
The meeting was held in a hybrid format, combining in-person and online participation, chaired by Prime Minister Pham Minh Chinh, along with Deputy Prime Ministers and Minister of Construction Tran Hong Minh.
At the meeting, the Ministry of Construction reported on the results of reviewing and improving the legal framework related to social housing, including the decree amending and supplementing several articles of Decree No. 100/2024/ND-CP and Decree No. 192/2025/ND-CP, the Government Decree regulating the National Housing Fund, and the Prime Minister 's Decision adjusting the targets for completing social housing in 2025 and subsequent years up to 2030.

The Ministry of Construction has also established working groups to inspect, supervise, and resolve difficulties for social housing projects in many localities. By the end of the third quarter of 2025, there were 696 social housing projects being implemented nationwide, with a scale of more than 637,000 housing units.
However, the Ministry of Construction also reported that, in addition to 22 out of 34 localities expected to meet or exceed the assigned social housing targets, 8 out of 34 localities are still facing difficulties in completing the targets, including Lam Dong province.
Therefore, the Ministry of Construction recommends that the Prime Minister soon approve the Decision on implementing a number of breakthrough solutions for the development of social housing in the period 2025-2026.

Speaking at the session, Prime Minister Pham Minh Chinh emphasized: The demand for social housing is very large and needs to be prioritized. Social housing is an important policy for young people, low-income earners, and vulnerable groups. However, the investment process must ensure adequate infrastructure and social functionality, avoiding construction in remote areas that affect the quality of life of the people.

The Prime Minister also directed that priority policies should be given to building social housing. For mountainous areas, if high-rise buildings cannot be developed, the construction of low-rise, suitable housing should be encouraged. At the same time, good practices and successful models should be encouraged and replicated to promote the progress and effectiveness of the program.
The Prime Minister also noted that some legal regulations, mechanisms, and policies regarding the development of the real estate market and social housing have not yet been amended or supplemented to suit the actual situation, while emphasizing the shortage of supply. The goal of completing 100,000 social housing units by 2025 is a major challenge, requiring breakthrough solutions. It is necessary to focus on resolving existing problems and obstacles related to mechanisms and policies to ensure sufficient social housing for the people, especially low-income workers in industrial zones.
The Prime Minister also directed all levels of government to strengthen the provision of transparent information on housing and the real estate market to the people, and to promote digital transformation so that people can access information easily and accurately.

Concluding the meeting, Prime Minister Pham Minh Chinh requested ministries, sectors, and localities to innovate their thinking, act decisively, clearly identify priorities and key areas, implement and learn from experience simultaneously, and strive to achieve the goal of building 100,000 social housing units by 2025.
All relevant stakeholders must make concerted efforts, including: the State as the facilitator, businesses as the pioneers, and the people as the beneficiaries, contributing to the healthy, stable, and sustainable development of the real estate market in accordance with market principles – a facilitator, pioneering businesses, and beneficiaries – to ensure the healthy, stable, and sustainable development of the real estate market.
