Social housing development: Do not let institutions affect progress

On the morning of October 11, Prime Minister Pham Minh Chinh chaired the 2nd national online meeting of the Central Steering Committee on housing policy and real estate market on breakthrough development of social housing.

The report at the meeting said that, implementing Decision 338/QD-TTg of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", by the end of the third quarter of 2025, the whole country had 696 social housing projects being implemented with a scale of 637,046 apartments. Of which, 165 projects were completed, with a scale of 116,342 apartments; 151 projects had started construction and were being implemented with a scale of 132,616 apartments; 380 projects were approved for investment, with a scale of 388,090 apartments. Thus, the number of projects completed, started construction, and approved for investment reached 60% of the set target.

As a result, in the first 9 months of 2025, the whole country has completed 50,687 units, and it is expected that by the end of 2025, it will complete about 89,000 units, reaching 89% of the plan. In addition to 3 localities that did not assign targets for 2025, the whole country has 16 localities expected to meet or exceed the assigned targets; 7 localities are likely to complete the targets and 8 localities are expected to be unable to complete the assigned targets.

In addition to the achieved results, delegates attending the meeting pointed out the shortcomings and inadequacies such as: Some localities have not really paid attention to the development of social housing, have not arranged local budgets to carry out compensation, support, resettlement, and investment in technical infrastructure to have clean land funds, and assign investors to implement the project; many social housing plots are planned and arranged inappropriately, in places far from the center, lacking technical infrastructure connections.

Some legal regulations, mechanisms and policies on the development of the real estate market and social housing have not been amended or supplemented to suit the actual situation. Housing prices in large cities still exceed the affordability of the majority of people, and there are still situations of price hikes, creating high prices, virtual prices, and disrupting market information for profiteering purposes.

In Dak Lak province, the 2025-2030 period was assigned to complete 38,007 social housing units, of which 2,255 units were assigned to complete in 2025. Currently, the province is implementing 4 projects, with 1,348 units, of which 65 units have been completed and 1,062 units are under construction.

In his concluding remarks at the meeting, the Prime Minister directed central and local ministries, branches and localities to focus on solutions to resolve existing problems. If there are any remaining problems, they should propose to the National Assembly to issue a resolution at the upcoming session to continue to resolve them. Absolutely do not let institutional problems affect the implementation progress. To achieve the set goals, it requires innovation in thinking, drastic actions, high determination, great efforts, identifying key points, learning from experience while doing, gradually expanding, not being perfectionist, not being hasty.

In the coming time, it is necessary to continue to improve institutions and stabilize land use planning. Housing development must be multi-segmented, infrastructure must be harmonized, resources for social housing must be diversified; decentralization must go hand in hand with resource allocation, localities must proactively and flexibly implement policies, and businesses must reduce costs to reduce selling prices.
