrease in the number of members in Youth Union organizations, thereby limiting the recommendation of outstanding members for education, training, and Party membership...

Comrade Luu Xuan Hai, Secretary of the Party Committee of the bloc, stated: To successfully implement the Resolution of the 7th Party Congress of the bloc, contributing to the successful implementation of the Resolution of the 14th Provincial Party Congress and the 13th National Party Congress, in the coming period, the Party Committee of the bloc will focus on leading and directing the Party committees of the grassroots branches and organizations to continue coordinating with heads of agencies, units, and business managers to effectively carry out political tasks, especially the key tasks set forth by the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee.

Strengthening political and ideological education; improving the quality of organizing the study of resolutions, directives, conclusions, and regulations of the Party; proactively grasping the ideological developments and public opinion among cadres, Party members, and the masses; promptly providing information to guide and create unity in the understanding and actions of Party committees, Party organizations, cadres, and Party members; actively protecting the Party's ideological foundation and combating erroneous and hostile viewpoints in the new situation; preventing and repelling the decline in ideology, politics, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" among cadres and Party members. Focus on leading and effectively implementing Conclusion No. 01-KL/TW of the Politburo (13th term) on continuing to implement Directive No. 05-CT/TW of the Politburo on promoting the study and emulation of Ho Chi Minh's thought, morality, and style, in conjunction with implementing measures to overcome limitations and shortcomings after self-criticism and criticism according to Central Resolution 4 (12th and 13th terms), and the Party's regulations on setting examples.

Continue to review, revise, supplement, and strictly implement the regulations and work programs of Party committees and Party organizations at all levels for the 2020-2025 term; maintain and improve the quality of Party committee and branch meetings; enhance the leadership capacity and fighting strength of grassroots Party organizations and the quality of Party members. Pay attention to consolidating and supplementing grassroots Party committees in conjunction with reforming the leadership methods and working styles of Party committees and branches; effectively manage Party members, recruit new members, and improve the quality of Party members while reviewing, screening, and removing those who no longer meet the qualifications from the Party; uphold discipline, order, fighting spirit, self-criticism and criticism, and enhance the sense of responsibility and self-awareness of Party members in Party activities and in fulfilling their duties. Timely revise and supplement the Working Regulations of the Party Committee of the bloc, term VII, 2020-2025. Effectively carry out internal political security work. Organize training courses and workshops on Party work for Party committees at the grassroots level.

Leaders should effectively carry out the Party's inspection, supervision, and disciplinary work; including strengthening inspection, supervision, and self-inspection of personnel work, anti-corruption efforts, and the exemplary conduct of cadres, Party members, and heads of Party committees, agencies, units, and enterprises; proactively monitoring the situation and promptly conducting inspections of Party organizations and members when there are signs of violations; and promptly resolving complaints and denunciations against Party organizations and members. They should strengthen the leadership role of Party committees and Party organizations at all levels in mass mobilization work; the grassroots democracy regulations and the "Skilled Mass Mobilization" emulation movement; administrative reform; and the activities of mass organizations, focusing on building strong mass organizations. They should also strengthen the leadership of Party committees and Party organizations at all levels in coordinating with heads of agencies, units, and enterprise managers to effectively implement anti-corruption, anti-waste, and anti-negative practices.
