Floods on the river remain at a high level, potentially causing flooding in low-lying areas, floating flats in the middle of the river, riverside areas, especially in some communes and wards including: Chi Linh ward, Le Dai Hanh ward, Chu Van An ward, Hop Tien commune, Tran Phu commune, Nam Sach commune, Hai Duong ward, Thanh Dong ward, Tran Lieu ward, Nguyen Dai Nang ward... with a flooding depth of 0.1 - 0.4m, some places are deeper, the flooding time can last 1 - 2 days. It is necessary to guard against the risk of landslides and erosion of riverbanks.
Faced with the complicated developments of flood water on the river, Vice Chairman of Hai Phong City People's Committee Tran Van Quan requested the People's Committees of communes and wards to deploy urgent measures to prevent and combat floods according to the warning level, focusing on reviewing deeply flooded areas, areas at risk of landslides, flash floods, and flash floods to proactively evacuate residents, especially the elderly, children and vulnerable people, from dangerous areas, ensuring the safety of people's lives above all. When deep flooding and isolation occur, all measures must be taken to promptly provide food and food aid to the people, not letting people go hungry or thirsty.
The city leaders also requested local authorities to closely monitor the development of flood water levels on river banks and the situation of dikes; to deploy dike protection plans, protect key areas of weak dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished dike projects to ensure safety. The city leaders also requested localities to pay special attention to dike sections close to rivers, which are often eroded and eroded during floods, and weak and damaged culverts on dike routes, and to have plans to prevent overflows for low local dike locations.
The authorities have increased inspections on the dike routes, strictly implemented patrolling and guarding work to protect the dikes during the rainy and flood season according to regulations; prepared human resources, materials, vehicles, and equipment for dike protection according to the "4 on-site" principle to handle incidents and situations that may occur from the first hour. The leaders of communes, wards, and special zones must be responsible before the law if the safety of the dike system is compromised due to failure to carry out patrolling and guarding work according to regulations.
Hai Phong city leaders also assigned functional departments and branches to proactively grasp the situation, coordinate with localities to deploy measures to prevent and combat floods, flash floods, landslides; and prepare means, materials and human resources to handle any situation that may arise.
The Department of Agriculture and Environment directs the dike management force to strictly carry out the work of patrolling and guarding the dikes, ensuring that each dike location has someone to check and take responsibility; organize flood prevention on-duty according to the alarm level, promptly detect and handle any damage to the dikes, embankments, and culverts from the first hour. The Department is also ready to export and provide materials and equipment for flood and storm prevention to relevant localities and units to handle and respond to all situations.
