Hundreds of officers and soldiers of the Provincial Military Command, along with the militia, commune police and a large number of local people were mobilized to reinforce the weak dike sections with soil sacks, bamboo poles and waterproof tarpaulins, and organized 24/7 duty at the weak dike locations, ready to respond when bad situations occurred. The river water rose over 2m in some places, causing a lot of damage to property and crops for the people. Many households were still isolated as of noon on October 9.
